WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said.The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.

THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. Asser Institute commented, "but also, strangely enough, that they are women.""Although it may be too early to say, perhaps their nomination forebodes a new attitude towards the ICJ and international law," Ribbelink added.Shortly after the swearing in ceremony, Xue and Donoghue joined their colleagues to start public hearings of a case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination between Georgia and Russia."More than a dozen cases are on trial now and all the judges have a lot of work to do," which shows that most governments attach more and more importance to the ICJ, said Xue, who turns 55 on Wednesday."This will benefit the development of international law and bring profound influence to the international society," she added.Donoghue, a former legal adviser in the U.S. Department of State, was elected to the ICJ on Sept. 9.The ICJ, the principal judicial organ of the United Nations, has 15 judges who are each elected to a nine-year term of office and may be re-elected. JILIN, Jilin, Nov. 6 (Xinhua) -- A fire that broke out in a northeast China shopping mall lasted 12 hours, leaving at least 19 people dead and 27 injured in the country's worst fire since 2009, government officials said Saturday.The deadly fire sounded an alarm to fire departments throughout the country just four days before national Fire Prevention Day, and has prompted a nationwide campaign to stamp out fire threats during this dry and windy winter season.The mall rescue operation ended at 8:30 a.m. Saturday, nearly 24 hours after the fire broke out at Jilin Commercial Building on Hunchun Road, Jilin City, Jilin Province, Liu Qizhi, a spokesman with the municipal government told reporters. Further, Liu said that 24 of the 27 injured remain hospitalized, but their conditions are stable.On Saturday, officials expressed relief about news that over 80 older women who were trapped in the blaze managed to escape unharmed.Zhang Liying, one of the women, said they were participating in their usual morning dancing group on the mall's fifth floor when the fire broke out."We saw flames and thick black smoke surge from downstairs. We called the firemen, told them where we were, and then climbed out of the window to the balcony, one by one," Zhang said.After being rescued, some of the women tearfully hugged each other following their near-death escape.Businesses started to reopen in the shopping area on Hunchun Road on Saturday night, while insurance company workers and store owners began assessing their losses.Currently, work crews continue combing the ruins of the five-story shopping mall, built in 1987, to determine the cause of the fire. Also, officials report that the complex's general manager has been detained for questioning.An initial investigation points to the fire originating on the mall's first floor, where home appliances and cosmetic products are sold, but soon spread to the fifth floor. Clothes, bed covers, quilts and other highly flammable goods were on display from the second to fourth floors.Following the mall fire, the Ministry of Public Security issued a circular ordering fire departments across the country to learn from the incident, stay on high alert, and review prevention measures to guard against similar incidents.The circular reported that casualties in the Jilin mall fire were the biggest since 2009. Officials said a team of investigators, led by ministry officials, were on their way to Jilin."As the northern region enters winter and temperatures starts to drop in the southern region, fire threats have greatly increased," the circular notes, adding that there has already been a string of fires that caused heavy casualties in October.According to the latest available data, 729 people were killed in more than 89,049 fires that broke out across China in the first eight months of this year.In 2009, at least 945 people were killed in fires across the country , official statistics indicate.
