LACKLAND AFB, Texas – The Centers for Disease Control has now confirmed a 15th case of the new coronavirus, officially named COVID-19, in the United States. Thursday, the CDC said the new patient was among a group of people under federal quarantine at JBSA-Lackland in Texas who recently returned to the U.S. from China on a State Department-chartered flight that arrived on Feb. 7. This is the first person under quarantine at JBSA-Lackland who had symptoms and tested positive for COVID-19, according to the CDC. The new patient is currently isolated and receiving medical care at a designated hospital nearby. This isn't the first case of an evacuee being diagnosed with COVID-19. The 13th and 14th cases of the virus were found among evacuees who were flown last week from Wuhan to Marine Corps Air Station Miramar in Southern California. This newest COVID-19 case was the first confirmed in Texas. The other 14 cases have been confirmed in California, Illinois, Massachusetts, Washington state, Arizona and Wisconsin.Health officials say there will likely be additional COVID-19 cases in the coming days and weeks, including people who recently returned from Wuhan. President Donald Trump said tonight that he has signed an executive order to shut down the use of Chinese-based social media applications TikTok and WeChat in 45 days.The order specifically prohibits any U.S. transactions with TikTok's parent company, ByteDance, starting on Sept. 20.Trump cited privacy concerns for taking the action against the social media networks.TikTok in particular has gained popularity among younger Americans in recent months for its short, entertaining video clips. The TikTok community has often been critical of Trump. Earlier in the summer, users of TikTok organized by reserving tickets to Trump’s rally in Tulsa, which failed to draw the type of crowds the Trump campaign expected.Trump said in his order that WeChat and TikTok “automatically captures vast swaths of information from its users -- threatens to allow the Chinese Communist Party access to Americans’ personal and proprietary information. PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. However, Miller says if state regulators find that any auto carrier made an excessive profit, customers could be refunded under a Florida law meant to protect consumers.The I-Team requested an interview with Florida's Insurance Commissioner David Altmaier. Several states have postponed elections as a health precaution, and voting advocates are calling on government leaders to prepare for voting system adjustments in case the COVID-19 crisis continues into the November general election. “For a lot of our registrars and election officials, they have been through some processes where they’re planning for emergencies. COVID-19 is adding a whole new layer,” said Kathay Feng. Feng is the executive director of California Common Cause, a non-partisan organization dedicated to making voting more accessible. With 30 states in the network, their election protection hotline is being flooded with calls. “State by state, one of the biggest questions is going to be, what are my alternatives? If I can’t get to my polling place, how can I get my ballot in?” said Feng. The organization is calling on Los Angeles County to send all registered voters a Vote-By-Mail ballot in the November General Election. And a newly proposed bill by Oregon Sen. Ron Wyden (D) would give all Americans the right to vote by mail if 25 percent of states declared an emergency related to the coronavirus. If passed, the measure would provide 0 million to fund the vote-by-mail efforts. However, making that change quickly won’t be easy. “You’ve got to print all the ballots, assemble them, make sure the right ballots are going to right people, and mail millions of ballots to people in Los Angeles alone,” said Feng. Carl Luna, a political science professor at San Diego Mesa College, says it’s an issue Congress must address. “Congress should probably have a national response to provide a big pot of money to every state, to be able to adjust their voting systems to deal with the pandemic, the way we’re doing it for economics and other issues,” said Luna. And for the change to be successful, Luna says states would have to do an aggressive campaign to ensure everyone not only gets a ballot but is reminded to send it back in. “Elections have to happen. Congress could postpone the November election, but by January 20, the president, under the Constitution, isout of office, and you need to have a replacement in place,” said Luna. He says if the November general election is postponed, it would be the first time in American history. “If we can do it during the Civil War, we can do it now, we just need the resolve and funding to do it,” said Luna.
