SAN DIEGO (KGTV) - The man responsible for a fatal drunk driving crash nearly two years ago was sentenced to more than three decades in prison Friday. San Diego Superior Court Judge Joan Weber handed Jeffrey Levi a sentence of 30 years to life in prison, plus an additional four years for the crash that killed 19-year-old Isaac Felix and 33-year-old Jesus Dominguez. “I do want to remind you Mr. Levi, because I know that you’re going to be living with that for the rest of your life, that you killed these two young people and burned them to death, you permanently maimed another young woman, and injured an officer,” said Weber. “By my count, you made four fatal decisions on that night."In January 2018, Levi got behind the wheel of his Mustang while drunk and drove more than 100 miles per hour on Interstate 15. The Corolla was disabled in the freeway lanes, then hit by an SUV driven by an off-duty San Diego Police sergeant. The sedan burst into flames, killing Felix and Jesus Dominguez. Giovanna was severely injured but rescued by Good Samaritans. Sgt. Raymond Rowe was also injured. Levi fled the scene, completely uninjured. He was later found and arrested. “I made very serious mistakes with detrimental consequences; I relapsed,” said Levi after explaining his attempt at rehab for his alcoholism. “I think of Jesus, Isaac, Giovanna and their friends and families every day. I wish that I could do or say something to change what happened, but I can’t and I have to live with that forever.” In August, a jury found Levi guilty of second-degree murder, hit and run, drunk driving, and gross vehicular manslaughter while intoxicated. He also has a prior DUI conviction from 2007. The victims’ families have also filed a civil lawsuit against Levi, the City of San Diego and Sgt. Rowe. That case is pending. 1977

SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

SAN DIEGO (KGTV) -- The next time you hop in your car and drive through North Park, you could encounter one of 18 new traffic circles aimed to slow down drivers and promote caution and awareness. The executive director of SANGAG, Hasan Ikhrata, spoke Wednesday about the status of 18 intersection makeovers that include roundabouts similar one off Landis and Utah."It's obvious cars and bikes don't mix well together, especially if there's speeding involved so to overcome these we try our best to do things like this, but also make sure where we can, separate bikes from traffic so residents can bike without fear of being hit by a car," Ikhrata said.So far, million has been dropped for the Georgia Meade & Landis Bikeway project, funded by TransNet. Construction for the new additions are halfway done and although some neighbors aren't so keen about the new roadways, "people who want to go fast do go fast still, they still race. They have enough room to almost go straight through the circle." Others like 11-year North Park resident, Andrea, Linan, already feel more at ease, "traffic on this street especially, people go fast. I do cycling and you just have to be really careful about not getting hit so I don't mind roundabouts."SANDAG said since stay at home orders, the amount of people riding bikes went up 12%. SANDAG's executive director said despite conflicting arguments regarding the amount spent on the Bikeway project, "we have the data to support investing more in the Bikeway program, and I hope San Diego will have a connected network that's safe for our residents."The project has been in the works since 2013. Then, as he understood the context, his frustration disintegrated, concerned more with the fact Heitmann never got help. "I feel for the family in that case. He, you know, nobody should have to go through that."That, referring to the loss of someone integrated into the fabric of your daily life, "I would always try to go and make a phone call to mom about how my day went, which is what I would do when I was away at training for the Air Force. I would call my family and let them know how my day is going, and that took a while to learn I can't do that anymore," he said. Throughout the interview, he was strong and stable, never shying away from a question or getting emotional.He said each day he fights a battle, whether it's just getting up in the morning, or something reminding him in the middle of his day that they're never coming back.He is back at school, studying for his Master's Degree, and taking what happened to him as a way to give back, "we're trying to do a scholarship in my sister's honor for musicians."The Aryana Pizarro Music Scholarship will help talented kids, like his sister, get the funding they need to perfect their art.Dominic said because of his deep faith, friends, and family, he's been able to push forward. He hopes others can find peace in the faith he's grown."I think people easily either choose like you said to do something selfish or to give up and I don't want people to give up, I, I, giving up is too easy...
