SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. SAN DIEGO (KGTV) — Nearly a week full of films by military veterans, focusing on a variety of topics is coming to San Diego this month.The GI Film Festival runs Sept. 24-29, bringing together a community of passionate filmmakers, the military veteran community, and those who support them to showcase works in cinema and educate and preserve the legacies of veterans.Festival organizers say their mission is to ensure that the stories of military veterans and their families are told and show future generations the triumphs and sacrifices they endure.The festival also works as a bridge, connection military and civilian populations together through cinema and mutual understanding. All of this works as a way to help veterans heals as well.Last year, the six-day film festival opened with a film starring George Takei, about a veteran who spent time in a Japanese-American internment camp, and also featured films by stars like actor Jeffrey Wright. This year, films focusing on the Afghanistan War, short documentaries, post-9/11, the Iraq War, and student and military veteran projects will be screened.Films will be screened at the Museum of Photographic Arts or UltraStar Cinemas at Hazard Center. SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. SAN DIEGO (KGTV) — Police have identified the man who died in custody after being arrested in Little Italy earlier this month.Vito Vitale, also known as Todd James Vitale, 39, died at the hospital after being taken into custody.Witnesses say Vitale was running in and out of traffic naked near the 600 block of West Grape Street around 11 p.m. Friday yelling for help.People who witnessed the events also told police that the man appeared to be under the influence of drugs and/or alcohol.RELATED: Police investigate death of man arrested in Little ItalyAfter placing Vitale into handcuffs, several witnesses had to help officers restrain him. SAN DIEGO (KGTV) -- Postal workers across San Diego will have an extra pickup this Saturday - they're working to end hunger in San Diego. The San Diego Food Bank and the National Association of Letter Carriers are asking San Diegans to participate in the annual Stamp Out Hunger event by setting out bags of nonperishable food items next to their mailboxes. The letter carriers will pick up the donations on their route and deliver them to the Food Bank's warehouse. “After the holiday season, food donations drop dramatically, and this one-day food drive helps us restock our shelves ahead of the summer months when we see increased in demand from children on summer vacation who stop receiving free school meals and face hunger at home,” said San Diego Food Bank President & CEO, Jim Floros.Last year, 244,489 pounds of food was collected from homes in San Diego County alone for the San Diego Food Bank and our North County Food Bank chapter.The food was distributed through the Food Bank’s network of 400 nonprofit partner agenciesMost needed items:  1096
