SAN DIEGO (CNS) - The San Diego Association of Governments will begin a weekend closure of rail service between Solana Beach and downtown San Diego Saturday to continue bluff stabilization work in Del Mar.The work window is scheduled from just after midnight Saturday morning to 5 a.m. Monday along the Los Angeles-San Diego-San Luis Obispo rail corridor, which serves the North County Transit District, Metrolink, Amtrak commuter rail companies and the freight line BNSF.SANDAG and NCTD crews will install roughly 80 feet of concrete along the rail corridor from Sea Grove Park to 15th Street, which will act similarly to a retaining wall to protect against bluff collapse and washout, which occurred during a period of heavy rain last month. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade. SAN DIEGO (CNS) - San Diego City Council members Monica Montgomery and Georgette Gomez called on state officials Monday to open an independent investigation into the in-custody death of 24-year-old Aleah Jenkins. Montgomery and Gomez requested the inquiry in a joint statement in response to a news conference last Friday from District Attorney Summer Stephan in which she released body-camera video of Jenkins' time in police custody and said that Jenkins' death was caused by a lack of judgment rather than criminal negligence. The two officials called on the state's Department of Justice and Attorney General Xavier Becerra to open an investigation into the circumstances of Jenkins' death. Montgomery and Gomez also urged the San Diego Police Department to reform its policies regarding the treatment of people in custody. Jenkins died Dec. 6 nine days after being arrested during a traffic stop on an outstanding warrant for methamphetamine possession. Jenkins passed out while waiting at the SDPD's downtown headquarters and paramedics subsequently rushed her to the hospital. Stephan announced Friday that medical examiners found upward of 17 times the lethal dose of methamphetamine in Jenkins' blood system. Her official cause of death, according to the District Attorney's Office, was hypoxic-ischemic encephalopathy, a lack of blood and oxygen flow to the brain. SAN DIEGO (CNS) - The San Diego Humane Society will make a group of animals displaced by the Camp Fire available for adoption Friday.Earlier this month, the organization's Emergency Response Team deployed to Butte County for 10 days to offer aid to hundreds of animals displaced or otherwise affected by the fire.The team returned to San Diego Dec. 19 with eight dogs and three cats, some of whom received treatment for burns caused by the fire.The owners of the 11 animals surrendered them to the Humane Society because they could no longer care for them. As a result, they will not have an owner seeking to find them once conditions improve in the areas affected by the fire.The Humane Society will put a group of the displaced animals up for adoption at 10 a.m. at its main campus, located at 5500 Gaines St. Available animals include 11-year old shepherd mix Cinnamon, a bonded pair of 6-year old miniature pinscher mixes named Pikachu and Panchie and a 3-year old cat named Sunshine.Residents can view the Humane Society's adoptable animals at sdhumane.org/pet. SAN DIEGO (CNS) - Police are searching for a gunman who wounded a man in a shooting at a trolley station in the East Village neighborhood.It happened around 4:30 p.m. Wednesday on Broadway between 11th Avenue and Park Boulevard, San Diego police Officer John Buttle said.The victim, a man in his 30s, was at the trolley station when a gray sedan pulled up and a man in the passenger seat got out, fired one shot and got back in the car, which fled eastbound on Broadway, Buttle said. A car matching the suspect vehicle's description was later located and impounded for evidence.The victim was taken to a hospital for treatment of a gunshot wound to his left torso, which was not believed to be life-threatening, the officer said.The suspected gunman was described as a 5-foot-7 Black man, about 140 pounds, wearing blue sweatpants. 839
