The backlash against electric scooters shows some sign of waning as cities that cracked down on the startups begin thinking maybe they aren't so bad after all.Cities across the country moved aggressively to rein in, and even shut down, companies like Bird and Lime when hundreds of scooters filled their streets and cluttered their sidewalks seemingly overnight earlier this year. Many impounded the scooters. Some levied fines.Yet some cities are softening their stance as they realize scooters can play an integral role in easing congestion, reducing pollution, and bolstering public transit. And the startups, having watched companies such as Uber be penalized for antagonizing municipal governments, are willing to play nicely if it means expanding their market.Austin, Texas, offers a case in point. The city found itself inundated with Bird's sleek black scooters in April. Lime flooded the city with its bright green scooters a short time later."The human response would be, shake off the gloves and let's go. Let's fight this. You just disrupted my city," Jason JonMichael, assistant director of Austin's smart mobility program, told CNNMoney.Instead, city officials talked things over. As it happened, they'd been planning a dockless bikesharing program. Their plan called for eventually adding scooters to the mix, so they decided to work with the companies to make it happen, JonMichael said.Rather than issue a cease and desist letter -- an approach some cities took -- Austin warned the companies that it would confiscate scooters blocking sidewalks. And city officials set to work crafting an ordinance governing a permitting process for scooter services, including speed restrictions and fees for operating.Today you'll find 2,000 scooters all over Austin. People love them so much -- each scooter is ridden nearly 20 times daily -- that their batteries often go dead by noon, JonMichael said. And it's making life better in the city, too. JonMichael said people are taking fewer solo trips in cars, which means less congestion and pollution.The city reviews each company's performance every six months, reserving the right to revoke the license of anyone who isn't playing by the rules. That's got the startups working hard to stay in the city's good graces by offering discounted rides to low-income residents and developing tools that allow people to report bad behavior by anyone zipping along on a scooter.City officials now see scooter and bikeshare firms as allies in their efforts to improve quality of life and expand transit options. The startups are "bringing to the table discussions about developing a roadmap to deploy transportation that from the get-go has equity and access for all built into it," JonMicheal said.Bird hopes to broker a similar alliance in its hometown of Santa Monica, California. The company launched in September 2017 and followed the ridesharing playbook that says it's better to seek forgiveness than permission. Bird launched without proper business licenses, and in February agreed to pay the city 0,000 in fines to settle a criminal complaint.Despite the trouble, Santa Monica officials wanted electric scooters to stay given their focus on multi-modal transportation and carbon-light living. The city gave Bird and Lime conditional permits while it worked to set up a 16-month pilot program. Earlier this month, the Santa Monica government ranked applicants to its scooter program, and Bird placed 10th."That was a real wake-up call. This is a fantastic business, and there's a lot of competitors who want to do it," Dave Estrada, the Chief Legal Officer at Bird told CNNMoney. "It really helped us take a good look at how we were doing operations and how we can best serve cities."That explains why Bird on Wednesday announced several concessions intended to curry favor with Santa Monica and other cities. It will let cities designate no-go areas where people can't ride or park scooters. It will grant cities the option to convey the rules of the road and other safety tips in messages users see before riding off. And it will share data that will help cities understand how people are using its scooters.Bird went so far as to resubmit its Santa Monica application earlier this month, to be more appealing to the government. At the city's request, it has begun limiting the speed of its scooters to 5 mph on the beach path, and in Palisades Park, two areas that have been controversial. It also plans to send text alerts to riders who stray into areas where cities don't want scooters.A lingering challenge for the industry is sidewalk riding, which irritates many pedestrians. The scooter companies instruct customers to ride in bike lanes, but bike lanes are rare and sometimes customers still choose sidewalks. Bird is exploring ways to discourage sidewalk riding, by automatically detecting with sensors when a scooter is on a sidewalk.It may not be popular with every rider, but the startup has realized that cities are its customers too."We started understanding that we had one customer, the rider," Estrada said. (CNN) -- A task force that looked into scores of horse deaths at California's Santa Anita Park found no animal cruelty or criminal activity, Los Angeles County District Attorney Jackie Lacey said Thursday.The number of horses that were being euthanized or dying after accidents at the famed facility gained nationwide attention when officials briefly suspended racing in early March over concerns about the number of deaths."Horse racing has inherent risks but is a legally sanctioned sport in California," Lacey, who led the panel of prosecutors and investigators, said. "Greater precautions are needed to enhance safety and protect both horses and their riders."RELATED: 3-year-old horse euthanized after suffering injury at Del MarThe task force looked into the 56 deaths that occurred between July 1, 2018, and November 30, 2019, and "did not find evidence of criminal animal cruelty or unlawful conduct relating to the equine fatalities."The task force, formed in March, had recommendations for post-death investigations, identifying preexisting conditions, track maintenance and enforcement. It proposed an annual fatality report, facility investigations, enhanced penalties for violations, and establishment of a tip line to encourage reporting of suspected animal abuse.CNN reached out to Santa Anita Park and to the California Horse Racing Board for comment but didn't get an immediate reply.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonWhen Santa Anita reopened for racing in late March there were numerous changes: Trainers had to apply two days in advance before working out a horse; jockeys had to replace whips with softer "cushion crops" and restrictions on steroids, anti-inflammation drugs and race-day medications were instituted.The task force report says improved safety policies had "reduced the number of fatal racing and training incidents."The report shows the 49 deaths in the fiscal year (July 1, 2018, to June 30, 2019) were higher than the previous fiscal year but lower than the two years before then."Since 2009, the national average for catastrophic racing breakdowns has declined almost 20 percent," the report says.The number of deaths listed in the report differs from those in recent media stories because the panel looked at a longer period of time. (CNN) -- California is the latest state to allow people to take home and eat animals they accidentally hit on the road, including deer, elk, pronghorn antelopes and wild pigs.Senate Bill 395 was among a handful of other bills Gov. Gavin Newsom signed into law last week.The bill, brought forth by Sen. Bob Archuleta, authorizes the state's Fish and Game Commission to develop a pilot program which, through the help of an online portal, would issue free permits to anyone who wants to take the animal they killed on the road home to eat.To get permits, residents would have to record in the portal "the location, type, and description of the animal salvaged, the date and time of salvage, the basic characteristics of the incident and a description of the vehicle involved... and the destination where the carcass will be transported," the legislation says.More than 20,000 deer are hit on California roadways each year, the bill says."This potentially translates into hundreds of thousands of pounds of healthy meat that could be used to feed those in need."The program will not start immediatelyThe commission can only start creating the pilot program -- which would cover limited areas of the state -- once it receives funding from the legislature.The legislation merely gives the commission authority to create the program, and once created, it would cover a maximum of three areas identified as having a high number of vehicle-animal collisions.The commission will have until January 1, 2022 to create the program, if it receives funds.Archuleta says the law would help the California Department of Transportation and the Department of Fish and Wildlife "identify where roadway defenses can be enhanced and where future wildlife highway over-crossings should be located."Once this experimental program concludes, the bill says, officials will report to the commission the number of collisions during a certain time period, barriers to their collection of data and whether it's possible to make the system state-wide, as well as the estimated costs.The information, it says, could help find ways to prevent collisions.This is not a new ideaRoadkill salvage legislation has been passed in more than 20 states across the country, including Florida, Washington state, North Carolina and Pennsylvania.Illinois passed its roadkill salvage law in 2012.Most states, like California's rules, provide provisions on which animals may be taken for personal use and clarify whether a permit is required.Montana's law, for example, allows free salvage permits to be issued only for deer, elk, moose and antelope that were killed by cars.Michigan, which adopted its roadkill legislation in 2014, listed feedback received on the bill, including exposing residents to potential health risks."Drivers and law enforcement officers may not be able to make a determination of whether meat from game killed in a motor vehicle accident is safe for people to handle or eat," a memorandum says. "Furthermore, fresh meat must be properly dressed and stored relatively quickly in order to avoid the growth of potential pathogens."Legislators also warned that poachers may use the new law to unlawfully kill wild animals.Other states that allow the practice include Arizona, New Jersey, South Dakota, Wisconsin, Idaho, Oregon and Vermont.The pros and cons?Some animal rights activists seem to love the idea.PETA says eating roadkill is a "superior option to the neatly shrink-wrapped plastic packages of meat in the supermarket."Eating roadkill, the organization says, is much healthier than packaged meat as those animals most likely haven't consumed antibiotics, hormones and growth stimulants.It's also more humane, PETA said, as the animals who were killed on roads did not have to endure things like getting "castrated, dehorned, or debeaked without anesthesia" and other traumatizing conditions."Perhaps the animals never knew what hit them," the organization said.But other groups have raised concerns.The new legislation may prompt elk and antelope hunters who struggle getting a tag in the state to now kill the animals and report it as roadkill, the California Fish and Game Wardens' Association has previously said, according to CNN affiliate KOVR.Another concern the association raised was the safety of drivers who would stop on roadways and exit their vehicles in order to collect the animals. 4392
ALEXANDRIA, Va. (AP) -- A top lieutenant to drug kingpin Joaquin "El Chapo" Guzman has been sentenced to life in prison in a Virginia courtroom. Damaso Lopez, a leader in Mexico's Sinaloa drug cartel, pleaded guilty in September in an Alexandria federal court to drug trafficking charges after being extradited from Mexico earlier this year. Friday's life sentence was expected after both sides agreed to a life term as part of a plea bargain. In court papers, Lopez admitted he was a senior leader in the Sinaloa cartel and controlled a faction with hundreds of men. He admitted using "sicarios," or hitmen, to conduct murders to further the cartel's interest and move tons of cocaine and other drugs throughout the Americas.Lopez's sentencing comes as Guzman is facing his own trial in New York. 806
