AUSTIN, Texas (AP) — The chairman of a panel considering changes to the U.S. military draft said Monday its recommendations to Congress won't be influenced by a federal judge's recent ruling that the current system is unconstitutional because it only applies to men.The military has not drafted anyone into service in more than 40 years, but American men must still register when they turn 18. Recent efforts to make registration also mandatory for women have set off intense debate in Washington.U.S. District Judge Gray Miller declared a male-only draft unconstitutional in his ruling late Friday, but he stopped of ordering the government to make any immediate changes. He said the time for debating "the place of women in the Armed Forces" is over. It is chaired by former Nevada Rep. He described a generational divide in public comments his commission has collected about women and the draft."If you talk to those who would be impacted, that is males and females ages 18 to 25, they say, 'yes, women should have to register. It's a matter of equality,'" Heck said. The Defense Department lifted the ban on women in combat in 2013, and Miller stopped of ordering the government to take any immediate action with the draft in his ruling late Friday."I actually thought the judge did that to give them time, because this is such a major change," said Marc Angelucci, a lawyer for the men's group.The last major decision on selective service was the U.S. Supreme Court ruling in 1981 that upheld excluding women because they were not allowed to serve in comment at the time.Miller, who was appointed by former President George W. Bush in 2006, noted that was no longer the case."While historical restrictions on women in the military may have justified past discrimination, men and women are now 'similarly situated for purposes of a draft or registration for a draft,'" Miller wrote. Shoulder straps should be wide and padded to help distribute the pack's weight evenly, according to the website Healthy Children. Abdominal straps also help distribute weight across the waist, hips, and back.It's also recommended not to wear backpacks on only one shoulder, which shifts all that weight and leads to neck and back pain.Wearing it rightThe top of a backpack should sit one to two inches below the top of the shoulders. Also, the pack should not sit more than four inches below the waistline.The bottom of the backpack should align with the curve of the lower back.Preventing injury on the goWhile at school, its important for kids to be careful while lugging around their backpack. If possible, students should stop by their lockers often to unload any unneeded gear from their backpack. If bending down, kids should use both of their knees while wearing a backpack and not bend at the waist.Learning back-strengthening exercises can also help build up muscles primarily used while carrying weight.Consult a pediatrician if necessaryTalking with your child's doctor about back health is vital. Speak with your child as well about being vocal about back discomfort. As start dates for school inch closer, educators and health officials are unveiling plans to go back to school safely. One focus: face masks.“It’s important for people to understand germs,” Laura-Anne Cleveland, an associate nursing officer at Rocky Mountain Hospital for Children, said. Gutierrez has been teaching for 26 years.“So much is up in the air and we start back to school in three weeks,” he explained. “And we don’t have guidelines or they are changing every day or even two, three times a day.”One of those guidelines is whether masks will be recommended or required.“Like anything recommended or required with middle school kids, it’s that year where you push boundaries,” Gutierrez said. “I get parents and their ideals and values and what they want their freedoms to be. Just getting kids to wear masks is going to be difficult enough, and we know we’re going to have some kids that ‘You know what? My parents don’t want me wearing a mask.'”If schools recommend masks instead of requiring them, there are fears this could open up doors for bullying.“I’m sure that there will be some kids that are harassing kids for not wearing a mask, or kids that have a different mask,” he said.Or conversations about fairness.“If you have a sibling that has to wear a mask but you don't have to, it’s going to not feel fair,” Cleveland said.Masks have become controversial, but to Gutierrez, it’s just an extra layer of safety for everyone in the building, including those who may be at high-risk for getting COVID-19.“People are scared. I have friends that have children that are recovering from cancer, or I have friends that take care of elderly parents that are immunocompromised,” he said.Cleveland and Gutierrez, both parents, themselves, want to keep kids in school and make sure kids remember the why.“Why are we wearing masks? Why are we wearing face shields? Things like that, and getting the children to understand that,” Cleveland explained.“This is the best we can do right now, and if we don't follow these guidelines, you're not going to be seeing these friends again, we’re going to go back to that situation where you’re only going to see them online. So, I think it’s expressing that trade-off,” Gutierrez said. 2991

BAKERSFIELD, Calif. — California Gov. Gavin Newsom has again denied parole for a member of the infamous "Mason family" who is serving time for a murder committed 50 years ago.Newsom blocked the release of 71-year-old Leslie Van Houten from prison Friday, despite a recommendation from the California parole board that she be freed.It's the fourth time in four years that Newsom has blocked Van Houten's release from prison. Newsom said in his Friday decision that she still poses a danger if released.Van Houten is serving a life sentence for helping Manson and others kill a Los Angeles couple in 1969.
