SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) - Marine biologists and other experts are at Fiesta Island Tuesday morning to try to determine what caused the death of a large whale.The gray whale was discovered by lifeguards on the shore of Blacks Beach Monday at about 11 a.m.The dead whale was eventually towed from the Torrey Pines area to Fiesta Island, arriving at 3:30 p.m.Officials with the National Marine Fisheries were called to Fiesta Island to perform a necropsy.After Tuesday's examination, the whale is expected to be transported to the Miramar Landfill.  552

SAN DIEGO (KGTV) — Local leaders say it's going to cost millions of dollars to prevent toxic waste from flowing into the Tijuana River Valley, but it's a bill they are willing to pay. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. SAN DIEGO (KGTV) - Loved ones are mourning the loss of a City Heights man and longtime professional wrestler to COVID-19.In the wrestling ring, Martin Rodriguez was known as "Espantito," or "The Terror." He donned a mask and black-and-white tights and had a knack for performing seamless moves.In early September, the man known for his strength felt tired and then developed a cough and fever. A few weeks later, he was having trouble breathing and was taken to the ER."He went in with pneumonia and was then diagnosed with COVID-19," said his daughter Barbara Rodriguez.Barbara says a few days later, he was placed on a ventilator. About three weeks later, Martin, a husband and father of two, died at the age of 53."He gave me strength, gave me guidance, and helped me become the person I am today. Knowing I won't have him for the future is painful," said Barbara.The man she knew as her loving, caring father stood in contrast to the character inside the ring. After several years in Mexico's famed AAA Lucha Libre in the early 90s, Rodriguez moved to San Diego and became a freelancer, wrestling in leagues in Southern California, Canada, and Mexico. He was always the bad guy and he loved it."Hyped him up even more. He loved entertaining people, making them laugh and feeling emotion," said Barbara.Since the pandemic began, his matches had been canceled. He owns a landscaping business and was taking all the COVID-19 precautions. Barbara doesn't know how he contracted the virus."I just want people to be safe. Wear a mask.
