(KGTV/AP) - California Attorney General Xavier Becerra filed a lawsuit Tuesday against the Trump administration over a decision to include a citizenship question on the upcoming U.S. Census.On Monday, the U.S. Commerce Department announced the reinstatement of the citizenship status question for the 2020 census. The question has not been a part of the census since World War II.Commerce Department officials said adding the question will help the Justice Department enforce the Voting Rights Act, which protects minority voting rights. It said that between 1820 and 1950, almost every decennial census asked a question on citizenship in some form.“Secretary [Wilbur] Ross has determined that reinstatement of a citizenship question on the 2020 decennial census questionnaire is necessary to provide complete and accurate census block level data,” officials said in a press release issued Monday.The population count taken every 10 years is more than an academic exercise. It's required by the Constitution and used to determine the number of seats each state has in the House as well as how federal funds are distributed to local communities. It helps communities determine where to build everything from schools and grocery stores to hospitals.A coalition of state attorneys general, including Becerra, urged the department last month to not add such a question, saying it could lower participation among immigrants and cause a population undercount.In an op-ed published on the San Francisco Chronicle website, Becerra said a citizenship question “would discourage noncitizens and their citizen family members from responding to the census, resulting in a less accurate population count.”Becerra also added: “California, with its large immigrant communities, would be disproportionately harmed by depressed participation in the 2020 census. An undercount would threaten at least one of California’s seats in the House of Representatives (and, by extension, an elector in the electoral college.) A "very bizarre" car crash in Canada resulted in the arrests of five people who were found naked after the collision.On Monday, officers with the Royal Canadian Mounted Police were called to the scene of a crash involving a car and pickup truck in Nisku, Alberta, according to CBC News.At the scene, officers arrested three adults and two "youths." All five were naked when police caught them, according to the Edmonton Journal.The crash apparently happened after police said the suspects kidnapped three people — a man, a woman and an infant — from a home and forced them into the car. The man, who was apparently locked in the car's trunk, managed to escape the moving vehicle and flag down a man driving a pickup truck.CBC reported that the passerby managed to get all three kidnapping victims into his truck and was driving them away when he was rammed by the suspects, which forced his truck into a ditch.None of the victims were injured in the ordeal.The kidnapping suspects have not been named and it's unclear why they were naked at the scene of the crash. A Royal Canadian Mounted Police investigator described the incident as "very bizarre" to The Guardian.The two underage suspects were released without charges. (KGTV) — Mexican authorities say they have located the remains of a Los Angeles firefighter who disappeared near his Rosarito home more than two months ago.Frank Aguilar, a 20-year veteran of the Los Angeles Fire Department, was last seen after heading to his second home in Baja, California, San Diego family members told ABC 10News in September.Mexican authorities reported that human remains were recently discovered, identified as Aquilar.RELATED:LA firefighter possibly kidnapped from Rosarito condo, local family speaks outRearrests made in connection to firefighter who went missing in Baja"Our Department was notified this afternoon that authorities in Mexico determined that human remains recently found there are those of LAFD Firefighter/Paramedic Francisco Aguilar. (KGTV) — U.S. citizens traveling to Europe will have to be mindful of new visa rules after 2021.Starting on Jan. 21, 2021, Americans will need a ETIAS (European Travel Information and Authorization System) visa when traveling to a European Schengen-zone country, which includes Germany, France, Spain, Sweden, and Italy. Though, travelers heading to Ireland or the United Kingdom will not need the new visa.The visa will cost a one-time fee of about �7, or about to , according to a release from the European Union. The move is meant to improve security, "to avoid any further problems with illegal migration and terrorism," the ETIAS visa website says.Currently, U.S. citizens traveling to Europe for 90 days or less do not need a visa. Eventually, the new visa will be required for short-stay travel as well.To apply for a visa, Americans will need a valid passport, an email account, and a credit or debit card. Passports must be valid for three months beyond the period of an individual's intended stay.Americans will be required to have a ETIAS visa valid for three years when entering European Schengen-zone countries.
