(KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas. Winds will be strong enough to bring down trees and power-lines.At least 70,000 San Diego Gas & Electric customers were without power Thursday morning due to public safety power shutoffs amid the high winds. 1319

Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. It would also be remarkably inexpensive."The researchers also acknowledge potential risks: coordination between multiple countries in both hemispheres would be required, and stratospheric aerosol injection techniques could jeopardize crop yields, lead to droughts or cause extreme weather.The proposals also don't address the issue of rising greenhouse gas emissions, which are a leading cause of global warming.And despite the conviction of the report's authors, other experts were skeptical."From the point of view of climate economics, solar radiation management is still a much worse solution than greenhouse gas emissions: more costly and much more risky over the long run," said Philippe Thalmann of the école Polytechnique Fédérale de Lausanne, an expert in the economics of climate change.David Archer of the Department of Geophysical Science at the University of Chicago said, "The problem with engineering climate in this way is that it's only a temporary Band-Aid covering a problem that will persist essentially forever, actually hundreds of thousands of years for fossil fuel CO2 to finally go away naturally."It will be tempting to continue to procrastinate on cleaning up our energy system, but we'd be leaving the planet on a form of life-support. And now the deadline is getting tighter.The retailer, which filed for bankruptcy on Oct. 15, has already gotten a 0 million loan to help fund its operations while it tries to reorganize. It warned the day it filed that it would need an additional 0 million loan within weeks or else its ability to stay in business would be "seriously jeopardized."But now Sears has postponed a hearing that was set for November 1 to win bankruptcy court approval of such a loan, according to a court document filed Wednesday. No new meeting date was set.Sears declined to comment on the delay.A hedge fund owned by Eddie Lampert, who is also Sears chairman and majority shareholder, was expected to lead financing of the 0 million loan.CNBC reported Thursday that Lampert is looking to ensure that his hedge fund would get paid back first when it comes time for Sears to reimburse its creditors. Specifically, Lampert wants his ESL Investments hedge fund to have the same status as major banks like Wells Fargo and Citigroup that provided the initial 0 million loan, CNBC reported.Meanwhile, Sears is bleeding money. It said it is burning through cash at a rate of 5 million a month, according to its first-day filings.The 132-year-old company has been struggling for several years and is already drowning in debt. It was forced to file for bankruptcy when it came time to make a 4 million debt payment but didn't have the cash.Lampert, who gave up the CEO role at Sears as part of the filing, has been loaning money to Sears for years. But he has always taken steps to ensure that his loans are backed by hard assets, such as real estate or credit card balances, to improve his chances of having the loan repaid even in the case of bankruptcy. SAN MARCOS, Calif. (KGTV)- California State University San Marcos is preparing students and staff for possible power outages in light of the San Diego Gas and Electric warnings due to fire.At least three CSU schools have been shut down as a result of high winds and power outages. Staff members in San Marcos say they are keeping a close eye on those other universities.Classes proceeded as usual for CSUSM students on Thursday morning. Students say they have been keeping up the outages at other schools via social media. “For a second, I panicked; I really didn’t know it was San Francisco,” says freshman Nancy Salazar Soto. “I was like, oh, it might be me. It might be here in San Marcos.”She believes it would be hard losing power at school, but things would be tougher for the students who live on campus, like freshman Hannah Whitener. “It’s kind of a little bit sketch, you don’t really know everyone around you yet,” says Whitener. “I mean, my freezer, I’m kind of concerned about that.”CSU San Marcos sent out a memo to students late Wednesday afternoon warning them of the possibility of an outage and how to be prepared. “Make sure your car is gassed up in case you do need to relocate. Make sure you’ve got a flashlight handy," says CSUSM Vice President for Community Advancement Cathy Baur. “You’re students; you’re working on their essays and those projects. Make sure you’re saving it on your computer.” Baur says fire prevention is vital. The university knows firsthand after fires in 2014 caused emergency evacuations. “We had to close the campus just days before commencement because the fires were surrounding us and had to do an evacuation of campus,” says Baur. “It’s something that we as campus community are familiar with, we’ve lived through, and so we know how important it is to be prepared and to take any precautions that we can.”The university advises all students to check their emails and social media pages routinely. If power is shut off, University Police will also send out an alert. 2028
