Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. (AP) — An active-duty U.S. Air Force sergeant accused of killing a Northern California sheriff’s deputy in an ambush-style attack was a leader for a military base’s elite security force. Officials said Monday that Staff Sgt. Steven Carrillo was a team leader for the Phoenix Ravens that protects airfields at Travis Air Force Base. Carrillo has been arrested on suspicion of fatally shooting Santa Cruz sheriff’s sergeant Damon Gutzwiller on Saturday afternoon in Ben Lomond, an unincorporated area near Santa Cruz. SAN YSIDRO (CNS) - A 32-year-old man was wounded in a shooting early Wednesday morning in a San Ysidro parking lot, police said.It happened shortly after 3:45 a.m. on East Beyer Boulevard, north of Camino De La Plaza, San Diego police Officer Tony Martinez said.The victim had parked his vehicle in a public parking lot, then entered Mexico on foot through a pedestrian crossing, Martinez said. After the 32-year-old man returned from Mexico, a man confronted him and pointed a gun at him as he was getting into his vehicle."(The victim) ignored the suspect and the suspect shot at him numerous times," the officer said. "One of the bullets struck the front windshield of the vehicle and struck (the victim) in the chest."The victim called 911 and was taken to a hospital for treatment of his injuries, which were not believed to be life-threatening, Martinez said. The gunman fled the area on foot.The suspected gunman was described as a 6-foot Latino in his 30s, about 200 pounds, with a bald head and a goatee. SAN FRANCISCO, Calif. – Uber is utilizing selfie technology to make sure both its drivers and passengers wear face masks to help prevent the spread of the coronavirus.The ride-sharing company has been requiring drivers and riders to wear masks since May, but only required drivers to use its technology to verify their face coverings.“Before starting to drive passengers or deliver food, they are asked to take a selfie showing their mouth and nose are covered,” Uber wrote in a press release.Now, the requirement is being expanded to passengers as well. If a driver reports that a rider isn’t wearing a mask, the rider will be required to take a selfie with their face covered before they’re able to take another trip with Uber.“With the addition of this new feature, one driver’s feedback can help ensure the safety of Uber for the next driver,” said Uber.The mask verification feature will roll out to the U.S. and Canada by the end of September, and across Latin America and other countries after that.Uber assured that the mask verification tool detects the mask as an object in the photo and does not process biometric information.“As always, riders and drivers are free to cancel a trip, without penalty, if the other person isn’t wearing a mask,” Uber wrote. “As more and more riders and drivers take their ‘second first trip,’ we hope this increased accountability provides more peace of mind.”The additional safety measures are part of Uber's efforts to rebuild a service that has seen ridership plunge by 56% in the company's most recent quarter, The Associated Press reports. 1595

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528
