SAN DIEGO (KGTV) -- Proposition 16 takes on the issue of affirmative action, which has been banned in California since the mid-1990s.Voters approved the ban on affirmative action in the form of Proposition 209 in 1996. It added a new section to the State Constitution which “generally banned the consideration of race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting in California,” according to the Legislative Analyst’s Office.Ahmad Mahmuod is a San Diego native and third-year student at UC Berkeley. Some women make as little as 42 percent of what a man makes. Voting yes on Prop 16 helps us fix that,” according to the campaign ad.“The interesting thing about Prop 16 and this ad in particular, is it doesn’t talk about how it takes on discrimination,” Eaton said.Eaton adds that the source of the statistic on women in the ad is not given.The official ballot argument on the voter guide talks about “white women [making] 80 cents on the dollar” compared to men, but does not refer to any number less than that.According to a campaign spokesperson, the 42 percent figure refers to a statistic from the National Women’s Law Center about Latinas in California.The ad is paid for by a group called Opportunity for All Coalition. It said the Yes campaign is supported by leaders, like Senator Kamala Harris. In the 30 second advertisement, it also shows a group of men in a march carrying tiki torches, saying that Prop. 16 is “opposed by those who have always opposed equality.”The search of the video used showed the men carrying tiki torches is not from California, but from a white supremacist rally in 2017 in Charlottesville, Virginia.“The implication… is that all of those who oppose Proposition 16 are racist or are women haters and that is certainly an opinion, but it is certainly not a verifiable fact,” Eaton said.Mahmuod said Prop. 16 would not establish racial quotas, which was ruled unconstitutional by the Supreme Court. 2520

SAN DIEGO (KGTV) - Only 92.5 percent of San Diego County’s kindergartners were up to date on all of their vaccinations during the 2018-2019 school year, below the recommended rate.It was a slight .7 decrease from the previous year’s 93.2 percent, according to a report released by the California Department of Public Health. California as a whole also slightly fell below the 95 percent vaccination rate recommended by health experts. “We know that there are individuals that don’t believe in vaccinations and people that homeschool their kids, that’s a population,” said Dr. Wilma Wooten with the San Diego County Health and Human Services Agency. Wooten says the drop shouldn’t cause panic, but should make families more aware of the importance of vaccinating their children. She said the county is doing its part by responding in three different ways: policies, practices and programs. That includes legislation like the state ban on personal belief exemptions and also CDC recommendations. Wooten says the most important thing is to make sure all parents are aware of the age appropriate vaccines that not only their children, but all family members should have. Wooten says education is key to avoid the risk of contracting and spreading serious illnesses, like the highly contagious measles outbreak across the United States. She said the county has been doing community outreach about the importance of being vaccinated, especially as more people travel overseas during the summer months.“If an individual with measles is put into a room with ten other individuals, 9 out of 10 individuals will contract the illness, it is that contagious,” said Wooten. “It’s very important that all individuals, children, adults, as well as our seniors get the age appropriate vaccinations.” 1791

According to Sharp Grossmont Hospital, the flowers were cut fresh from the hospital’s gardens and delivered to the 24 women who became mothers Sunday. The program, called “This Bud’s for You” is now in its 11th year. According to the hospital, the program was initiated by landscapers to cheer patients up. SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) — PETA is taking aim at SeaWorld once again, this time hoping to put a stop to the parks' dolphin shows.Officials held a press conference Wednesday to call out the park for what they called "dangerous," "circus-style" dolphins shows. The group argues trainers use dolphins "as surfboards" and have caused "open wounds and extensive scarring" on the animals."SeaWorld ceded to public pressure and said that it would phase out its circus-style orca shows, but dozens of other dolphins are still packed into shallow tanks, forcibly bred, and used as surfboards and launch pads in its shows," Heather Rally, a PETA Foundation veterinarian, said. "PETA is calling on SeaWorld to end these demeaning tricks and stop standing on dolphins' backs and faces."Rally, "Blackfish" director Gabriela Cowperthwaite, and behavioral biologist Dr. Toni Frohoff presented a report Wednesday in regards to their observations at the parks. The three argued that the shows, which are performed at all three of SeaWorld's parks, risk damage to dolphins' lower jaws. The group says this, in turn, can harm joints, strain muscles, and damage the animals' hearing.SeaWorld held its own press conference in response. In a statement, Dr. Hendrik Nollens, vice president of veterinary services at SeaWorld and Busch Gardens parks, called PETA's conference a publicity stunt, adding their paper's claims had no foundation:Their findings are presented in a white paper, which is the equivalent of an online blog, which is not peer-reviewed. They are also presented in a press conference instead of a scientific journal, in the presence of a moviemaker, which should be a red flag to all of us. Make no mistake, at SeaWorld, we are the animal advocates, and the difference is we actually have marine mammal and dolphin expertise; you cannot perform a veterinary exam from the stands.None of these behaviors are a veterinary or animal health concern. We have never diagnosed any injury associated with performing these behaviors, whether during presentations or interactions. If we did, we would have eliminated them by now.
