SAN DIEGO (KGTV) - Another testing site is being added to San Diego County, and this one will be the closest to the U.S.-Mexico border so far for the region.The San Ysidro port of Entry’s PedWest crossing is one of the world’s busiest pedestrian international border crossings. Within the next two weeks, a testing site at that location will join the more than two dozen others across San Diego County. It will be an appointment-free, walk-up site. Officials expect 200 tests to be done daily there.Chicano Federation Chief Strategy Officer Roberto Alcantar said this is a step in the right direction as far as testing is concerned, but said there is still work to be done to help the Latino community.Related: San Diego County launches COVID-19 outreach campaign for LatinosHe said many in the Latino community are afraid of getting tests done because of the fear of a positive test.“Our community is nervous about losing their jobs, not being able to go to work, the real economic impact that comes from being positive and feeling that that might hinder them in a way,” he said.He added that this is a big-picture problem. The Latino community lacks affordable housing, forcing families to live in close quarters and increasing the risk of spreading the virus, and also forcing people to live across the border to find affordable housing. Many of these people are essential workers and need to continue to work to support their families, so they cross the border on a daily basis. This new site will help give them access to testing.“They’re having to cross the border every day. We’re hearing from workers that they’re spending 4-5 hours every day waiting just to cross,” said Alcantar.Alcantar also said that the new testing site will likely lead to more positive rates, as is expected with increased testing, and he worries about what that will do to the perception of the Latino community, which already has higher numbers than the rest. As of August 9, 62% of San Diego’s cases are Hispanic people, a community that makes up just 34% of the population. That number will likely continue to climb with another testing site in an area dominated by Spanish speakers. This, tied with a perception that people are carrying the virus from Mexico to the U.S., could be bad.“Our concern is that this will help push further that narrative that we have to have a testing site because the rates are coming from Mexico,” he said.The Chicano Federation has been working with UCSD to reach out to the Latino community and find out why they don’t want to get tested and also encourage them to get tested. SAN DIEGO (KGTV) - Cara Knott's family has written a letter to Gov. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Officer Peyer showed NO Mercy when he murdered my sister," Knott's sister wrote in her letter to the governor.ABC 10News reached out to California Department of Corrections and Rehabilitation for clarification. SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. SAN DIEGO (KGTV) — As California deals with its worst energy crisis in two decades and the threat of more rolling blackouts, a lot of people are wondering who -- or what -- is to blame.Energy experts say last weekend’s blackouts are raising new questions about the way the state manages its electrical grid. California is the only state in the west that uses an independent system operator, an entity known as Cal ISO.“This is really just a demonstration that the reliability of the grid is less reliable with [Cal ISO] than when we just had regular utilities,” said San Diego-based energy consultant Bill Powers.Cal ISO manages 80 percent of California’s power grid. It manages the flow of electricity for investor-owned utilities like an air traffic controller manages the flow of privately owned airplanes down a runway. City-owned utilities like the Los Angeles Department of Water and Power are not part of the Cal ISO system.Cal ISO, previously known as CAISO, was formed in 1998 after regulatory changes during the Clinton administration that were designed to make the energy market more competitive.Powers said the fundamental idea was simple: “instead of having these monopoly utilities controlling everything, let's open up the transmission systems.”But it didn’t take long for flaws in the system to emerge. In 2001, market manipulation from companies like Enron prompted dozens of rolling blackouts.In other states like Arizona, utilities are responsible for the electrical transmission within their service territory. Those utilities are able to rapidly respond if conditions prompt the need for additional power generation, Powers said.“[It’s] one-stop shopping. Here it’s two-stop shopping,” he said. “You've got another layer of fat in there. And if that layer of fat is playing the game a different way, simply making sure everyone is covered, then you have the potential to have a breakdown. And we're now experiencing a breakdown.”The most recent major breakdown was in 2011, when 1.4 million San Diegans suddenly found themselves in the dark.A federal investigation into the Great Blackout of 2011 cited “inadequate real-time situational awareness” -- basically bad grid management -- and faulted several entities, including Cal ISO.Edward Lopez, the executive director of the Utility Consumers’ Action Network, said last weekend’s rolling blackouts were another example of bad grid management.“This is an indication that, again, this statewide organization needs to be better prepared and ready to jump into action quicker,” he said.Cal ISO blames another state agency for the recent rolling blackouts, the California Public Utilities Commission, along with California’s evolving energy portfolio.About one-third of the energy California now generates in-state is from renewable sources like solar and wind. When clouds roll in and the winds subside, that can be a problem.“Lack of resources, the heat, those go into account,” Lopez said, “but on the other hand, this was not unpredictable.”Even though more Californians have been staying home due to the pandemic, last weekend’s conditions were not particularly remarkable, he said. With the impact of climate change, above normal temperatures are expected to become more common.One solution to California’s renewable energy problem, he said, is to invest in more energy storage.Cal ISO’s own data shows energy demand last weekend was lower than in previous peak years and there were reserves available, Powers said.“Why do we keep reserves if we’re not willing to use those reserves when conditions get tight?” Powers said.City-owned utilities like LADWP that are independent from Cal ISO did not experience rolling blackouts, one reason Powers thinks there’s a problem with California’s energy air traffic controller.“Maybe we need better rules. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home.
