Hurricane warnings are up for some of the Louisiana gulf coast as Hurricane Delta is expected to cross the Gulf of Mexico and strike the state later this week.Hurricane Delta made landfall on Mexico's Yucatan Peninsula Wednesday morning and the National Hurricane Center (NHC) expects the storm to continue moving northward and bring "life-threatening" storm surge to the Gulf Coast late this week.According to the NHC, Delta made landfall near Puerto Morelos, Mexico with 110 mph winds, making it a strong Category 2 storm. The Yucatan Peninsula is home to many Mexican resort towns, including Cancún and Playa del Carmen. Belize, a coastal country on the southern part of the peninsula, may also feel effects from Delta.Hurricane Delta weakened to Category 1 status after it emerged off the Yucatan Peninsula into the Gulf of Mexico Wednesday afternoon. As of the 10 p.m. CT Wednesday advisory by the NHC, Delta had top winds of 90 mph.The storm is expected to regain major hurricane status on Thursday, but make landfall as a Category 2 hurricane on Friday somewhere along the Gulf Coast. A hurricane warning was issued late Wednesday for areas from the Texas/Louisiana border to Morgan City, Louisiana. While the center of Hurricane Delta is not expected to be as intense as when the storm had peak winds of 145 mph on Tuesday, the National Hurricane Center expects the storm to grow in size, spreading the impacts over a wide area of the coast. The National Hurricane Center said the growing hurricane will likely increase the storm surge and wind damage threats. Louisiana has taken the brunt of the impact of the 2020 hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast. Hurricane Sally also did significant damage nearby Gulf Shores, Alabama, when it made landfall in September.Between Monday afternoon and late Tuesday morning, Delta exploded from a tropical storm into one of the most powerful hurricanes of an active 2020 season. In a state that has had instances of young black men being shot by police while handling a BB gun, one officer in Ohio was thankful he did not pull the trigger on an 11-year-old he spotted carrying a BB gun. According to the Columbus Division of Police, Officer Peter Casuccio was dispatched to a scene on Saturday to a gun run. When he arrived, Casuccio found an 11-year-old carrying a BB gun as he was walking with a 13-year-old companion. At the scene, Casuccio expressed his frustration that he nearly shot the unidentified 11-year-old. The exchange was captured on Casuccio's police-issued body camera. "This is getting kids killed all over the country," Casuccio said.Casuccio explained to the boy that police got a call of a boy matching the 11-year-old's description holding a gun. "I didn't show anybody it,' I was just holding it like this," the boy said."You can't do that," the officer responded. "That thing looks real.""Do you think I want to shoot an 11-year-old? Do you think I want to shoot a 13-year-old? Do I honestly look like the kind of dude who wants to shoot anybody?" Casuccio said. "But do I look like the type of dude who would shoot somebody?"The boys respond, "Yes, sir." Casuccio then explains the incident to the 11-year-old's mother. "I pulled up and I’m not gonna lie, I drew down on them. He freaks out and he starts to pull the gun out of his waistband," the officer told the mother. "He could have shot you for that, you know that?” the mother could be heard saying. "He dropped it real fast, and I didn't know it was a BB gun until hit the sidewalk," Casuccio said.In recent years, Ohio has had several notable instances of police shooting young black men carrying BB guns as officers believed the weapons were real. Some of those incidents have led to protests in those respective communities. On Aug. 5, 2014, 22-year-old John Crawford III was fatally wounded after he was seen inside a Walmart in Beavercreek, Ohio carrying a BB gun. Officers Sean Williams and David Darkow were not criminally charged in connection to Crawford's death. Three months later in Cleveland, 12-year-old Tamir Rice was seen in a park "pointing a pistol" at people in the park. In the call to police, the witness did state that the weapon was "probably fake." Moments later, Officer Timothy Loehmann fatally wounded Rice. Loehmann was not criminally charged in Rice's death, but was later fired in 2017 after Cleveland Police discovered that he had lied on his job application. The City of Cleveland paid the Rice family a million settlement. In 2016 in Columbus, the same department Casuccio works for, Tyre King, 13, was shot and killed in the back by Officer Bryan Mason after police said King brandished an air gun. Mason was reportedly investigating a robbery at the time of the incident. A grand jury declined to charge Mason criminally for the shooting. There is a pending lawsuit by King's family against the City of Columbus.  3153

In a resounding defeat after months of negotiations, senators on Thursday failed to advance a bipartisan proposal to resolve the future of millions of young undocumented immigrants, leaving talks seemingly back at square one.A much-anticipated bipartisan deal that would have paired a pathway to citizenship for nearly 2 million undocumented immigrants who came to the US as children with billion in border security and some other measures failed to get the 60 votes necessary to advance legislation after furious White House opposition.The vote was 54-45.A competing White House-backed plan that would have also substantially increased federal deportation powers, heavily cut family-based legal migration and end the diversity visa also failed, 39-60.The episode, coming at the end of a much-anticipated Senate week of debate on immigration, revealed that the White House was successfully able to kill momentum for a deal that had emerged out of weeks of talks by roughly 20 bipartisan senators -- but that it also had no ability to actually enact any legislation to achieve its stated goal of protecting the recipients of the DACA program that President Donald Trump is ending and enact border security measures with it.Trump called the bipartisan bill "a total catastrophe," tweeting that "Voting for this amendment would be a vote AGAINST law enforcement, and a vote FOR open borders."Attorney General Jeff Sessions also derided the legislation, saying it "will invite a mad rush of illegality across our borders," and Homeland Security Secretary Kirstjen Nielsen made calls to lawmakers urging them to reject the bill.And Sen. Tom Cotton, an Arkansas Republican, said on the Senate floor that the plan would be called the "olley olley oxen free amendment."The legislation from a group of 16 bipartisan senators would offer nearly 2 million young undocumented immigrants who came to the US as children before 2012 -- like those protected under the Deferred Action for Childhood Arrivals program -- a path to citizenship over 10 to 12 years.The plan would also place billion in a guarded trust for border security, would cut a small number of green cards each year for adult children of current green card holders, and would prevent parents from being sponsored for citizenship by their US citizen children if that child gained citizenship through the pathway created in the bill or if they brought the child to the US illegally. Senators peeved at White House 2484
