SAN FRANCISCO (AP) — A lawyer for the man who styled the hair of U.S. House Speaker Nancy Pelosi says he believes she was set up when she went to a San Francisco salon that wasn't permitted to have indoor services because of the coronavirus pandemic. Pelosi is facing backlash after Fox News Channel aired footage showing the speaker walking through the salon without a mask on. But a lawyer for the stylist says the owner gave permission for the appointment and made “vitriolic and incendiary comments" about Pelosi. SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN FRANCISCO (AP) — A California police officer who was killed in the line of duty was hailed Saturday as a "Fiji-born American hero" who made the ultimate sacrifice for his adopted country.At a funeral held for Cpl. The gunman fled, and a two-day-long manhunt led to the arrest of a man who authorities said was in the country illegally and was preparing to flee to Mexico.Gustavo Arriaga Perez, also 33, has since been charged with murder.RELATED: 'We're a family': Newman Police mourn loss of a fellow officerThe case has rekindled a debate over California's sanctuary law that limits cooperation by local authorities with federal immigration authorities. President Donald Trump has cited Singh's killing to call for tougher border security amid a fight with congressional Democrats over funding for a border wall. The impasse has forced a partial government shutdown that entered a 15th day Saturday.At his funeral, however, Singh's brother and colleagues focused on his achievements and playful personality.Singh grew up in a Fijian farming town and emigrated to central California in 2003. He joined the 12-member Newman police department in 2011 after attending police academy and serving as a volunteer, animal control officer and code enforcement officer at other agencies in the region.RELATED: Sheriff: California officer's killer is in the US illegally"He told me he came to this country with one purpose, and that purpose was to become a police officer," Newman Police Chief Randy Richardson said. "He told me about all the pride he had in America, and how much it meant to get this opportunity."Singh served as a K-9 officer before being promoted to a corporal at the Newman police department. He earned a bachelor degree in administration of justice two years ago with the goal of becoming a sergeant, said his friend, Modesto police Detective Ra Pouv."Ronil and I are both immigrants to a country we truly love, and we both view serving our country and community through law enforcement as important to who we are," said Pouv, who is from Cambodia. A slideshow shown during the service featured photos of the smiling officer posing for Christmas photos with his family, working with his colleagues and cuddling Sam, his black Labrador K-9 dog.On Friday, his casket was draped in an American flag and driven about 25 miles in a procession from Modesto into a theater in the small town of Newman for a viewing. People lined up along the streets to honor the fallen officer.After Saturday's funeral, Singh's body was taken on a procession to its final resting place at Lakewood Memorial Park in the nearby town of Hughson. 3876

  

SAN DIEGO (KGTV)-- On most days at the North Side Shack in Point Loma, you'll find Pamela Olivera. She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. That's a third of the cost of the school," said Olivera.The partnership provides a long list of resources for job seekers depending on their needs. The service is free. It's a valuable tool Olivera says more people should utilize.Other resources available include career counseling, job searches, typing certificates and Microsoft Word classes. SAN DIEGO, Calif. (KGTV) - Developers in San Diego are offering a new concept for families looking for homes: Multi-Generational Housing.The homes include a separate suite within a single structure. The suite has a bedroom, living area, bathroom and a small kitchen.Developers say the idea designed with let elderly relatives, adult children who move back home or relatives with special needs in mind."You’re still with the family, but you have that privacy to step away and still be independent," says Bill Ostrem, the San Diego Division President for Lennar Homes. "At the same time, if you want to engage with the family, the family wants to engage with you it’s right there."Lennar says they started developing these kinds of homes in 2011 in Arizona. They saw a need as more extended families began living together.The suites help with that.Currently, Lennar is building their "NextGen" homes in the Sterling Heights community near 4-S Ranch. Ostrem says it's become their most popular model.About 1/3 of all the homes they've sold in Sterling Heights have the extra suite. They have other developments with NextGen homes in 13 states."I think it just makes sense," says Austin Dias, a Co-Partner with The Phair Company. They're about to start construction on La Mesa Summit Estates just north of the 94 freeway near Lemon Grove. All 30 homes in that development will have a "Multi-Generational" suite.RELATED: Developer wants to build Multi-Generational housing in La MesaDias says they held a couple of community meetings during the planning stages. The overwhelming response they got was from families looking for these kinds of homes."We see this a lot in other countries," Dias says. "Now people in America are starting to embrace it."The homes are pricey. Models in Lennar's Sterling Heights development run between .7 and million. But Ostrem says it can help families save money by not having multiple mortgages or rent payments across the city.RELATED: California ranked last for family housing affordability He adds that City laws and HOA rules will help keep the extra suites from turning into rental properties or vacation rental units.Model homes are already open at La Mesa Summit Estates.
