HONOLULU, United States, Nov. 13 (Xinhua) -- Chinese President Hu Jintao and leaders of other Asia-Pacific Economic Cooperation (APEC) members met in Honolulu, Hawaii, Sunday to find ways to speed up regional economic integration, free trade and investment, and economic and technological cooperation.The annual meeting, hosted by U.S. President Barack Obama in his home state, is being convened at the JW Marriott Ihilani, Honolulu, to boost regional economic integration, trade, green growth, job creation in green industries, energy security, and regulatory cooperation.President Hu is expected to speak at the meeting. He will introduce China's stand on the topics and call for "improving global economic governance, shifting the growth methods, promoting economic globalization and regional economic integration," according to Chinese diplomats.Hu will join other APEC leaders in meeting with the APEC Business Advisory Council (ABAC), which presents recommendations to APEC leaders in an annual dialogue and advises APEC officials on business sector priorities and concerns.During this year's dialogue, APEC leaders are expected to discuss regional economic integrity, the development of small- and medium-sized enterprises, food security and other issues with ABAC representatives.This year's APEC meeting convenes at a time when the global economic recovery is fraught with instability and uncertainty, and encounters growing risks and challenges.Some major economies are experiencing an economic slowdown, while in the eurozone, sovereign debt risks are rising in some countries. High inflationary pressure is a problem in emerging economies, including some in the Asia-Pacific region. Protectionism in various forms is mounting.In face of the challenges, the APEC leaders will look for effective measures to stimulate the global economy, regional economic integration, free trade and investment, and economic and technological cooperation.China hopes the APEC members will implement the economic growth strategy agreed on last year, striving to achieve a balanced, inclusive, sustainable, innovative and safe economic growth, said Wu Hailong, assistant foreign minister of China, at a press briefing last week.He said that China expects the APEC members to comprehensively promote regional trade and investment liberalization, adding that all members should fulfill their commitments and oppose all forms of trade protectionism.APEC should strengthen economic and technical cooperation to enhance the ability of the developing members to develop further, and therefore to achieve common prosperity, said the senior diplomat."APEC members generally hold positive attitudes toward U.S. proposals in various fields such as green growth, innovation policy. BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.

VIENNA, Nov. 25 (Xinhua) -- China is to further help the least developed countries (LDCs) in their development effort through zero-tariff treatment and other measures, Yu Jianhua, China's Assistant Commerce Minister said here Friday.Addressing a LDCs Ministerial Meeting in Vienna, Yu said China will focus on six concrete measures to advance the implementation of the Programme of Action (IPoA), adopted by the Fourth United Nations Conference on LDCs in Istanbul in May.First, as announced by Chinese president Hu Jintao during the G20 summit in Cannes, China would, in the context of South-South cooperation, give zero-tariff treatment to 97 percent of the tariff items of exports to China from the LDCs that have diplomatic relations with China.Second, tilt foreign aid further to the LDCs.Third, carry out cooperation in livelihood projects in the LDCs, including hospital, school, domestic water use and clear energy.Fourth, strengthen agricultural cooperation with the LDCs, including the increase of food aid, dispatching agricultural and technical experts.Fifth, strengthen personnel education in the LDCs to build capacity for self-development.Sixth, continuously promote the establishment of economic and trade cooperation zone in the LDCs by Chinese companies.Yu said that debt crisis in some countries, turmoil in financial markets, inflation pressure in emerging countries; extreme weather and recurrent natural disasters have brought enormous harm to the economies of the LDCs.In this situation, the global community should stand united to give more supports to the LDCs, he stressed.For a long time, China has actively supported the LDCs, under the framework of the South-South Cooperation, through economic and technical aids, debt reduction and personnel training and increase of imports from these countries, he said.Meanwhile, Yu praised the unique role of the UN Industrial Development Organization (UNIDO) in implementing the IPoA, helping structural transformation in the LDCs and promoting the sustainable development.He also said that the Chinese government would continue to support the UNIDO and help the LDCs develop their economies in an all-round way.

BEIJING, Oct. 1 (Xinhua) -- China plans to decrease leprosy rates by 50 percent over the next 10 years, according to a joint plan to fight the infectious disease issued by the Ministry of Health and ten other ministerial-level institutions.The prevalence rate is targeted to be brought down to one case per 10,000 people by 2015. The rate will further shrink to one in every 100,000 people by 2020 in at least 98 percent of the country's counties, according to the plan.A total of 500,000 cases of leprosy have been reported and treated for free throughout the country since the founding of the People's Republic of China on Oct. 1, 1949.The number of leprosy cases has plummeted over the past 62 years, but the country still faces challenges in fighting the disease, the plan said.Leprosy, an infectious disease that has affected humanity for over 4,000 years, is primarily characterized by skin lesions and progressive physical debility, and can cause permanent nerve damage.Despite sustained efforts -- and considerable success -- in bringing the disease under control, leprosy is still a serious disease in some parts of China and people who have been cured of the disease continue to face discrimination.More than 1,700 new cases have been reported annually in the past five years. The provinces of Sichuan, Yunnan, Guizhou and Hunan and the Tibet Autonomous Region are most affected by the disease, according to the plan.
