SAN DIEGO (CNS) - A suspected Russian hacker who allegedly ran an online platform where hackers could buy and sell stolen personal information has been arrested and is slated to be extradited to San Diego, the U.S. Attorney's Office said Tuesday.Prosecutors say Kirill Victorovich Firsov, 28, was the administrator for the DEER.IO platform, which provided hackers with access to virtual stores where they could buy or sell hacked and/or compromised financial corporate data, personally identifiable information and compromised user accounts. Hackers also allegedly used DEER.IO to advertise their services.DEER.IO has been operating since at least 2013, and provided users with a storefront for 800 rubles -- or about .50 -- per month, according to prosecutors. The platform was advertised as having more than 24,000 active shops, with sales exceeding million.Prosecutors say law enforcement was unable to find a single legitimate business advertising its services or products on DEER.IO.FBI agents arrested Firsov on March 7 in New York City. He is charged with unauthorized solicitation of access devices and is slated to appear in San Diego federal court on April 16.The DEER.IO platform has since been shut down, the U.S. Attorney's Office said."There is a robust underground market for hacked stolen information, and this was a novel way to try to market it to criminals hoping not to get caught," U.S. Attorney Robert Brewer said. "Hackers are a threat to our economy, and our privacy and national security, and cannot be tolerated."According to a criminal complaint, the FBI purchased around 1,100 gamer accounts on March 4 from a DEER.IO store for under in Bitcoin, with 249 of the accounts stolen from an unidentified San Diego company that "operates interactive video gaming platforms, and sells related products and services."The following day, the FBI purchased more than 3,500 personally identifiable information accounts from a DEER.IO store for around 0 in Bitcoin, providing them with the names, dates of birth and U.S. Social Security numbers for multiple San Diego County residents."DEER.IO was the largest centralized platform, which promoted and facilitated the sale of compromised social media and financial accounts, personally identifiable information and hacked computers on the internet," FBI Special Agent in Charge Omer Meisel said. "The seizure of this criminal website represents a significant step in reducing stolen data used to victimize individuals and businesses in the United States and abroad." 2552

Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708

  

SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs.The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling.The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website.The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing.The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. We cannot allow the trauma of trafficking to give way to new dangers caused by homelessness, which often leads to re-victimization by predators. Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. He served on the Del Mar City Council from 2008 to 2016 and was a professor at the Scripps Research Institute from 1992 to 2016.Barkett, who was vice president of Merjan Financial Corp. from 1989 to 2013, is a member of the Board of Trustees for both the University of Southern California and Rady Children's Hospital.The appointments do not require confirmation by the state Senate.
