The Gilroy Garlic Festival shooter, Santino William Legan, died from a self-inflicted gunshot wound to the head, Gilroy Police Chief Scot Smithee said Friday during a press conference.Legan's death was ruled a suicide, Smithee said, citing Nicole Lopez of the Santa Clara County Coroner's Office.When the shooting first began, Legan exchanged fire with three Gilroy police officers, Smithee said."I do know that the suspect was hit multiple times by the rounds the officers fired, which put him down," he said. "It appears now, with that ruling on the cause and manner of death, that once he was down, he was able to get a round off and he shot himself. The Justice Department, responding to a lawsuit by CNN and BuzzFeed, released 295 pages of witness memoranda and notes from FBI interviews released from special counsel Robert Mueller's investigation into Russian election interference, including contacts with Donald Trump's 2016 campaign.The witnesses include: former Trump lawyer Michael Cohen, former Trump 2016 campaign aide Rick Gates, former White House chief of staff John Kelly, former Deputy Attorney General Rod Rosenstein, former Trump adviser Hope Hicks and former campaign aide Corey Lewandowski.Here are highlights from the documents:Rosenstein and Jeff Sessions discussed replacing Comey during presidential transitionRosenstein said in his FBI interview that he had discussed with former Attorney General Jeff Sessions in late 2016 or early 2017 the possibility of replacing FBI Director James Comey. Rosenstein said he thought Comey's public statements on the Hillary Clinton email investigation violated the Justice Department rules and that the FBI needed new leadership.Rosenstein said he even reached out to "a few people" as potential candidates for the job. But Washington, D.C. residents may starting seeing more — from their neighbors, not just traffic officers.Councilman Charles Allen created the idea of DC's citizens handing out tickets. About 80 people around the district would be trained and certified to issue tickets, and use a mobile app to take a photo of the violation. The ticket would be issued in the postal mail."When someone is creating an immediate safety hazard there needs to be a consequence," Allen said. "So having the ability to have more essentially enforcement take place, all those little violations that are happening all the time, that impact our safety, that make our streets less safe — to be able to have enforcement be magnified is part of having safer streets."Residents aren't so sure about the idea. Some think the idea of a citizen giving another a ticket could create violence. Others say they like that council members are at least trying to think of a plan to help with parking woes in the nation's capital.If passed, the plan would go through a trial period. The idea is part of a larger bill to make streets safer after a series of deadly crashes involving pedestrians and cyclists.
