SAN DIEGO (KGTV) — Tuesday marked the the 10-year anniversary of one of the most chilling murders in the history of San Diego County.Chelsea King, 17, was raped and murdered by a registered sex offender as she was out for jog around Lake Hodges in 2010.Today, her family launched a nationwide organization called "Protect the Joy" that will work to protect children.RELATED: A decade later, remembering Chelsea King and Amber DuboisLife changed for Brent King and his wife Kelly a decade ago. Their only daughter was missing out for a run then, nowhere to be found."You can't breathe. Your whole body is shaking, your chest is as tight as it's ever been," Brent King said. "You can't be in enough places at once. Every horrible thought is running through your mind as to whats happening … you know ... Where's my little girl?"After five excruciating days came the most brutal news of all. Chelsea's body was found buried in brush along the banks of Lake Hodges. "The hardest memory I have is the day that Sheriff Johnson pulled me aside and told me what had happened. And I then shared that with Kelly and Tyler," King said. "That was the hardest moment for me of my life. To not only to understand what had happened to my little girl, but then to have to share that with the two people that I care for the most." The community came together in sadness. Within weeks thousands gathered to finish Chelsea's run. It would become an annual event for the next eight years. The King family established the Chelsea's Light Foundation. To date, it's awarded over 0,000 in scholarships to local students. California lawmakers passed Chelsea's Law, which established stricter penalties for sex crimes against children.But the Kings aren't done. They're launching an organization called Protect the Joy to work on passing legislation to protect children across the country."[It's] really an umbrella organization that will work on passing legislation that will protect our kids from all those things out there," King added. All those things that threaten the safety of children, everything from gun violence, opioid abuse, sexual predators, and bullying. King says the new group will work with communities to pass laws to protect children. A lofty goal, he acknowledges."Well Chelsea always tells us to go big or home. And if you are going to do something than do it right. Do it all the way," King said.King says he's learned over the course of his time grieving that he can find joy in people's eyes, in being connected with others and trusting in the good of people. But as he sets out to grow the organization, he struggles to change policy will not be his only burden."The hard days for me is when I have to attend a wedding," King said. SAN DIEGO (KGTV) -- While San Diego County remains in the red tier of California’s tiered reopening plan, many local gyms and fitness centers continue to struggle to operate at 10 percent capacity.For some, it’s just not enough to survive, and business owners have to make difficult decisions.“Our rent doesn’t change whether we have one person in class versus 25,” said Taylor Hollenkamp, owner of BarreBody Studios in Pacific Beach and Tierrasanta.Days ago, Hollenkamp sent a notice out to members of BarreBody Studios, announcing the fitness studio would be closing after nearly a decade in business.“With no end in sight of things going back to normal, I had to make the decision to close permanently because the business is just hemorrhaging money,” she said.Others in the San Diego fitness industry can relate to the pain Hollenkamp is experiencing.“You can’t run a business, you can’t advertise, you can’t bring in new clients,” said Matt Ceglie, a personal trainer, and co-creator of the Strongist app, which allows users to track and log workouts.He said he has not been able to train any of his clients in a private Carmel Valley gym since March.“I had about 25 clients that I worked with on a weekly basis, now I train about nine of those clients in their homes or remotely,” said Ceglie. “It’s almost impossible right now in the tier we’re in to run your gym at 10 percent capacity.”When it comes to California’s reopening tiers, San Diego is currently in the red tier, allowing gyms and fitness centers to operate at 10 percent capacity.If San Diego County’s COVID-19 numbers improve and we move to the orange tier, they could open inside at 25 percent capacity. In the yellow tier, which is considered the best, it’s 50 percent capacity.With no exact solutions to the loss of income or path to a full reopening, more small business owners have to say goodbye to the dreams they worked hard to make a reality.“I’ve been building this business for 25 years, and it goes away just like that,” said Ceglie.“I was so passionate about the fitness industry, and this has just caused such a heartache for me and so much stress that it’s not fun for me anymore,” said Hollenkamp. “This has been my career, and I don’t know what I’m going to do after this.” 2269

SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act. With the exception of the first tax cut, all of the legislation was passed in the aftermath of the attacks on 9/11.Those past examples may not be the best predictors of what’s to come in our much more polarized political climate, said Goggin.Rather than agree to compromise, the parties now tend to be focused on “doing whatever they can to make the other side look bad enough so that they can regain that [majority] electorally the next time around,” he said.Experts say the Biden Administration could find consensus on several issues like infrastructure spending, targeted immigration reform, regulation on social media companies, and more COVID-19 aid to small businesses.“It's not going to be the big bold platform that Democrats might have been hoping for, but certainly incremental policy change is probably on the table,” said University of San Diego political science professor Dr. Casey Dominguez.“The decisions about that rest very much with the Republicans in the Senate,” she said.A lot will hinge on Mitch McConnell if he remains Senate Majority Leader, she said.“Anything that is going to come through Congress is going to have to be something that Mitch McConnell is willing to hold a vote on,” she said.McConnell blocked 72 percent of President Barack Obama’s judicial appointments in the last two years of his presidency, leaving 105 spots on the bench vacant. SAN DIEGO (KGTV) - Tuesday morning a human chain formed outside of Rady Children’s Hospital to mark the start of Child Abuse Prevention Month.Hand in hand, dressed in blue, child health and welfare experts, law enforcement agencies, community members and leaders banded together to show support.“This is a circle of support for children,” said Dr. Suzanne Starling, medical director of the Chadwick Center. “We are holding hands to show we are encircling children with all the hope and all the services we can provide for them.”The human chain formed around the Hospital’s iconic Inspiration Fountain.“Child abuse is a very large problem, thousands and thousands of children in the United States are abused every day,” said Starling.She said abused children not only suffer physically, but mentally and emotionally as well.Starling said she hopes San Diegans can stand up for children and keep child abuse prevention in mind, even after April.If you suspect a child is being abused, you can report it by calling this 24-hour hotline 1-800-344–6000 or click here for more resources. 1089

SAN DIEGO (KGTV) – Two women were taken to the hospital after they reportedly climbed a border wall in the Otay Mesa area and then fell from the top.Authorities said emergency crews were dispatched to an area near Britannia Boulevard and Airway Road just before 11 p.m. Tuesday in response to an injury report.Two women apparently tried to climb the border wall, but both fell dozens off feet from the top of the wall and landed in a ravine.After being rescued, the women were taken to UC San Diego Medical Center for treatment of injuries considered serious.Three other people were also rescued nearby, but it is unclear if they were taken to the hospital.No other details on the incident were released. 712
