SAN DIEGO (CNS) - Despite an adjusted daily COVID-19 case rate of 7 per 100,000 population, San Diego County was again able to avoid being pushed into the most restrictive purple tier of California's four-tier reopening system.High rates of testing helped the county stay in the red tier, county officials said. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.7 to 5.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.County public health officials reported 265 new COVID-19 infections and four deaths related to the illness Tuesday, raising the region's total case count to 53,000 and the death toll to 857.Four men died between Oct. 11 and Oct. 18, and their ages ranged from mid-50s to early 80s. All had underlying medical conditions.Of the 9,110 tests reported Tuesday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.8%, far below the state-set target of less than 8%.Of the total COVID-19 cases in the county, 3,788 or 7.1% have been hospitalized, with 876 -- or 1.7% -- spending at least some time in an intensive care unit.Five new community outbreaks were reported Tuesday, two in businesses, one in a restaurant/bar setting, one in a K-12 school setting and one in a faith-based institution. SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) -- Homicide detectives Friday were investigating the death of a man who was found unconscious in a Midway District parking lot.Dispatchers received a call around 10 p.m. Thursday from a person who reported finding the man in a parking lot in the 3700 block of Rosecrans Street, San Diego police Lt. Andra Brown said.Officers and paramedics responded to the scene and were directed to the 31-year-old victim, who had suffered trauma to his upper body, Brown said.The man was taken to a hospital, where he was pronounced dead at 10:38 p.m., the lieutenant said. His name was withheld pending family notification.Police announced Monday that Zarchari Mock, 29, was arrested in connection with the homicide. SAN DIEGO (CNS) - Firefighters extinguished several rubbish fires today in alleys in the Logan Heights neighborhood, police said.The fires were discovered at 12:32 a.m. in the 1900 block of Kearney Avenue and in the 2000 block of Julian Avenue. They were put out by units from the San Diego Fire-Rescue Department, said Officer Tony Martinez of the San Diego Police Department.Earlier reports of a fire on the side of Calvary Baptist Church were incorrect, Martinez said.San Diego's Metro Arson Strike Team was dispatched to the fire scenes, according to Sgt.
