SAN DIEGO (KGTV) — A new grant for City Heights businesses in San Diego is aimed at helping small businesses get back on their feet after pandemic impacts.The City Heights Business Relief Fund has so far grown to 0,000 and that money will go to businesses in the area. Each business can get up to ,000. To be eligible, the business must be located within City Heights. The priority is on businesses owned by women and/or minorities that are already established in the community who have not received other relief funds. The deadline to apply is June 24.LISC San Diego Program Officer Avital Aboody said the idea started a few months ago when local leaders realized the neighborhood businesses were struggling. She said as of Thursday afternoon, they’ve received 60 applications. Of those 60, 52 are minority-owned and half are female-owned, showing the need for this demographic. She also said half of those applicants have not received any relief yet, which she said can be because of language barriers and extensive applications.Some of the money has come from donations from Price Philanthropies and U.S. Banks.Addis Ethiopian Restaurant, located at 3643 El Cajon Blvd., is one of the businesses hoping for help. SAN DIEGO (KGTV) – A new alliance of San Diegans with a mission to end gun violence launched their new collation Tuesday night.More than 200 people were there for the formation of San Diegans for Gun Violence Prevention, made up of four local chapter of national groups:  Brady Campaign, Moms Demand Action, Survivors Empowered and Sandy Hook Promise.”“We really think expanded background checks in every state would go a long way,” said Wendy Wheatcroft, the driving force behind the creation of the coalition. “California definitely has the strongest gun laws and should be an example to the rest of the country, and we’re hoping other states follow suit.”“I want to emphasize all the organization here’s support the second amendment, and we’re not trying to take anyone’s guns away,” Wheatcroft said.Michael Schwartz is with the San Diego County Gun Owners; he says the country before looking at gun laws. The country needs to take a hard look at the mental health system.“If you look at the mass shooting that made the headlines,” Schwartz said, “There have been mental health issues, they raised red flags, and no one was there to help.”Like President Trump, Schwartz also believes in exploring the idea of teachers packing heat.“If there is a teacher that is licensed and trained and wanted to protect themselves in the classroom, she shouldn’t be stopped by state law,” Schwartz said, “Her right to defend herself doesn’t end in the classroom.”  1470

SAN DIEGO (KGTV) - A local retiree has a warning for Americans headed across the border after says he was shaken down for money during a recent trip to Tijuana, possibly due to COVID-19 restrictions.A few weeks ago, on a Sunday afternoon, Tom and his wife, a Mexican native, decided to visit one of her relatives. It's a trip they've made countless times. They drove across the border into Tijuana in their modified truck, bearing California license plates. Almost immediately, he noticed they had company."Saw a small car with municipal officers get behind me and pulled me over," said Tom, who asked us not to use his real name.He says one of two uniformed officers asked him to get out of the truck and walk over the police car, where the officer checked his driver's license."He explained he was pulling me over for tinted windows," said Tom.Tom says he was asked if he was smuggling drugs. Tom said he wasn't."Then he said, 'Here's the real reason I'm pulling you over. The United States closed the border. People are starving, and I want your money. Don't freak out. Don't say anything, or we'll impound your truck and take you to the courts' ... That was scary. I felt helpless," said Tom.Tom says he handed over the in bills he had in his wallet. He says his wife gave the other officer her ."He gave her back and said, 'I don't want to leave you with nothing,'" said Tom.That officer also left her with more details."My wife said he explained to her that they are just mad at the United States, and they're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom.A ban on non-essential border travel by both governments has been in place since March to limit coronavirus infections. Though cross-border traffic still remains busy, the restrictions have taken an economic toll on both sides of the border."I don't understand why they're blaming Americans. We're struggling too," said Tom.Tom says his police encounter ended when the officers let him go, warning him to stay out of Tijuana to avoid a repeat experience. He plans to take that advice."Myself, I'm not going back down there. It just invites trouble. You don't know who you can trust down there. Americans should be cautious," said Tom.Tom says he didn't report it to Mexican authorities because he feared retaliation. He tells ABC 10News a week after his incident, his brother-in-law experienced a similar shakedown while walking in the same area.ABC 10News reached out to the Mexican consulate in San Diego to find out if there have been any similar reported incidents and are waiting to hear back.In a statement, a spokesperson with the Tijuana government said a formal investigation would be launched "to investigate ... this reprehensible case and to apply the corresponding sanctions ... We cannot let the evil act of an officer demerit the good work that has been done to generate greater confidence in the security authorities." 3030

SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696
