House Speaker Nancy Pelosi on Monday released a new proposal that includes .2 trillion in spending, and sends direct payment of ,200 to most Americans.The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. If it's been a while since you've booked a flight, travel insurance is that thing that pops up at the end of a sale.“At the end, they’re going to say, ‘Hey, this many people bought travel insurance, don’t you want to buy travel insurance too?’ And I think a lot of people generally, before COVID, would think, ‘Oh they’re trying to upset me and move along,’” said Michael Parrish DuDell, chief strategy officer for Couponfollow.com. “But what we’re seeing, in fact, is that more and more people are saying, ‘I want that insurance I want to protect my future travel.’"Couponfollow.com was designed, DuDell said, to save consumers both time and money. He says the company is always asking consumers about their money and how they spend it.“As we looked closer at how people are traveling, where they were spending their money, where they were allocating their time, we found these little niche interesting areas,” DuDell said.He says those areas include things like travel insurance.“What we found is that 75% of people who had already booked flights had purchased trip insurance. That was a staggering number that is a 55% increase than what is thought of as the norm,” DuDell said.So, why the increase? Travel anxiety amid the pandemic is likely a big part of it.“There is so much uncertainty in the world right now, and of course that’s around the pandemic, but there’s other kinds of uncertainty too and I think people feel like they’re taking a strong risk in general when they’re traveling,” DuDell said. "So if they can mitigate risk in other areas, they’re willing to do that, to spend the money behind it.”Leslie Tayne, a financial attorney, author and frequent flier said, “There are a lot of caveats to whether travel insurance for airline purposes makes sense right now and frankly because the airlines allow you to make changes without a cost and last minute, there’s really almost no reason why you would get travel insurance.”She says these days, airlines are more accommodating than ever. And because there's been so much industry disruption surrounding travel, the future is being rewritten now.“I definitely believe they’re going to rewrite the travel insurance, they’re being investigated right now,” Tayne said. “It's being taken up in Congress in terms of the validity of the travel insurance and there’s some concern that travel insurance might be what’s termed either a ‘scam’ or a ‘money-making proposition’ that’s not really beneficial to the consumer.”In March, the House Oversight and Reform Subcommittee on Economic and Consumer Policy launched an investigation into whether travel insurance provided any “meaningful protection” for consumers. The investigation was spurred amid the onset of the coronavirus pandemic, when many travelers were canceling trips as states began implementing stay-at-home orders.“The evidence shows consumers are purchasing standard travel insurance products, thinking they will be covered if they cancel their trip because of coronavirus,” Rep. Raja Krishnamoorthi (D-IL), the subcommittee’s chair, said in March. “Yet, companies like Allianz, Travel Guard, and Generali are refusing to cover those claims. In the process they are encouraging dangerous travel.”So, when it comes to whether you "need" that insurance, Tayne says weigh your risks, consider where you're going and what you'll be doing.“My recommendation is to try to understand what the restrictions are and what you could use the insurance for when would it apply to you,” Tayne said.Tayne said if you're in a situation where it makes sense, don't make an insurance decision on emotion. In 2020, buying or selling a home has become quite tricky. Experts in the real estate industry are seeing a new trend: purchasing homes without ever stepping foot in them. "We've found ourselves in a really, really interesting situation right now with coronavirus. And also, dealing with a super low inventory across the country," said David Lewis, a realtor in the Atlanta area. Lewis says for those who are relocating, COVID-19 wariness may prevent potential buyers from seeing a property in person. Plus, traveling can be difficult right now."A lot of times, some of them we’re videoing the home for them and some of them are just looking at the pictures and submitting blind offers and just hoping, trusting us to give them a little bit of guidance and also making sure the inspections and things are in line to offer that level of protection," said Lewis.Experts say, when buying virtually, a good home inspection is a must. "It should catch most everything. Now remember, a home inspection is a visual inspection. We’re not allowed to take siding off a house, we see trim damage then that's what we see. We can’t take a look between that wall," said Donny Williams, the Director of Business Development and Marketing for All Atlanta AmeriSpec.Overall, he doesn't recommend buying a home without going inside it first, but he and many other inspectors at his company are seeing it more often now. "I was actually surprised the number of times it actually happened. The guys could remember seven to 15 times each. Times that by 18 guys and that's a lot," said Williams.Before the pandemic, Williams says he rarely would see people purchase homes sight unseen. But as long as contracting the coronavirus is a concern, home buying virtually could be here to stay. Just know that if you are thinking of buying a home this way, there are things a realtor won't be able to fully give their opinions on, such as the neighborhood."That's something that is always largely on the purchaser. There’s several laws and regulations around what a real estate professional can share and information they can give on a neighborhood. So, a lot of times that's always up to the consumer, anyways, right, to get a good feel for the neighborhood or understand the dynamics or school or surrounding area," said Lewis.Overall, make sure before you swipe right to buy a home, meet it first, if at all possible. Having a realtor and inspector you trust is key. Though, what they won't be able to help you with is if the house feels like your home. 2535

Hurricane Maria was upgraded to a Category 5 hurricane on Monday, with top sustained winds of 160 MPH. As the hurricane continues to churn in the Atlantic Ocean, it is expected to strike Puerto Rico on Wednesday. The hurricane could prove to be a disastrous blow to more than 3 million Americans in Puerto Rico. Because of the threat posed to the US territory, Puerto Rico was placed under a hurricane warning by the National Hurricane Center.Earlier on Monday, forecasters predicted Maria's rapid intensification. "Significant strengthening is forecast during the next 48 hours, and Maria is expected to become a dangerous major hurricane before it moves through the Leeward Islands," according to the National Hurricane Center's latest update.  Maria has prompted a hurricane warning for Martinique, Guadeloupe, Dominica, St. Kitts, Nevis and Montserrat. As of early Monday evening, the storm was passing over Dominica. Torrential rainfall could cause deadly flash flooding and mudslides on islands that it crosses. Maria could dump 6 to 12 inches of rain across the Leeward Islands -- including Puerto Rico, the US Virgin Islands and the British Virgin Islands -- through Wednesday night."We want to alert the people of Puerto Rico that this is not an event like we've ever seen before," Gov. Ricardo Rosselló told reporters Monday.And for the first time in 85 years, Puerto Rico is expected to suffer a direct landfall from a Category 4 or 5 hurricane. (KGTV)— South Bay beaches are closed again, after millions of gallons of contaminated sewage water spilled from Tijuana, BC into Imperial Beach communities.It may look beautiful from afar, but up close, Giovanny Ceja says the waves were a little off Thursday afternoon. “We usually go to other beaches, and they look really clear, but that one was dirty and brown,” Ceja said.  Ceja and his little sister spent the day at Imperial Beach, near the south end of Seacoast Drive, boogie boarding and building sand castles. To get there, he walked right past many warning signs. Large yellow signs read: “KEEP OUT. SEWAGE CONTAMINATED WATER.”“It’s a completely unacceptable,” Imperial Beach City Councilwoman Paloma Aguirre says.According to the International Boundary Water Commission, a Tijuana water collector ruptured Wednesday night. That spilled 3.5 million gallons of sewage water into the Tijuana River, which gushed into South Imperial Beach. “It’s incredibly frustrating because this is the summer. This is our time to have open beaches in Imperial Beach,” Aguirre said. “It’s because of the incredible negligence that the state of Baja California authorities have shown and the lack of accountability and leadership from our federal agencies.”So far this year, there have been 50 beach closure days in Imperial Beach. Aguirre says as polluted water gushes into IB, quality of life gushes out. “At the end of the day Imperial Beach is at the end of the pipe,” Aguirre said. “We are the ones that are paying with economic losses, with illnesses to our kids, to our families, and to our environment.”As for little Giovanny, who did not notice the warning signs, now he is getting worried. “When I was boogie boarding the water wet in my mouth,” Ceja said. “I’ll shower.
