ESCONDIDO, Calif. (KGTV) - Residents of a small mobile home park across the street from the proposed Newland Sierra development, Measure B on the March ballot, say they fear a "yes" vote to approve the project could do irreparable damage to their community.Deer Springs Oaks is made up of 32 mobile homes off Deer Springs Road, directly across the street from the Newland Sierra site. That plan, if voters approve, would allow for around 2,100 new homes, along with open space and infrastructure changes. Residents of Deer Springs Oaks, funded by the nearby Golden Door Spa, have been making the case to voters that Measure B will make a bad traffic situation worse and create a dangerous trap in a wildfire zone. But they also worry that the project could have a more direct impact on their homes. The building of Newland Sierra would require the widening of Deer Springs Road, as well as changes to the nearby interchange with I-15. While Newland Sierra developers say these will not affect the mobile home park, the residents say they are not getting any guarantees from Newland Sierra, the County, or CalTrans."We don't know what they're going to do, how they're going to do it," said resident Georgeann Higgins. "They're so arrogant as to not inform us. These are our homes." Lawyers representing many of the residents obtained plans for some of the alternatives being considered by CalTrans. At least two would cause major changes to Deer Springs Oaks, including the possibility of residents losing property and a road being moved to go through the center of the complex."They impact the park big time," said resident Tony Eason. "They would destroy the park."A spokesperson from Newland Sierra told 10News that the maps being used by the residents are outdated. He sent 10News at statement: “This is just another desperate attempt by the Golden Door Spa and its army of lawyers to try to confuse and scare voters. This alternative was one of more than a dozen road improvement alternatives that was studied. It was ultimately rejected by CalTrans and is no longer an option. The real truth is that Measure B will create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots." ESCONDIDO, Calif. (KGTV) - Felicita County Park is just south of Escondido and is one of the largest and oldest parks in San Diego County. It’s named after a Native American woman who helped preserve history more than a century ago.Dove Toler is a San Pasqual Tribal Council member and has studied the rich Native American history of his own tribe, writing a book about his family’s past, and the history of the surrounding San Diego area. He said one of the most unique factors about Felicita LaChappa was the information she possessed.Toler said it’s estimated that LaChappa was born around 1820 during the Mexican era. He said during this era, Native people were dealing with the invasions of many different other cultures in addition to battling disease, so it’s incredible that she survived this period. This gave a window into a time period that many did not remember or live through.“She was able to survive, she didn’t get the diseases, she was able to marry, she was able to prosper in a sense that she survived,” he said, adding that, “Felicita survived during that turbulent time, those that were here were able to photograph her, interview her and now in honor of her, name this beautiful park after Felicita.”The park’s property was bought by San Diego County in 1929 and was named after LaChappa to honor her. To this day, there are still holes in some large rocks, evidence of the Native American people who once lived there. Toler estimates those artifacts to be 3,000 or 4,000 years old.Tolder added that the county has done a good job of adding signage around the park to educate the public on the history of LaChappa and the other Native Americans who once lived there. 1696

So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. ENCINITAS, Calif. -- No dancing allowed. Sounds a little like the movie, “Footloose” right? Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. "And make it an enjoyable experience for everybody that comes out."The crackdown took place after the city received an overwhelming number of complaints from a number of area bars. Many Peabody’s fans have taken a stand by signing an online petition to let them keep dancing.You can find the petition here. Cardosa said dancing to music is a natural reaction, and found it hard to force her patrons to remain still. “We just don’t want to get in trouble if we’re dancing, or if someone starts moving around,” Cardosa said. “We don’t want to tell them that they can’t dance. It’s such a difficult type thing to explain to someone.”Kranz agrees. “I’ve been there before. and I’ve seen some dancing. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. We don’t want to be a dance venue,” Cardosa said. “I hope to have the support of the city behind us, and just you know, move on.”Cardosa said she will continue to host live music at the restaurant several nights a week, without dancing. She is working with city staff to find the best way to legally run her business while making her patrons happy. 2912
