That's something we have not seen in four, call it five years."AAA says a series of refinery issues have reduced gas supplies. According to Bloomberg, Valero Energy Corp's refinery in the Bay Area, Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants have all seen shut downs and halts in oil production this month due to various problems.Nationally, gas has been averaging .73 a gallon. SAN DIEGO (KGTV) - Lime is warning riders of a problem with their deckles scooters that can cause “sudden excessive braking during use.”The company issued a safety update on Saturday, saying they had recently discovered a bug in the firmware of their scooters.They determined in some circumstances, the brake on the front wheel would be suddenly and automatically applied often after hitting an obstacle while riding downhill at high speeds.“While this issue has affected less than 0.0045% of all Lime rides, some riders have been injured,” wrote Lime in the safety update.That includes Paul Grasso, who says he was riding a Lime scooter on December 18 on Ingraham Street near Vacation Road in Mission Bay.He said he had just gone down the bridge and was making his way up a sidewalk ramp when the scooter’s wheels tightened up, sending him flying face-first into the pavement.“I spent five days in the hospital,” he said with a “broken nose, fractured skull, traumatic brain injury, fractured eye socket, ten stitches in my forehead and stitches on my nose.”10News reached out to Lime about Grasso’s crash but they said they couldn’t comment on rider specific questions.Lime has launched a fleet-wide firmware update to fix the braking bug. It should reach all of their scooters in the next few days, according to the company’s safety update.Until they have confirmed that all of their scooters have been updated, they have issued a list of precautions for riders:Before starting your Lime trip, walk around the scooter and do a visual inspection of the hardware. Is the vehicle body in good condition? If not, don’t use that vehicle; report it to our customer service team and then select another vehicle.Once you start your Lime trip, give the brake a tight squeeze. If the brake does not engage properly and immediately stop the vehicle, dismount, end the trip and notify Lime customer service.Use extra caution in the next few days while we issue the final firmware update -- especially when riding downhill. Always stay in full control of your scooter and don’t go full speed while riding downhill.Comply with any scooter audible or visual warnings to slow or adjust your speed.Ride defensively: wear a helmet and reflective or bright clothing, respect the right of way and be cautious of other cars, trucks and pedestrians, don’t ever ride under the influence of alcohol or drugs, and always ride in bike lanes when available.Ride smart: follow the rules of the road, keep both hands on the handle bars, don’t use your mobile device while riding and avoid wearing headphones. 2591

Duncan Hunter, changed her plea to guilty to one count of conspiracy in a plea deal with the federal government over misused campaign funds Thursday.As part of a plea deal with prosecutors, Margaret Hunter will testify against her husband in his upcoming trial in September. The congressman and his wife both pleaded not guilty in 2018 to federal charges of using 0,000 in campaign funds for personal use and falsifying campaign finance reports. "Defendant agrees to plead guilty to Count One of the Indictment charging her with conspiring with co-defendant Duncan D. Hunter to knowingly and willfully convert Duncan D. Hunter for Congress Campaign Committee funds to personal use by using them to fulfill personal commitments, obligations and expenses would have existed irrespective of Hunter's election campaign and duties as a federal officeholder, in amounts of ,000 and more in a calendar year," the plea deal states.Those expenses include a ,000 family vacation to Italy and a 0 Easter brunch at the Hotel del Coronado.READ THE PLEA AGREEMENT HEREThrough her attorney, Margaret Hunter apologized for her actions through her attorney outside Federal Court on Thursday."I understand that there will be more consequences stemming from my actions, but as demonstrated this morning with the entry of the plea, I have taken the first step in facing those consequences," said Tom McNamara, her attorney, in a prepared statement.According to an affidavit, Hunter allegedly spent the money on expenses like vacations, dental work, tuition, movie tickets, video games and home utilities, among other things.The affidavit goes on to allege that the Hunters lied about the purchases in FEC filings, claiming the money was used for things like dinner with volunteers or campaign contributors, toy drives and teacher/parent events.Rep. Duncan Hunter issued a statement which reads:"I do not have the full details of Margaret’s case, but it's obvious that the Department of Justice (DOJ) went after her to get to me for political reasons. As Margaret’s case concludes, she should be left alone. I am the Congressman, this is my campaign and any further attention on this issue should be directed solely to me. The DOJ’s prosecutorial actions in this case were led by local U.S. Attorneys who attended Hillary Clinton fundraisers in violation of the Hatch Act. The fact remains that this entire matter should have been handled by the Federal Elections Commission (FEC). The DOJ purposely choosing to involve itself in the area where the FEC has primary jurisdiction reveals that their primary agenda was to inflict as much political damage as possible in hopes of picking up a congressional seat. It was politically-motivated at the beginning, it remains politically-motivated now."A trial date was set for September 10, 2019, but that is expected to change following this morning’s court appearance. A conviction would not force Hunter out of office. It takes a two-thirds house vote to do that, meaning 55 Republicans would have to move the same. San Diego Political Analyst John Dadian said he believes Hunter would be expelled if convicted. He added President Trump could pardon him, but it would likely be after the 2020 election. Meanwhile, he said East County Republicans are preparing to file to run if they see an opening.
