SAN DIEGO (KGTV) - The City of San Diego is taking legal action against the owners, operator and property manager of a independent living facility with squalid living conditions.Ten people lived in the now-closed home on Ewing Street near San Diego State, most of them elderly. Photos from inside the home show mold on mattresses, rat feces, holes in the walls, and overflowing trash cans.The City Attorney's office says fumes from an illegally installed water heater contaminated the interior, and the conditions were so dirty that a man's foot had to be amputated after a sore got infected. Independent Living Facilities are unlicensed and unregulated. They are often a last chance for vulnerable people to avoid becoming homeless - paying rent with social security or disability checks. Elliott's office is suing the owners, property manager, and operator, who could be forced to pay up to million. Additionally, operator Mark Rogers is being charged with 22 misdemeanors. Rogers also owns an independent living facility in El Cajon, where a tenant was murdered with a frying pan late last year. SAN DIEGO (KGTV) -- The newest cheetah cub at the San Diego Zoo has begun a training program to become one of the zoo's animal ambassadors.10News was taken inside the cheetah habitat Wednesday for a behind-the-scenes look at the process, focusing on a five-month-old cub, Roketi."She actually came from a litter of six at a zoo in Texas," said Nicki Boyd, the zoo's Behavior Husbandry Manager. "Unfortunately, she was the runt and not thriving. She had five brothers who were stealing all the milk."Because Roketi could have died by staying with her mother and siblings, she was removed and reared by humans, then sent to the San Diego Zoo.Because of her comfort level with people, Roketi was chosen to train as an animal ambassador. That means she'll be part of the "Animals in Action" program, which gives visitors a closer view and more interactive experience with zoo animals.Many visitors are surprised to see dogs in the habitat with cheetahs, but experts say the dogs help young cheetahs adjust, play, and learn how to interact with humans.The training can take months. "We don't just throw them in together," explained Charmaine Davis, who heads the program. "It's a process. It's all this passive training, day by day."Davis says they use dogs of several different breeds. More important is to find dogs which are the appropriate size to play with a cheetah, not too big or too small.Davis says the zoo is proud to use rescue dogs. "We try, best we can, to find them in the local shelters, giving them a forever home here at the San Diego Zoo with a beautiful, spotted cheetah." 1595

SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party.  567
