SAN DIEGO (KGTV) - A sailboat damaged the USS Midway Sunday.The mast of the sailboat collided with a safety net attachment on the front port-side ‘horn’ of the ship. The crash happened shortly after 2 p.m. according to Harbor Police.The mast of the sailboat snapped off. There was minor damage to the safety nets of the Midway.“I thought something fell off the flight line, I didn't think a boat would crash into the Midway,” said Craig Wiener, who was touring the Midway at the time of the crash. “We were looking out the little port windows, and you see the mast falling off into the water."Harbor patrol says no charges are expected and attributed the crash to inexperience on the part of the person steering the sailboat.  Eight people were onboard the sailboat, and none of them were hurt.“He didn't realize how close he was and how tall his mast was and it was too late and the wind pulled him in,” Wiener said. 945

Players will have to quickly adjust to the first major renovation at the famed South Course in more than a decade."I can't wait to see them play it and see what their scores are and try to hear some of their comments," Scott Bentley, who helps oversee the City of San Diego Parks and Recreation Golf Division, said while giving 10News a tour of the changes Monday ahead of the tournment.Respected course designer Rees Jones, who helmed the last major renovation to Torrey Pines in 2001, examined advanced analytical data from the 2019 tournament, studying where the pros are hitting their shots. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole. "We tried to keep the changes not too dramatic because we do have all that public play and our residents visitors come here...we didn't want to make it too crazy," said Bentley.Other changes include significant modifications to the course's drainage and irrigation system, which will help use water more efficiently. 1748

SAN DIEGO (KGTV): Dreamers across San Diego have a week's worth of rallies, protests and programs planned on Community College Campuses.Students under the Deferred Action for Childhood Arrivals program, or DACA, say it's time to come out of the shadows on campus and show their fellow students, teachers and administrators the role they play."DACA students are here, Dreamers are here, and they’re here to stay," says Miguel Mellado, a DACA student at Southwestern College."We have to really stand up and say we’re here, we’re proud, we’re working hard, and we deserve more," he says.Mellado's parents brought him to America when he was eight years old. He didn't learn he was undocumented until middle school. He says it left him feeling isolated.His desire to find community, and help others do the same, is what led him to help organize this week's "Undocumented Students Week of Action."Events begin Monday at City College, Mesa College, Miramar College and Southwestern College. The San Diego Community College District has already announced their support of the programs.An estimated 1,000 undocumented students are enrolled at those colleges."DACA recipients are some of our hardest working and brightest students, and it is our duty to advocate on their behalf," said San Diego Mesa College President Pamela Luster."Clearly, these deserving students who came to the U.S. as children, who have not been convicted of any crimes and who are earnestly seeking an education to improve their lives, are tremendous assets to our community."But that support has upset some people in San Diego who feel DACA students take opportunities and resources away from other students.Raul Rodriguez, Jr., the California Coordinator for America First Latinos, told 10News that taxpayer-funded schools shouldn't be supporting events like this since the students were brought into the country illegally.Meanwhile, the DACA Act is tied up in courts, after President Trump announced an end to the act in September of 2017. Mellado says he and his fellow Dreamers shouldn't wait for the government to solve the issue."I don’t believe policy helps that much," he says. SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. SAN FRANCISCO (AP) — Pacific Gas & Electric says it's going forward with the second planned power shut-off this week because of growing winds and high fire danger in Northern California.The utility says blackouts will begin around 2 p.m. Saturday in parts of 36 counties. About 940,000 customers — more than 2 million people — will be affected.It's the third preventative shut-off in as many weeks amid concern that gusty winds could knock down power lines and spark fires.Winds picking up Saturday night could gust to more than 85 mph (137 kph) and make conditions extremely difficult for firefighters trying to tame a huge blaze in wine country. 659
