SAN DIEGO (KGTV) - As President Donald Trump threatens to shutdown the U.S.-Mexico Border, San Diego leaders are in Mexico City to strengthen economic ties and talk binational business.Five mayors and nearly 100 elected officials, business and community leaders from San Diego and Baja California left for Mexico Sunday for the San Diego Regional Chamber of Commerce’s 14th annual Binational Delegation to Mexico City.San Diego Mayor Kevin Faulconer said the top two issues up for discussion are the continuing Mexican sewage runoff problems that impact our beaches and the free trade relationship between the U.S. and Mexico.Monday, Mexican officials said 70 percent of trade with the U.S. is by trucks, and the Mexican Government is ready to collaborate with the U.S. to ensure border safety and that trade flows efficiently.“Free trade is incredibly important to our region here in San Diego,” said Faulconer. "We have over 100,000 jobs that are dependent upon trade with Mexico.”Faulconer said the goal is to create a safe, secure and functioning border. He is also calling for the approval of the new United States-Mexico-Canada Agreement, or USMCA.The Chamber also said advancing USMCA is a key priority of this week's meeting.Monday the delegation will discuss the U.S. Mexico trade relationship, including the border, immigration and economic development. On Tuesday the delegation will discuss the U.S. Mexico water policy.Imperial Beach Mayor Serge Dedina has been pushing for the Mexican government to rebuild basic sewage infrastructure. The sewage runoff from the Tijuana River Valley flows into some of our local beaches, shutting them down for days and sometimes even months.Dedina said he hopes to come back to San Diego with new solutions to resolve the ongoing, decades-old issue.“Will be really pressing really hard with high-level officials to really move this forward so we can continue to have clean beaches,” he said Sunday.The leaders will wrap up their trip to Mexico on Wednesday. 2016

SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. Community members can vote for her company now through December. The goal of CONNECT ALL is to grow startups into thriving businesses which go on to hire local and strengthen the City of San Diego's economy. SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798

SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913
