SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

SAN DIEGO (KGTV) — One of the most controversial developments in San Diego's recent history is now welcoming its first residents.The One Paseo development has leased about 60 of its planned 608 housing units, most of which are still under construction.The complex aims to put everything within the reach of its residents in a live, work, play environment. The model units are even staged to make the most discriminating apartment shopper feel right at home. The fridge is stocked with sodas, candy, snacks, and even beer. "If you come here, it's like living on a vacation everyday," said Jay Rey-Hiplito, Kilroy's vice president. "We've got pools, we've got fitness centers, if you're into the best restaurants, you can walk right across the street."RELATED: One Paseo set to open in Carmel Valley following numerous setbacksOne Paseo packs 608 housing units into three buildings just south of Del Mar Heights Road. Rey-Hipolito says with San Diego's supply crunch, renters are willing to live in dense apartment complexes like One Paseo. He says they are increasingly looking at the housing units as places where they rest, spending their leisure time and entertaining at the amenities. The complex includes two pools (one saltwater), a community room, and an expansive gym. In all, that's why he believes the price is right for the units. Studios start at ,350 a month, and the model two-bedroom, at 1,058 square feet, goes for between ,600 and ,800 a month."Instead of looking at price, it's important to focus on value," Rey-Hiploito said. "When you're looking at what you get, you may no longer need to have a second car, you may not need to have a gym membership anymore."RELATED: City Council approves slimmed down One PaseoOne Paseo is a three-pronged, 0-million development that includes housing, office, and retail. The San Diego City Council approved a larger version in 2015, but nearby residents, and the owners of the mall across the street, led a referendum that ended with the current scaled down development. So far, 237 units are available. The development includes 61 affordable units for households earning up to 65 percent of the area median income. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739

  

SAN DIEGO (KGTV) - Peeps are traditionally a sign of Spring: brightly colored marshmallow candy that’s front and center on store shelves.Long after Easter, Peeps, made by the Just Born company, appear to stay fresh as ever, seemingly indestructible in their pastel packages.In 2002, 10News put the durability of the everlasting marshmallows to the test. Reporter Herb Cawthorne, photographer Richard Klein and producer Revelle Anderson put Peeps on camera.The inspiration was simple, according to Klein. “We were sitting around talking about the purpose behind the Peep,” Klein said.That led to an elaborate shoot at San Diego locations. The candy was shot, run over, thrown off a five-story tower, and stomped with a crane."During the entire shoot I chewed on a Peep. It never got smaller. I wondered how we ate them as kids,” Cawthorne told 10News in 2018.The 2002 video shows only children eating the Peeps.Adults may want to take notice. Peeps are gluten-free and fat-free.Since their inception Peeps have crossed over into other holidays as well, now available in a variety of shapes for Halloween, Christmas, Valentine's Day, and the summer season.Peeps were first created in 1953 by laboriously hand-squeezing marshmallow through pastry tubes, according to Just Born. The process was eventually simplified and brought the production time of the treat from 27 hours down to 6 minutes.As far as the company is concerned, they hope their product retains its freshness year-round. Among their "frequently asked questions" on their website, Just Born says "storing unwrapped marshmallow in a warm, dry place generally results in prematurely stale product."The time it takes to destroy the sugary treat, however, remains up to consumers. 1791
