BEIJING, June 18 (Xinhua) -- China's fiscal risk is controllable as it aims for a balanced economy, a senior finance official said Friday in a call for "growth-friendly" fiscal consolidation of the world economy."According to some indicators, the fiscal risk China is facing is controllable, and China's fiscal development retains sound momentum," said Vice Finance Minister Zhu Guangyao at a news briefing on the fourth Group of 20 (G20) summit.China's budget deficit accounted for 2.9 percent of GDP in 2009 and was expected to stand at 2.8 percent this year, said Zhu."Even facing healthy and sound momentum, the Chinese government attaches importance to balanced and stable economic development," said Zhu.Fiscal consolidation would be a major topic at the Toronto summit, and the G20 leaders would discuss how to maintain robust, sustainable and balanced economic growth, said Zhu.Some European Union (EU) member states have announced austerity plans to cut public deficits in a bid to restore investor confidence in their economies and in the euro, but the fiscal consolidation measures have drawn strong opposition.Zhu said the global economy was undergoing gradual recovery, but still facing some uncertainties, especially with the European debt crisis.

AUCKLAND, June 17 (Xinhua) -- Chinese Vice President Xi Jinping arrived at Auckland on Thursday morning, starting his official visit to New Zealand.Xi made the tour as a guest of New Zealand Prime Minister John Key.In a written speech distributed at the airport upon his arrival, Xi said currently the relationship between China and New Zealand is at its best time.He said the two sides see frequent exchange of high-level visits, marked achievements have been scored in bilateral trade and economic cooperation, and cultural exchange has been deepened, which has brought substantial benefits to both countries and both peoples, and also contributed to the peace, stability and prosperity of the Asia-Pacific region at large.The Chinese government has always attached importance to its relations with New Zealand, Xi said.The Chinese vice president said he was looking forward to meeting with leaders and people from all walks of New Zealand, aiming at discussing new approaches to enhancing bilateral friendship and exploring new cooperation.He said that he believes his visit would increase mutual trust, deepen friendship and expand cooperation, thus advancing the comprehensive bilateral cooperative relationship to a new starting point.During his stay in New Zealand, Xi is expected to hold talks with John Key and meet with Governor-General Anand Satyanand and other leaders. XI'AN, July 20 (Xinhua) -- Floods and landslides triggered by torrential rains have left at least 15 people dead and 54 missing in northwest China's Shaanxi Province, flood control authorities said late Monday.The lives of more than 1.33 million people were disrupted by the heavy flooding in 23 counties and cities in the southern regions of the province, said officials in the provincial flood control headquarters.Torrential rains have cut off roads, flattened homes, destroyed power facilities and flooded farmland in the worst-hit Ankang City, causing economic losses estimated at 881 million yuan (129 million U.S. dollars), said officials.In the mountainous county of Langao in Ankang, three people were reported dead and 17 still missing after landslides and mud-rock flows struck several villages late Sunday.Continuous rainfall has battered many Chinese provinces and regions over the past week.In neighboring Sichuan Province, flash floods and landslides left at least 26 people dead and more than 30 missing.China is also preparing for the worst Yangtze flooding in more than a decade as water levels in the upper and middle sections of China' s longest waterway continue rising.

CHONGQING, July 19 (Xinhua) -- Rain-triggered landslides in southwest China Monday blocked a river, creating a barrier lake in Chongqing Municipality and forcing the evacuation of more than 12,000 people, flood control authorities said.The landslide blocked the Luojiang River in Chengkou County early Monday, creating a dam holding 15 to 20 million cubic meters of water, said Xing Hua, a Chengkou Water Resources Bureau spokesman.As of 5 a.m. Monday, the barrier lake was five-square-kilometers in area and 18-meters deep, said Xing.Photo taken on July 19, 2010 shows the Ciqikou Town surrounded by flood water of the Jialingjiang River, southwest China's Chongqing Municipality. BEIJING, Aug. 15 (Xinhua) -- Thousands of people gathered at the Tian'anmen Square in central Beijing early Sunday morning to watch a national flag hoisted to full height and then lowered to half-mast, mourning victims of a massive mudslide in northwest China's Zhouqu County one week ago.A flag at half-mast is also seen at Xinhuamen, the main entrance of Zhongnanhai, the headquarters of the Communist Party of China and the central government, as part of the one-day national mourning.The State Council announced Saturday that Chinese flags across the country and at overseas embassies and consulates would be lowered to half-mast Sunday to mourn the victims of the devastating mudslide.Public entertainment will be suspended Sunday in a show of mourning, said the announcement by the State Council, China's cabinet.The mudslide hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in southern Gansu Province, on Aug. 8, leaving 1,239 people dead and 505 missing.Soon after Sunday midnight, front pages of Chinese websites turned to black and white, in a show of mourning.Public recreational activities, such as movies, karaoke, and on-line entertainment including games and music are set to be suspended Sunday, according to an urgent circular issued by the Ministry of Culture.Mourning ceremonies will also be held Sunday in Zhouqu County and Lanzhou, capital city of Gansu.
