DEL MAR, Calif. (KGTV) — There's something of a spectacle along the beach in Del Mar these days: A bulldozer that's helping to preserve the city's main attraction.The heavy equipment is taking wet sand from the water line up to the public entrance areas, where it will protect access points to the beach. On Wednesday, the work was being done near the 23rd Street entrance. On Tuesday, it was closer to homes near 29th Street. "Without a beach in Del Mar, we're not Del Mar," said Councilman Dwight Worden. Worden says the bulldozer can only do so much. In the bigger picture, the city is negotiating with the California Coastal Commission on how it can combat rising sea levels. Worden noted that scientists have predicted the sea level to rise by six feet by the year 2100. "If it rises, it's going to erode the beaches, if it floods more from climate change, we'll have more flood water coming down and putting them at risk, so it's a combination," he said.Worden says the city has a plan to preserve its beaches through at least 2050 largely through a sand replenishment program, which the commission has not approved. He said Del Mar has put a controversial plan called "Managed Retreat" off the table. Managed Retreat could entail removing the multi-million dollar homes that line the shore to allow the beach to expand inland. The Coastal Commission has given the city 25 suggestions on its plan. Worden, however, said some of those suggestions appear to be nudging the city toward practices that could be like Managed Retreat. "If you look at the 25 changes, they're kind of gumming around that back and through the kitchen door," he said. The two agencies will next meet in February. DENVER — Sunday was a long day for Kathryn Coogan, who drove around the Highland neighborhood in Denver looking for Rubble, her 4-year old son's therapy dog.Rubble was apparently stolen Saturday night.The Wheat Ridge, Colorado mom had taken the 9-month-old plott hound mix to a restaurant/bar on the 2200 block of West 32nd Avenue, tying his leash to the railing out front, while she went inside to visit with friends."He was wearing a red turtleneck sweater," she said. "He had his little toy and a bone."Coogan said when she came back outside, Rubble was gone."This dog is really, really, really important to my family and my son," she said, while choking back tears. "I have a special needs little boy. He's Rubble's daddy."Coogan said they adopted Rubble when he was three months old."He was found on the side of a road with all his siblings in a box of rocks, which is why his name is Rubble," she said.Coogan said witnesses told her that a man and a woman walked by the restaurant, turned around, came back and asked whose dog that was.  She said they were told that it belonged to someone in the restaurant."They unleashed him," she said, "and started walking toward Tejon Street."Coogan said she can't help but wonder if someone thought the dog shouldn't have been out in the cold."I don't know if he took him, if he dropped him off, if he woke up and realized he stole someone's dog," she said, "or if he's trying to make a point."She said if that's the case, he didn't handle it right."If it's 100 degrees and in the car, hell yeah, break the window," she said, "but we were right here."She's pleading for Rubble's return.Coogan said she spent the day Sunday filing a police report, posting fliers in the neighborhood and searching for Rubble."I just want my dog back," she said. 1837

DELRAY BEACH, Fla. — The re-extension of a facial covering directive in Palm Beach County, Florida is being called "medical tyranny" by some opponents who took to the streets Saturday afternoon in Delray Beach to display their frustrations.Chris Nelson, the lead organizer of the "Reopen South Florida" rally, points to statistics that show the county's mortality rate has fallen."What we're seeing right now is a dangerous precedent," Nelson said. "If they can tell me that I cannot buy or sell anything without a mask on, they can tell me that I can't buy or sell without proof of a vaccine, that I took a vaccine, and it could go on and on."During Tuesday's presentation to county commissioners, Dr. Alina Alonso, head of the Florida Department of Health in Palm Beach County, told commissioners there are encouraging signs when it comes to the county's COVID-19 positivity rate, which has decreased over the past two weeks. Additionally, there have been no coronavirus-related deaths since Oct. 7.However, she cautioned that 50% of new cases in the county are people ages 35 to 64. The new facial covering extension is in effect until Nov. 22."The mortality is going down, but we don't know what the residual impact is going to be on people, whether the damage to their lungs is going to be long-term," Palm Beach County Vice Mayor Robert Weinroth said Tuesday.According to the CDC, studies have shown that the use of masks has been proven to slow and prevent the spread of COVID-19. DETROIT — The Detroit Free Press/Chemical Bank Marathon is the only International Marathon in the United States.Crossing the U.S.-Canadian border is the highlight for many runners, but this year two marathoners crossed another major threshold during the 26.2-mile run.Whitney Black and Steven Phillips started the Detroit Free Press/Chemical Bank marathon engaged, and sealed the deal halfway to the finish line.What’s even more mind blowing than a mid-marathon wedding is that no one thought Black would ever be able to walk down the aisle, let alone run. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. Democratic presidential nominee Joe Biden will remain in his home state of Delaware on Wednesday while President Donald Trump continues full speed ahead with his busy rally schedule.Trump will court voters in two western swing states on Wednesday — Nevada and Arizona. The President will appear at a rally in Bullhead City, Arizona — a city located at the border of Nevada's southern tip — at 3 p.m. ET. He'll later head to the Phoenix area and hold a rally in Goodyear at 5:45 p.m. ET.Trump carried Arizona by a 48% to 44% margin in 2016, but recent polls show voters are leaning toward Biden this year.Nevada went for former Sec. of State Hillary Clinton in the last presidential election and broke for President Barack Obama in 2012. Biden is also favored to take the state in 2020.Biden remained in his home state of Delaware on Wednesday and received a briefing from public health experts regarding the COVID-19 pandemic. During remarks following the briefing, Biden urged all Americans to continue wearing masks, calling it "patriotic" and "not political."
