BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. The focus of the conference is expected to be the extension of the Kyoto Protocol and acquiring a commitment from developed countries for the protocol's next period.The Kyoto Protocol, an international agreement linked to the United Nations Framework Convention on Climate Change, sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions from 2008 to 2012.

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. RIYADH, Jan. 15 (Xinhua) -- Visiting Chinese Premier Wen Jiabao and Saudi Arabia's King and Prime Minister Abdullah bin Abdul-Aziz agreed on Sunday to make concerted efforts to enhance bilateral relations under a strategic framework.In their meeting, Premier Wen said Saudi Arabia is a major country in the Arab and Islamic world, which plays a significant role in regional and international affairs.He said China respects Saudi Arabia's political system, development mode as well as its culture and traditions, and is grateful for Saudi Arabia's understanding of and support for China regarding the latter's core interests and major concerns.As the world is undergoing profound changes, China is willing to strengthen coordination with Saudi Arabia on major issues, develop an all-around cooperative partnership in the energy sector, expand cooperation in trade, investment, infrastructure, high-tech, finance, security and law enforcement, so as to enrich the contents of the bilateral relations, he added.King Abdullah said that the government and people of Saudi Arabia cherish friendly feelings for China, and that he believes the strengthening of bilateral cooperation will benefit peoples of both countries.The Saudi king proposed setting up a Saudi Arabia-China high level committee to supervise the two countries' cooperation in the political, economic, cultural and security sectors. BEIJING, Jan. 12 (Xinhua) -- China's consumer price index (CPI), a main gauge of inflation, rose 4.1 percent year-on-year in December, down 0.1 percentage point from November on falling non-food prices, the National Bureau of Statistics (NBS) said Thursday.The CPI was up 5.4 percent in 2011 from the previous year, well above the government's full-year inflation control target of 4 percent, the NBS said in a statement on its website.The inflation rate in December marked a five-straight-month decline after hitting a 37-month high of 6.5 percent in July amid government tightening measures, according to the NBS data.On a monthly basis, the cost of living dipped 0.2 percent in December, while prices of entertainment, educational and cultural articles and services dropped 0.3 percent, the NBS said.Food prices, which account for nearly one third of the basket of goods in the nation's CPI calculation, went up 9.1 percent year-on-year in December and 1.2 percent month-on-month, the NBS said.The December inflation figure was in line with the market expectation, as many economists forecast that the CPI would grow around 4 percent year-on-year in December.China's Producer Price Index (PPI), a major measure of inflation at the wholesale level, rose 1.7 percent in December year-on-year, further weakening from 2.7 a month earlier.China has made controlling prices a top priority last year and implemented a series of measures to address the issue, including tightening monetary policy, cracking down on speculation, increasing food supplies and reducing circulation costs.

BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.
