You hear about mass shootings happening across the nation, but what you rarely hear about are the ones that didn’t happen.About 2 years ago, one Colorado high school was the location for a potential mass shooting.“There are more interventions then there are mass shootings," said Kevin Klein, director of the Colorado Division of Homeland Security.In the last year, the FBI reports 150 mass shootings did not happen because of threat assessment and prevention."That doesn’t include what happens on a day-to-day basis in local law enforcement, mental health community or social services," Klein said.Homeland Security reports that in 81 percent of mass shooting cases, the offender told somebody about their plan. In 59 percent of the cases, the shooter told more than one person about their plan to kill.About 8 miles away from the school where a potential shooting was going to take place is a school America knows all too well, Columbine High School. After the shooting at Columbine, local law enforcement created a program called text a tip.That program is the same program that prevented the other Colorado school from having a mass shooting.  Dr. Russell Palarea is the president of the Association of Threat Assessment Professionals. He says the public’s tips are everything. They are essential to preventing bad things from happening.'If you have a concern, say something," Palarea said.ATAP designs programs to help potential offenders find positive outlets in society and help them change their violent thinking.The program includes getting the offender counseling, helping them take part in community service, having friends and families do weekly check-ins and working with a school tutor weekly.“It’s an ongoing continuous process," Palarea said. "It’s not a one shot deal. We need to continually work with these folks to find pro-social ways to manage their stress and resolve their problems."Otherwise, some folks will revert back to their violent tendencies and ultimately commit attacks.” 2052

"The guy is over there with two bags in his hand and a big smile on his face when he knows it's 100% legal hemp."Dee owns Green Angel CBD, based out of Brooklyn.He's fuming after the NYPD's 75th precinct's social media post from Sunday night. The tweet and Facebook post touts the arrest and seizure of 106 pounds of marijuana.According to Dee, it was actually hemp with undetectable levels of THC, making it legal. "100 percent legal. I don't make the law, I just go by the law," Dee said.Dee says many of his clients are sick people who use the hemp for pain management. The shipment was sent out Friday by Fox Holler Farms in Vermont."It's all legal, and we did everything by the books," Buddy Koerner with Fox Holler Farms said. "We really tried to do everything the right way."But Federal Express tipped off the police. The hemp was seized, and when the NYPD told Dee's brother, Ronan, to pick up the package, Ronan was arrested.Thursday, the NYPD stopped short of admitting a mistake."We field tested it as marijuana (and) called the individual in. He was placed under arrest. It's currently in the lab at this point to make a final determination if it was hemp," NYPD Chief of Department Terence A. Monahan said. "The individual did not have a bill of laden justifying its delivery, so this is all part of an ongoing investigation."But Dee is in possession of documents that he says are proof the shipment contained all the necessary paperwork proving it was legal hemp."We sent them all our paperwork, plus the paperwork within all the boxes. We have proof of that because it was seized by Vermont police. The Vermont police made a statement saying all paperwork was inside the boxes," Dee said. "We're extremely angry at FedEx. the package was already seized and cleared by the Vermont police."The government classifies hemp as any plant from the cannabis family that contains less than 0.3 percent THC, the psychoactive ingredient in marijuana.Dee says his hemp shipment was certified by a DEA certified lab to contain 0.14 percent THC.The main problem now is the longer the hemp is held, the quality is diminished. Dee says he's already lost clients and could lose up to ,000."If I lose this product, I'm going out of business, I'm completely done," Dee said.Dee took to Instagram in defense of his business and said his brother was falsely arrested. He's gotten a lot of support on social media."We're in contact with our attorney. We want our product back ASAP," he said. "We want an apology for my brother's arrest. This guy has never been to jail in his life. He's traumatized."Dee's brother was released on his own recognizance. Dee is also extremely angry at FedEx and says he may take legal action. The phrase, which some consider racist, has gained popularity among those who oppose the Black Lives Matter movement.Mary Hobbs, a Frankton resident, created a petition to remove the "All Lives Matter" decal from all police vehicles. Hobbs said the town added the decals in 2016 during the height of the Black Lives Matter movement. "As I educated myself on the Black Lives Matter movement more and kind of spoke with other people about it, I kind of realized that that's not OK and it needs to come off," Hobbs said. "I think it's a controversial issue and I don't think it's one the police should've taken a stand on. I created the petition to kind of show people that it's not just me. That it is a problem."But not everyone in the community feels as strongly."Do you think people are offended by that here? I don't think so. I really don't," Angel Large said.Tyjuan Garrett, a local NAACP board member, says the phrase is all about the intention. Black Lives Matter's mission is to bring light to racial injustices that stem from systematic problems they feel are not being addressed. Garrett says implicit bias or sensitivity training for officers would be a more useful step than car decals."I mean I would love to sit down with the Frankton Police Department and have a conversation with them and say exactly what are your motives?" Garrett said. "Tell me how you are adding to the conversation of All Lives Matter. How are you expanding out to reflect all lives matter?"Frankton Town Marshal Dave Huffman did not agree to an on-camera interview. But he said the decals are not meant to criticize the Black Lives Matter movement and chose the slogan to, "illustrate the seriousness with which Frankton police officers take their duty to protect all of the town's citizens regardless of income, economic status, race, nationality, age or any other factor."But after hearing that nearly 100 people have signed a petition, the town plans to remove the decals from its police cars."I want the community to always be inclusive and accepting of anybody and I think that doing this will help the community grow," Hobbs said.This story was originally published by Stephanie Wade on 2334

Just after 6 p.m. Saturday, deputies responded to a Walmart store on Fletcher Avenue for reports of a woman trying to make a "firebomb" inside the store. Emily Stallard, 37, was opening items like flammable material, projectiles and matches inside the store that she hadn't paid for, the sheriff's office says. A security guard saw her and immediately called 911. Authorities say the guard and an off-duty Florida Fish and Wildlife Conservation Commission officer, who was in the store at the time, detained Stallard until deputies arrived. “This woman had all the supplies she needed to cause mass destruction at her disposal. Had it not been for an observant off-duty law enforcement officer and a watchful security staff at Walmart, she may have followed through with her plans to cause an explosion inside the store," Sheriff Chad Chronister said. The sheriff's office says Stallard had a child with her at the time. She is charged with attempted arson of a structure, fire bombing, contributing to the delinquency of a minor, child abuse and battery on a law enforcement officer."I am proud of the quick response by the officer and security personnel who stepped in and the thorough job performed by my deputies to investigate this matter and make an arrest," Chronister said. "I can't stress enough: if you see something, say something. You don't have to tackle a bad guy to be a hero.
