WASHINGTON, April 29 (Xinhua) -- A U.S. appeals court ruled on Friday that the Obama administration can continue the taxpayer- funding for human embryonic stem cell research.The U.S. Court of Appeals in Washington overturned a preliminary federal court order that would have blocked the U.S. Health and Human Services Department and the National Institutes of Health (NIH) from spending government money on embryonic stem cells research."Today's ruling is a victory for our scientists and patients around the world who stand to benefit from the groundbreaking medical research they're pursuing," said Nicholas Papas, a White House spokesman.U.S. President Barack Obama has been trying to expand government funding for human embryonic stem cells research, saying that years of progress on finding cures for spinal cord injuries, Parkinson's disease and other diseases would be lost without the government support on this field.Opponents have been arguing the research is unacceptable because embryonic stem cells can only be obtained through destroying human embryos.Last August, a federal judge ruled that the government-backed embryonic stem cell research violated the law because embryos were destroyed in the process and it jeopardized the position of researchers using adult stem cells for winning federal grants.The government immediately appealed to the ruling, and the appeals court said the research could continue at the NIH before the judge ruled on the case.

Weighed about 3. 1 tons, it has a designed life span of at least 12 years.Arianespace started its 2011 busy year for heavy-lift Ariane 5 with the milestone launch of Europe's second Automated Transfer Vehicle (ATV) on February 16.The next launch of Ariane 5 planned to lift off two TV broadcast and telecommunications relay satellites: BSAT-3c/JCSAT- 110R for Japan's Broadcasting Satellite System Corporation (B-SAT) and SKY Perfect JSAT Corporation, and ASTRA 1N for Luxemburg-based SES company.

GUIYANG, Feb. 13 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for providing more support to the country's less developed regions, saying priority should be placed on improving the people's livelihood.He made the remarks during an inspection tour to Qiannan Buyi and Miao Autonomous Prefecture and Guiyang City in southwest China's Guizhou Province from Feb. 11 to 13, according to an official statement Xinhua received Sunday.Li said more attention should be directed to improve people's living standards as China is making efforts to achieve its strategic goals of development.During his tour, Li visited some residents' homes at a poor village in Libo County of Qiannan.He called for greater efforts to improve people's livelihood, a step which would help boost domestic demand and facilitate the transformation of the nation's economic growth mode.Li urged local authorities to work well on the safety of drinking water, road construction in rural areas, and the remodeling of old houses. In particular, schools should be made accessible for children from poor homes.Further, he demanded greater efforts from local governments to improve the health care system that covers the three levels of county, township and village, and relieving the financial burden of the masses in health care services.In Guiyang, Li inspected a local company in constructing affordable housing for low-income earners and visited poor homes in Yunyan district. He said greater efforts should be made in accelerating the supply of affordable housing for those in need.

  

JINAN, Feb. 3 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday and Thursday visited drought-hit villages and ordered all-out efforts to combat the dry spell while celebrating the Chinese New Year with local people.When visiting Jiaxiang County and Qufu City in east China's Shandong Province, Wen inspected cornfields and reservoirs to assess the drought's impact.The drought, which began in October, has hit the southwest parts of Shandong hardest."It's hard to know when it will rain. We must prepare for the worst and do our best to combat the drought to ensure a good harvest," Wen said while visiting a reservoir in Qufu.Wen made the remarks Wednesday afternoon after learning the reservoir was holding a volume of water 8 million cubic meters less than normal.He told officials accompanying him any drought-caused reduction in grain output may undermine the government's top priority for 2011: the stabilization of prices.Officials at all levels must work to combat the drought, Wen added.China's central authorities last week announced an ambitious water conservancy project development plan, to raise China's ability to control flooding and drought.Under the plan, the average annual government spending on such projects will double the 2010 level."The drought affects agricultural output, which is related to the nation's food security and the income of rural people. I worry about it," Wen told a local farmer Wednesday morning.In the evening, Wen joined Liu Xianglun, 77, and his family at their house to make dumplings to eat to welcome the Chinese New Year.Before visiting Shandong, Wen visited farmers and workers in Dabieshan Mountain area, an old revolutionary base in east China's Anhui Province.The Spring Festival, China's Lunar New Year, falls on Thursday.

  

BEIJING, Jan. 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Friday urged local governments to step up efforts in protecting agricultural production as winter wheat growing regions in the north of the country have been suffering due to the prolonged drought.Hui warned that the drought could cause great harm to agricultural production.Rainfall in north China, including provinces of Shanxi, Hebei and Shandong, has decreased 20 to 90 percent from the average rain in the same period since October last year.Chinese Vice Premier Hui Liangyu (C) speaks at a meeting on anti-drought and disaster reduction, in Beijing, capital of China, Jan. 21, 2011. A lingering cold spell has been wrecking havoc in these regions, disrupting vegetable production, transportation, and supplies of daily necessities.Hui said the central government would also beef up support in helping these affected regions resume agricultural production as soon as possible.
