SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. SAN DIEGO (KGTV) — While enjoying a moment at the park over the weekend, a Carlsbad family was on the receiving end of an act of kindness from a stranger. The family says they are now hoping to find that person to say thank you.After months of staying at home, the family was excited to spend a day at Buccaneer Park in Oceanside. Eleven-year-old Jacobi and 12-year-old Jordan couldn’t wait to get outside.“They’re too old of the playground area, the swings and things like that,” says mom Tamara Coronado. “They look forward to the open space, the grass area, and definitely the basketball courts.”But Coronado says park officials had not yet reinstalled the basketball hoops, something the boys were looking forward to. The kids were left to make up their own games. It caught the attention of one man.“Forty-five minutes to an hour later, he came back… with a crafting reef from Dollar Tree and a very small basketball that would fit inside.”The man used a power drill to attach the wreath to a tree to form a makeshift hoop so that the boys could play basketball.“All that he asked was that we leave the wreath and the ball in place so that after we left, other families could use it,” says Coronado. “But the fact that he went out of his way like he did was, I just couldn’t believe it.”The mom says even though a lot is going on around the country, she wants others to know there are still kind people in the world. SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. SAN DIEGO (KGTV) -- UC San Diego has some of the best graduate programs and schools in the U.S., according to a new report by U.S. News and World Report. Engineering, medicine and management all took top spots on the list. According to the report, UC San Diego’s Jacobs School of Engineering was ranked 11th overall in the U.S. and 6th in the nation among public engineering schools. The school’s bioengineering program placed 5th in the nation.
