NEW YORK (AP) — Police have made an arrest in a mystery that's been stopping New Yorkers in their tracks for months: a wave of subway trains grinding to a halt because someone pulled the emergency brake.Isaiah Thompson, 23, of Brooklyn, was arrested late Thursday after police publicized video of a man they say pulled the emergency brake on a train in Manhattan during the Tuesday evening rush hour.Thompson was awaiting arraignment Friday on charges related to the Tuesday incident. He's also accused of committing a lewd act in the subway.Police are investigating whether he's behind about 40 other brake-pulling incidents that have cascaded into hundreds of delayed trains — and thousands of frustrated commuters — since February. Police on Thursday released images and video of a man they say rode on the outside of a car for several stops before entering the car and pulling its emergency brake and fleeing.Chief Edward Delatorre, of the NYPD's transit division, said police believe Thompson is responsible for "several incidents where he endangered subway riders (and) disrupted passenger train service."Thompson's record includes more than a dozen arrests, mostly for subway-related incidents. According to Vice, members of the New Yorker and radio station WNYC were on the Zoom call when the incident occurred last week.In a statement Monday afternoon, the New Yorker said Toobin had been "suspended while we investigate the matter" and declined further comment. Nine undocumented immigrants were detained Thursday after a small panga boat landed in Laguna Beach, California, according to police.Seven people who came off the boat were detained, the Laguna Beach Police Department said, in addition to 2 drivers who were in what police described as "take-away" vehicles waiting to pick the migrants up.All 9 are undocumented, according a spokesman for the US Customs and Border Patrol, and their countries of origin are unknown.A panga is a boat often used for working off the coast of Mexico or Central America, according to the US Coast Guard. The engine-powered vessels are typically 25 to 45 feet long.They're also popular for smuggling, according to Theron Francisco, a border patrol spokesman.Laguna Beach police said there were actually a total of 13 individuals who came ashore in the boat. The department shared a video on its Twitter page that appeared to be shot from a nearby balcony, showing the group pulling the panga boat out of the surf before making their way up the beach.Similar incidents played out in the area earlier this year.On June 19, another panga boat came ashore in Crystal Cove State Park, just north of Laguna Beach, police said in a press release at the time. NOBLESVILLE, Ind. -- A Noblesville, Indiana woman says a trip to the spa with her daughters ended with a serious infection and a long stay at the hospital.Jennifer White said she got the pedicure nearly two weeks ago at “Nails and Lounge” in Noblesville.Over the next two days, White said she noticed her foot start swelling and turning purple and decided to go to the emergency room.She was admitted to the hospital last Tuesday with a severe infection and she’s been there for nearly a week.“I was worried I could possibly lose my toe. I could lose my foot,” said White. “I’m out of work … all for that 35 minutes of getting a pedicure.”White says the doctors tell her that the scrapings on her foot probably caused a small incision which allowed an infection to enter her foot.“I’m still here and they’re saying it’s due to the fact that I went to the nail salon… unclean, unsanitary and it’s made the infection settle in my foot,” said White.According to the Indiana Administrative Code, the use of razor devices to shave, reduce or remove calluses or corns is prohibited at spas in the state.Nails and Lounge’s manager says they did not use any prohibited devices and that they sanitize and dispose of all tools according to state law. She says they also bleach the pedicure tubs after each use, but have ordered plastic liners for each tub because of this experience.The spa manager denies that their pedicure caused the infection but says they are open to working with White to pay for her medical bills.  1525
