With the Food and Drug Administration (FDA) yet to develop a regulatory framework for CBD-infused products, states are stepping in. This week, Illinois introduced new legislation that could require the testing of CBD products sold in its state. The hemp-derived cannabidiol, or CBD, is sold as a supplement, promising to manage everything from anxiety and insomnia to chronic pain.Rahul Easwar, co-founder of Chicago-based CBD-retailer LeafyQuick, says the product is everywhere.“Gummies, edibles, we’ve got bath bombs, salts, topical lotions," Easwar says. "You name it, there’s CBD in it.”But while some CBD shops like LeafyQuick only sell products that have been tested, there are no laws requiring that. “We don’t obviously accept every brand that knocks on our door, and we go through a very stringent due-diligence process,” says Easwar. And because CBD products are considered supplements rather than drugs, they remain largely unregulated. Since 2015 the Food and Drug Administration has issued more than four dozen warning letters to firms marketing unapproved drugs allegedly containing CBD. Many did not contain the levels of the cannabis derivative they claimed to.It’s that uncertainty about what’s in the products that prompted Illinois state representative Bob Morgan to act. “These are products coming in from other states more often than not are not being tested,” says Morgan. “We don't know if they have heavy metals pesticides contaminants synthetic THC or something way worse.”Morgan is pushing a bill that would require all CBD products sold in the state to pass minimum testing standards. “We should have these high expectations, especially since people were consuming this product,” says Morgan. “These are things people are ingesting and we have to make sure they’re safe.”If they’re not safe, the proposed law would require untested products to be pulled from shelves and online. Sellers violating the law could face stiff fines. It’s something retailers like Rahul Easwar say is essential to the CBD business' long-term success.“Especially retailers, more so the consumers need to demand such regulations and more stringent regulations in my opinion.”For now, there are still no national standards for CBD testing. Morgan says until federal regulators catch it’s up to the states to take the lead. 2334

SAN DIEGO (KGTV) - Candidates, who are looking to unseat Congressman Duncan Hunter, are feeling emboldened as his trial grows near. This week, the Congressman’s wife took a plea deal with prosecutors, in which she has agreed to testify against her husband in the trial scheduled for Sept. 16. Several candidates had already made plans to run in 2020 against before prosecutors flipped his wife, and they are now watching to see what unfolds in court. Many of the candidates have begun fundraising efforts, and some say donations to their campaign have ramped up in the past few days. Many currently vying for the District 50 seat are Republicans within Hunter’s party, like El Cajon Mayor Bill Wells who ran against Hunter in 2018. “I think my chances are now even better, I lot of people know me more,” Wells said. “A lot of people, they wanted to vote for me last time but felt conflicted about the Duncan Hunter situation.” Temecula council member Matt Rahn, who is also eyeing Hunter’s seat, expects to gain some of his followers as the trial goes on. “I expect to see some change in the folks that are showing interest as we see this case evolve and unfold but right now, we have a solid base,” Rahn said. A conviction won’t remove Hunter from office. It will take a two-thirds House vote to do that. However, if he survives the trial, there's likely going to be some political fallout. That gives Democrat Ammar Campa-Najjar confidence he can turn the district blue. “I think people are going to be willing to put country over party and look past the 'D' next to my name. No one has invested more in the running of this race to represent everybody, than our campaign,” Campa-Najjar said. 10News reached out to Republican Larry Wilske. He has not responded to our request for comment. 1806

(AP) -- The competitive scramble by states to buy personal protective equipment this spring stuck some businesses with big bills. An Associated Press analysis of state purchasing data during the beginning of the coronavirus pandemic found that states canceled billions of dollars in PPE orders. Many of the cancellations occurred when businesses couldn't get the products to states under tight deadlines or when prices rose. In some cases, suppliers already had paid to manufacture the goods before the deals got canceled. The most commonly canceled order was for N95 masks, which were particularly hard to get. 619

(CNN) -- A 13-year-old New Jersey boy faces assault charges for allegedly attacking the mother of a classmate, after the classmate reported him to school officials for anti-immigrant taunts, the Passaic County Prosecutor's Office said in a media release. The mother, identified as Beronica Ruiz by her attorney, Daniel Santiago, told authorities she was walking down a street in Passaic, New Jersey, with her 1-year-old baby and her 12-year-old son on June 19 when she and her son were attacked.Santiago told CNN that the conflict began at school the day before the attack, when the 13-year-old and some other boys chanted "go back to Mexico" to a group of students in the cafeteria.Ruiz's son, who is an American citizen, replied, "What are you talking about? We all come from immigrants," the attorney said. The group allegedly threatened to beat up the boy after school. This scared Ruiz's son, so he pulled one of the teachers aside and conveyed his fear, according to Santiago. The teacher called a security guard, who then sequestered Ruiz's son in a classroom for the duration of the school day for his own safety, he said.Later that day, Ruiz picked up her son from school. As they were walking home, Ruiz's son said to her, "Mommy, the boys that threatened me yesterday are following us," Santiago said. They kept walking, but the three boys caught up to them, the attorney said.Santiago told CNN that the 13-year-old punched Ruiz's son in the face, knocking him to the ground. Ruiz then put herself between her son and the assailant, asking him to leave them alone, the attorney said. He swore at her, then punched Ruiz in the face, Santiago said."When the mother stepped in front of (the boy), he struck her, causing her to temporarily lose consciousness and fall to the sidewalk,'' the statement from the prosecutor's office said. The three boys then fled the scene. Ruiz called the police after she regained consciousness, and she was treated at a nearby hospital for facial fractures and a concussion. Her son suffered a swollen lip, Santiago said. The physical pain is healing, but the emotional wounds still lingerThe 13-year-old was charged with aggravated assault and later released to his parents, authorities said. He has not been identified publicly because he is a minor. There is no court date as of yet, said Jason Harding, chief assistant prosecutor at the Passaic County Prosecutor's Office. If convicted on the assault charge, the boy faces up to two years in juvenile detention. The school, Passaic Gifted and Talented Academy, has offered to pay for Ruiz's medical bills, Santiago said. CNN has reached out to the school's principal and the superintendent's office for comment.Ruiz's physical injuries are starting to heal, and the pain is starting to fade, but she's terrified for the safety of her son, the attorney said."The emotional scar is what the biggest issue is," Santiago said.Santiago said parents of other children have since called him and told him their children have also been bullied by the same group of kids. 3057

SAN DIEGO (CNS) - Strong and gusty Santa Ana winds, low humidity and high temperatures will persist Friday, with a red flag warning denoting a strong risk of wildfire in effect for the San Diego County mountains and valleys. The National Weather Service issued a red flag warning that went into effect at 10 a.m. Thursday in the county mountains and valleys and lasts until 10 p.m. Friday. The NWS also issued a high wind warning for the county mountains and valleys that remains in effect until 6 p.m. Friday.Along with low humidity levels, the strong Santa Ana winds blowing north to northeast are to blame for the fire danger, with winds of 20 to 30 mph in the forecast and gusts near 55 mph possible near the top of the county mountains, according to the NWS. Humidity was expected to drop to 3-8 percent Friday.Fuels are very dry and fires will grow rapidly and be difficult to control upon ignition, according to the Santa Ana Wildfire Threat Index.Warm seasonal temperatures were also expected to add to the potential fire danger. High temperatures Friday will be 81 to 86 degrees in the western valleys, 73 to 78 near the foothills and 60 to 69 in the mountains, NWS forecasters said. With the heightened fire danger, authorities recommended that residents avoid outdoor burning and have emergency preparedness kits in order."An emergency can happen at any time," a forecaster said in a statement on the Santa Ana Wildfire Threat Index Website. "Clean debris away from your house. Charge your cell phone and make sure you have plenty of gas."Low humidity with poor overnight recovery will continue through at least the middle of next week and another round of gusty Santa Ana winds is expected Sunday and Monday, NWS forecasters said. 1754
