SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. SAN DIEGO (KGTV) -- A 16-year-old boy was hospitalized Sunday after being shot in Chollas View. According to police, the shooting happened around 3:30 a.m. at an apartment complex near the 47th Street Trolley Station. 10News spoke to the victim's mother. She said her eldest son, Ricardo Dominguez was shot in the right hip. The bullet went through the main artery but missed his organs. She said Ricardo is now sedated at the ICU -- in serious but stable condition.Witnesses told police two cars were seen speeding from the area, but no word on whether or not the vehicles were involved in the shooting.Ricardo Dominguez's mother has set up a fundraiser page. SAN DIEGO (KGTV) - A father and son heading to see the border wall became stuck in a flooded stretch of the Tijuana River Valley Thursday.Two men from Idaho and North Dakota told 10News, they were on a father-son vacation in San Diego. They said they came down to the Tijuana River Valley to see the border wall with their own eyes. But the out-of-towners did not know about the notorious dip in Saturn Boulevard.According to San Diego Fire-Rescue, the men ignored road closure signs in the flooded area, and drove through the water.Their truck made it halfway across before it got stuck in five feet of water.After the water reached the truck’s window, the 75-year-old father — who was the driver — climbed out and waited on his roof for help to arrive. No injuries were reported. Rescuers were required to go through a multi-step decontamination process after wading into the potentially polluted water.The truck will remain in the water until the flooding has receded, officials told 10News. 1207

SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. SAN DIEGO (KGTV) — A beach on Naval Base Point Loma went from unsafe and unappealing to a sandy destination that also houses a new oceanic ecosystem.In the 1980s, Smuggler’s Cove was hit with erosion and until recently, was rocky and uneven.“This beach had virtually eroded away,” said Captain Ken Franklin, Commanding Officer of Naval Base Point Loma.In the past three years, a revitalization project has been in the works, with different additions to the beach coming from unique places. The Navy’s environmental team had the idea to use rubble and cement from a fuel pier that had been demolished to build an underwater reef. They planted eelgrass along the reef, restoring the habitat.“That actually enhances the fish production, enhances the overall ecology of the system. So it actually enhances and helps some of the protected species, with the birds, gives them food to eat, and overall enhance the production of the area,” said Navy marine biologist Sean Suk.Since the work started, the eelgrass has seen an estimated 700-1,000% increase, and 15-18 fish species have been spotted swimming around the new ecosystem.In addition, the Navy brought in sand that the Coast Guard had leftover from their dredging they had finished. This created a sandy beach, compared to the rocky area that was there before.“It’s a win for everybody. It’s a win the fleet, it’s a win for the warfighter, the family and for the environment, so all and all nirvana from my perspective,” said Franklin.A spokesperson for the Navy said biologist Mitchell A Perdue was one of the major driving forces behind the project, but he passed away suddenly last year, so the completion of the upgrade is in honor of him. 1702
