SOUTH HAVEN, Mich. -- Those stuck at home and going stir crazy many have begun venturing out this summer. Air and car travel have been steadily increasing in recent months and visits to lakefront resorts have been on the rise. But some worry the economic boost in tourism could be short-lived.Located along the shores of Lake Michigan, the resort town of South Haven is a drivable oasis for busy urban dwellers looking for a quick escape like Naperville, Illinois, resident Edward Marcin.“People are friendly. The water here the boats… it’s almost like going to New England in two and a half hours,” says Marcin.Scott Reinert, the executive director of the South Haven, Van Buren County Convention and Visitor’s Bureau says the tourism economy here brings in about million of revenue to the area each year.“Lodging represents a little over 20 percent of the total spend when visitors come in,” he says.But the pandemic shutdown wiped out 10 weeks of business. Revenues for the beachfront community were down 90 percent.“They essentially put us out of business,” says John Marple. He owns the Old Harbor Inn in South Haven.Forced to lay off his entire staff, Marple lost 20% of his gross income.Federal stimulus dollars he says helped him keep from going under.But once the state allowed for reopening in early June, business began booming. It took just days for rooms to sell out completely through July and even into august.“The online reservations just blew up. I had the highest sales month I ever had in June of this year,” says Marple.It’s so busy Marple has removed the inn from travel sites like Expedia and Booking.com.Today, the town is bustling with tourists. The beaches are completely packed. Housekeeping can barely keep up with the enhanced disinfecting process.“Right now, it takes us approximately 45 minutes longer to properly prepare a room for a new guest by doing all the sanitation,” says Marple.Door stickers now indicate when a room has been cleaned and that no one has been inside. But rising COVID-19 cases and hospitalizations in many states are changing consumer attitudes towards travel plans.“With so many visitors coming in from in some cases hotspots from around the state or around the Midwest,” says Reinert. “You know, how long can we stay safe?”According to a travel survey conducted this month by Longwoods International, 76% of travelers say the will change their plans because of coronavirus. That’s up from 69% at the beginning of June. And 45% say they will cancel trips completely. That’s up from 37% in June.“The past week for sure we have seen a rash of cancellations,” says Marple.While the current increase in tourism has helped recover some losses, another shut down Marple worries could be devastating to the seasonal businesses here.“I do worry that business may not return like it has in the past. I think this is going to be an issue for quite some time," he said. 2927

Some voters in a North Florida county hit hard by Hurricane Michael submitted their ballots by fax and email -- a practice that runs afoul of guidance issued by Florida election officials in October.Bay County Supervisor of Elections Mark Andersen told CNN that he and his staff had worked with 158 voters displaced by Michael to allow them to cast ballots by email and fax, despite the Florida Department of State saying that voting by fax or email "is not an option."Andersen said, "That was the only method available to voters that were displaced from the hurricane.""We would send them a ballot via email just like we would to the extent with our overseas voters. They would get it, they would vote it; 147 of them actually faxed it back to us after they voted it," he said. Eleven were sent back over email, he said."No one cast a ballot that shouldn't have cast a ballot," Andersen said.Because of the hurricane's destruction, "Some (voters) don't have homes -- some of my staff don't have homes that worked this election -- so I think the important part (is) to realize that we actually were able to pull off a successful election with checks and balances," Andersen said.On Oct. 18, Florida Gov. Rick Scott issued an executive order?allowing the supervisors of elections in counties severely affected by Hurricane Michael to extend early voting and vote-by-mail options. A few weeks before the general election on Nov. 6, Hurricane Michael slammed into Florida as a Category 4 storm, devastating communities.A press release from the Florida Department of State on Oct. 18 outlined the plan to extend early voting and vote-by-mail, and also said: "Voting by fax or email is not an option under the Executive Order.""In the hardest hit areas, communication via phone, fax and email remains challenging and would be an unreliable method for returning ballots," the statement from the department continued. "Additionally, past attempts by other states to allow voters impacted by natural disasters to fax or email ballots have been rife with issues."Republicans, including Rick Scott and President Donald Trump, have alleged that there is "fraud" in the state's election process, despite repeated denials from the Florida Department of State. The accusations have been leveled at the Democratic counties of Palm Beach and Broward. Bay County is a Republican county."I'm quite perplexed that people are very energetic in trying to stop people from casting their ballot, given the devastation that this county has experienced," Andersen told CNN.Andersen told CNN he had made Florida Secretary of State Ken Detzner aware of his intentions before Election Day, and that Detzner had responded by saying, "You're the supervisor of elections of this county, and you do what you feel is in the best interest of your Bay County voters."A spokesperson for the Florida Department of State, Sarah Revell, did not immediately respond to a request for comment on that claim.In a more general statement, Revell told CNN, "The Florida Department of State has received reports that the Bay County supervisor of elections allowed some voters to return their ballots via email and fax."Revell continued, "Supervisors of elections are independently elected constitutional officers and it is each supervisor's responsibility to adhere to the law at all times."Andersen told CNN, "I don't believe that I broke anything as far as the requirement and charge of my office to ensure the voter the opportunity to cast a ballot." 3529

Trump, a staunch opponent of universal voting by mail, has previously said he hoped to slow funding to USPS in order to prevent expanding mail-in voting in November.On Tuesday, Postmaster General Louis DeJoy said that the USPS would not institute operational changes that workers said would slow mail delivery until after the election.According to CNN, Republicans are also proposing about 0 billion in funding to schools and another round of funding to the Paycheck Protection Program — a federal program that provides COVID-19 funding to small businesses.Earlier this month, Senate Majority Leader Mitch McConnell dismissed lawmakers for their annual summer break. SOLANA BEACH, Calif. (KGTV) -- Solana Beach’s alternative to San Diego Gas and Electric appears to be in store for financial headwinds. A new city report says that the Solana Energy Alliance could run at a deficit for the next two years, which look to be more challenging than originally forecast. The city launched the alliance in June to help the city reach its goal of 100 percent renewable energy by 2035 and provide competition to SDG&E. Currently, more than 90 percent of Solana Beach energy and businesses buy their electricity from the alliance. It saves them about 2 percent from SDG&E. “They’re definitely stepping into deep water to try to do this themselves,” said Solana Beach resident Ed Radcliffe. “I hope they do it right.”Solana Beach City Councilman Peter Zahn said overall the energy program is healthy. It has high enrollment and is paying off expenses from the launch. He said it had higher revenues than expected while also having higher expenses than expected. Zahn said the report examined the alliance’s first three months, so it’s still early. He added a big hit came from a recent Public Utilities Commission decision to hike the exit fees residents pay SDG&E to buy it elsewhere. The Solana Beach city report says the fees could rise by as much as 50 percent. “While we are not happy with some of the factors that have influenced this - like the exit fee - we are really optimistic about going out into the future,” Zahn said.The report said higher energy prices and lower SDG&E electricity generation rates are also impacting revenue.In October, the city of San Diego announced plans to create its own alternative to SDG&E, called a Community Choice Aggregator. A spokesman for Mayor Kevin Faulconer says comparing Solana Beach’s organization to what is in store in San Diego is apples to oranges. SPRING VALLEY, Calif. (KGTV)-- While protesters in the streets are loud, some are taking a much quieter approach to support the Black Lives Matter movement. One viral post is driving people to many Black-owned businesses in San Diego. The magical seasonings behind David Bankhead's soul food are a secret. But the owner of Bankhead Mississippi Style Cookin' in Spring Valley says what is not a secret are the racial tensions still evident in America."You know I come out of Mississippi, so I was born into some of the things that are going on right now," Bankhead said. He says he supports the protests. He even took part in #blackouttuesday on his restaurant's social media pages. But the violence, he cannot condone. "When you're tearing up stuff in your own neighborhood, that's not helping the cause at all," Bankhead said. Since opening up his restaurant eight years ago, he had seen great success. But since the coronavirus pandemic hit, his shop has taken a 40% hit. On Tuesday, however, his store was suddenly packed."We had all nationalities come in," manager, Betty King said. "Hispanics, Caucasians, obviously African-Americans... it was it was amazing."It was the day an Instagram post calling San Diegans to support black-owned eateries went viral.
