DENVER, Colo. -- When a cop receives a call about a suspect with a gun from dispatch, their mind starts racing. “You start going over tactics in your mind. You start walking through the worst-case scenario, typically, of how you’re going to respond to and handle this incident,” said Don Mihalek, a former Secret Service agent. But what if that info wasn’t quite right? The person calling 911 made a mistake. That can end in tragedy. Paul Taylor is a former police officer and officer trainer. When running simulations with officers, he noticed something that caused some concern. “One of the things that I saw is that I could drastically change use of force decision making and outcomes with small pieces of information at the front end,” said Taylor. The use of force can mean a lot of things to police, but in this case, we’re talking about firing a gun. Taylor noticed if he changed some of the information officers received in the simulations, it could change the whole outcome. So, when he moved to academics with the University of Colorado Denver, he decided to test the theory. “A person appeared on the screen with their hands in their pockets, the person matched the description from the dispatch call. And after a little bit of time, a person rapidly produced a cell phone from their pocket,” said Taylor. He ran a simulation where officers responded to a trespassing call. Sometimes, they got an update saying the suspect was on a phone or they had a gun. “The group got the gun dispatch or gun update. They shot the person more than twice as often. So, when the person produced a cell phone, they shot them 62 percent of the time,” said Taylor. That’s more than twice as often as the group that got no update. Only six percent of the officers who were told the suspect had a cell phone fired a shot. “All studies have shown that eyewitnesses tends to be the most unreliable testimony, and also you need to take into adrenaline, fear, people are trying to process this dynamic situation that they’re not used to seeing,” said Mihalek. “Unfortunately, sometimes eyewitnesses may not get things 100 percent accurate,” said April Heinze with the National Emergency Number Association. Heinze works with an advocacy group for 911 dispatchers. “The intake that’s received by the callers that are in extreme circumstances is based on their emotions and perceptions. There’s a lot of adrenaline going through your system,” said Heinze. Heinze says the 911 system is 50 years old and isn’t taking advantage of new technology that could help get officers more accurate information. “You know we’re talking about texts, and pictures, and video, and two way video and things like that,” said Heinze. Taylor doesn’t disagree that witnesses give inaccurate information. “We know that, from the time we’ve been playing tin cans or telephone as a kid, that information changes as it passes between people,” said Taylor. But Taylor doesn’t want law enforcement to rely on the public getting better at reporting crimes. Instead, he wants authorities to develop policies and procedures around the human element. That means assuming that people calling 911 are going to make mistakes and learning from your mistakes. “Where we find human error, whether that’s in aviation, nuclear power plant operation, medicine, we find an opportunity to improve, but that doesn’t seem to be the case in policing,” said Taylor. 3436
BURLINGTON, Vt. – Almost every morning for the last 35 years, a 21-car-train pulls into Burlington, Vermont, with roughly 1,500 tons of wood chips that help power the city. Wood burning represents 30% of Burlington’s power grid, and 20% comes from solar panels and wind turbines. In 2014, when Burlington opened a hydro plant, that took over the remaining 50% of the city’s power grid and marked a historic moment – Burlington was now the first city in the U.S. to run 100% on renewable energy. “We had our challenges at the beginning,” said David MacDonnell. “There were a lot of growing pains that we went through.” MacDonnell knows firsthand about the path to the city’s energy milestone. He moved to Burlington in 1983 and began working for the city’s electric company, Burlington Electric Department, in 1984. MacDonnell started as an operator at B.E.D.’s McNeil Generating Station. “When I came, the plant was still in construction,” said MacDonnell. At McNeil’s, at that time, Burlington Electric was just starting to experiment with wood as a possible energy source. “It was very groundbreaking stuff at the time,” MacDonnell added. The idea stemmed from the company looking for a more cost-effective energy source, and wood proved to be that. But over the years, the company and the community realized there were added benefits. “The fuel budget last year was million and if you think about it, we get our fuel with in a 60-mile radius of this plant. We keep a lot of money local for the community. You know the mom and pop stores, loggers, and truckers. That really supports the whole area,” MacDonnell explained. With wood as the first renewable energy source, Burlington has also been less affected by the volatile fossil fuel industry so customer rates have been stable for more than a decade. “Burlington Electric has successful achieved the 100% renewable energy goal without raising rates for over a decade now, so we prove it is possible to maintain rates,” said Paul Pikna, a senior generation engineer at Burlington Electric. “One could even argue, if you count inflation, we’ve decreased rates over the decade.” But perhaps the biggest benefit in the successful application of wood as an energy source, is that it started the energy revolution in Burlington and now, in an era of concern about climate change, many point to Burlington’s energy grid as a model for other cities to consider. “It’s very satisfying for me to know that I worked at a place for my whole career that really amounted to something that I consider a very positive for Vermont, the country, the world,” said MacDonnell. After three decades with Burlington electric and helping it pave the way for renewable energy, MacDonnell is preparing to retire. He leaves feeling like he made more than money in his career, he made a difference. “You have a sense of pride knowing that you are doing something that is a difference. I have kids and grandkids and we want to make sure we leave this planet in good shape for them.” Burlington hit the historic milestone running 100% on renewable energy five years ago, and now at least four other cities have hit that milestone too. Those cities are Aspen, Colorado; Greensburg, Kansas; Kodiak, Alaska; and Rock Port, Missouri. Within the next decade, a dozen states are hoping to get there, states like Minnesota, Massachusetts, and even California. However, while other cities and states are trying to catch up to Burlington, it’s moving forward with the next step that is a more ambitious energy goal. Burlington wants to be the first net zero energy city in the country. Essentially, the city wants the total amount of energy it consumes to be equal to the total amount of renewable energy it creates. “About a month ago we rolled out a roadmap to go from where we are today to net zero across the thermal ground transportation electric sectors by 2030,” said Burlington’s Mayor Miro Weinberger. “The exciting thing about the roadmap is that we can get there with technology that is available today and are largely cost effective today.” The move forward, for Burlington, is not about energy bragging rights, but about data suggesting this move is critical. “All the climate models suggest we need to make substantial progress by 2030 and much more dramatic progress by 2050,” added Weinberger. 4376

The company shut down temporarily for the pandemic and that will also affect the holiday offering of its "Hot Tamales" and "Ike and Mike" fruit candies."I don't think the consumer will know when they walk into a supermarket what is short and what is not short because so many things are disrupted," said John Phillip Tarantino Jr., president of Tarantino Foods, LLC in Buffalo.Tarantino Foods is a wholesale food distributor with 2,000 customers that includes colleges, casinos, restaurants, and pizzerias.The company president told 7 Eyewitness News Reporter Ed Reilly that his business is having a hard time finding many items such as french fries, California dates, certain types of cheese, frozen bread, bread crumbs, ketchup, Kraft ranch dressing, macaroni and cheese, McCormick spices, and packets of hot sauce - to name a few.It is a difficult situation for food service suppliers as retail demand in grocery stores exploded during the crisis and forced manufacturers to redirect their efforts. Some less-profitable items are not being produced. Pasta and flavored drinks have seen those reductions.Tarantino said consumers were looking to buy anything they could stockpile, such as Campbell soups and frozen vegetables.Shut down of food plants with workers afraid of the virus started the problem which increased to a "tsunami" with surging demand by shoppers. That situation was made even more complicated by a severe shortage of product packaging materials. Tarantino said he believes that to be one of the reasons why some food products are having a hard time getting to the shelves currently.The family-owned business is recommending people take advantage of the WNY harvest season to stock-up on corn, tomatoes, and squash. New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,But sometimes that training does not translate in real life. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer. On one of the islands of the Florida Keys, there’s a small animal that’s causing a big stir. “You know, I love the Key Deer, they’re just, they’re warm and fuzzy,” said Cathy Rhoades, who runs the Florida Keys Wildlife Society. “We do consider them a national treasure,” said Kristie Killam with US Fish and Wildlife. The Key Deer. It’s a little known species of deer that’s native to the island chain. The animal is very small compared to its cousins on the mainland. “The small ones, can get pretty – 2 to 4 pounds at birth," explained Killam. "Some of the tinier ones that look almost like a house cat. Some of the itty bitty fawns." For more than 50 years, the baby Bambi has been a member of the endangered species act. The population declined in the 40s and 50s by hunting. “To the point there was only about 25 to 50 Key Deer left in the wild were the estimates,” said Killam. But they could be removed from the endangered species list. They are recommended on the 3-year work plan for US Fish and Wildlife for de-listing due to recovery. They’re just one of 55 species included in the report. But the tiny animal is incredibly important to Vivian Beck. "They’re just so unique that they literally live among us, or I should say we live among them, and they’re adapting,” said Beck. She’s the president of the Key Deer Protection Alliance, an organization dedicated to keeping the Key Deer protected. Beck thinks removing the animal from the list is premature. US Fish and Wildlife estimates there are between 600 and 800 deer on the island. She says she’s been told as many as 1,000 deer. “Texas A&M said there were 573, so our numbers didn’t match up at all,” said Beck. While the Department of Fish and Wildlife did give us an interview to discuss the deer’s history and biology, they said they can’t comment on an ongoing species assessment. For those that live in the Florida Keys, they just want the assessment to reflect the truth. “That’s the process I would like to see happen, just get more information, more information and refine your thinking based on the information that you have,” said Rhoades.“The Key Deer are one storm and one disease away from total extinction,” said Beck. 2230
