(KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. SAN DIEGO (KGTV)-- Five San Diego Police officers were recognized for their exceptional bravery during the Las Vegas Massacre. Fifty-eight people died, and more than 400 others were injured in the 2017 shooting."When others run from danger, police officers run towards it," San Diego Police David Nisleit said, as he opened the awards ceremony at Miramar Air Station. On October 1, 2017, a group of San Diego Police officers was vacationing with their families in Las Vegas. They were enjoying their first year at the Route 91 Harvest Festival. But around 10 pm, the event turned deadly. "It probably wasn't fireworks or firecrackers. It wasn't just a shooting on the strip," Officer Thomas McGrath Jr. said. "We knew it was gunfire," Detective Michael Do said. "We just didn't know where it was coming from."The 1,100 bullets were fired from 32 stories up the Mandalay Bay Resort. That is when the eleven off-duty San Diego Police officers went from Vacation-mode to Action-mode. Officers Thomas McGrath, Mark Williams, Max Verduzco, Richard Barton, and Detective Michael Vo began shielding concert-goers, treating the wounded, and creating escape routes. For their heroic actions, the five men received the Department's highest decoration of bravery-- the "Medal For Valor.""I don't think I did anything special," Officer McGrath said. "I just did the same thing that I would normally do during patrol or what I have been trained to do."After helping the first group of people, Officer McGrath went back into the crowd and found Jonathan Smith, who had been shot in the neck. "I put as much fabric and shirt inside his neck to stop the bleeding," McGrath said. " I put pressure on it and did my best to get them out of that venue."He said the Department's tactical combat care training kicked it. It was an act that eventually saved Smith's life. "The bullet missed my carotid artery by a few centimeters, and it is still lodged in there," Smith said. He showed 10News his dark scar near his collar bone and said the bullet is still in a small pocket behind his heart. Without McGrath's quick actions, doctors told Smith, he would have died. Thursday, Smith drove from his home in Buena Park to not only attend the ceremony but to also give the "Lifesaving Medal" to his hero.Six other officers who were in attendance of the Route 91 festival also received recognition at Thursday's ceremony. Officers Caitlin Milligan, Eric Hansen, Bryan Johnson, William Hernandez Jr., Braden Wilson, and Detective Scott Gosnell were awarded the "Exceptional Performance Citation" for helping concert-goers escape from the venue.All of these heroic acts were made by San Diego Police Officers who were not in uniform at the time. They say the tragedy continues to inspire them to be proud members of the Department."I love my job. And I love the training that I get and being that person that can step up in times of need is always what I wanted to do," Officer Max Verduzco said. "Two years later, I still want to help people. And I think that event made me want to help more people. It made me proud to be a police officer," Det. Michael Do said. Smith told 10News the tragedy and Officer McGrath's actions inspired him to make a career change. SAN DIEGO (KGTV) - A mountain biker wants to warn people about visiting the Tecolote Canyon Nature Trail. He tells 10News he had a disturbing encounter there with a man carrying a knife. Mike Hayes was feet from a trail entrance in Tecolote Canyon off Mt Acadia Boulevard when he was approached by a strange man on Sunday. Hayes says he was walking his bike near the man - a transient in his 20s, dressed in camouflage - when the man suddenly came forward and asked if Hayes was stalking him.  When Hayes said no, the man got agitated and had a look with "Charles Manson eyes." "Next thing you know, he has a knife in his hand and an angry look," said Hayes. "And he says 'If you follow me, I'm going to cut you.'"Hayes says he backed away slowly, got on his bike and rode off, while the man walked his bike away.     875

(KGTV) - A new group of leaders has the California GOP ready to take on the 2020 elections and rebound from a disastrous 2018 cycle.Over the weekend, the GOP elected Jessica Patterson as their state-wide Chair. She's the first woman and first Latina to ever hold the top spot in the state party.They also elected a Taiwanese immigrant, Peter Kuo, as Vice-Chair. And the new Treasurer, Greg Gandrud, is openly gay.Analysts say that gives them a more diverse group of leaders that can reach out to more voters across the state.But newly elected Secretary Randy Berholtz, who lives in San Diego, says their election within the party had nothing to do with demographics."I think what the delegates did is pick the best person for each of the positions," Berholtz says. "It just so happens that the people were of different ethnicities and sexes and ages and everything else."Berholtz says he saw an energized party at the convention, ready to bounce back from 2018.In that election, Republicans lost 7 seats in the US House of Representatives. Loses in local legislative races also gave democrats a super-majority in the California House and Senate. Republicans only hold 19 or 80 seats in the House and 11 of 40 seats in the Senate.The election also continued a streak of no Republicans winning statewide office since 2006.Berholtz says a strong Republican party is a good thing for the state."California needs to have a good second party," he says. "If not, nobody's watching the party in power. And we want to tell the voters that we're watching."In the last election, Republicans only made up 24% of the registered voters. That put them behind Democrats and people who registered as "No Preference."Political analyst John Dadian says it could take as long as 10 years for the GOP to turn that around."The main strategy has to be to bring some of those, 'prefer not to state' voters back," says Dadian. "It's all in the messaging, because California isn't just a blue state, it's a deep-blue state."Berholtz says his party will use a focus on family, personal initiative and good government to turn the tide. He also says they'll look to a more grass roots campaign to try and elect leaders from the bottom-up."We're energized right now," he says. SAN FRANCISCO (AP) — Pacific Gas & Electric says it may cut power to some 1 million people this weekend in central and Northern California, which could see the most dangerous fire weather of the season. PG&E says it could begin safety shutoffs Sunday morning as gusts and low humidity ramp up the risk of downing power lines and sparking massive fires in tinder-dry brush. The shutoffs in 38 counties could last into Tuesday. PG&E equipment has been blamed for sparking some of the most devastating fires in recent years, including a 2018 blaze in Butte County that killed 85 people. This year, wildfires already have destroyed some 9,200 buildings and killed 31 people.Northern California officials are urging residents to leave homes in the hills, secure backyard furniture and other loose items and have an evacuation plan ready ahead of powerful winds that could lead to widespread electricity outages. 927
