SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) -- San Diego State University is warning students that they will need to be re-vaccinated against meningitis after Walgreens gave out shots at non-optimal temperature.According to The Daily Aztec, Walgreens recently discovered that the meningococcus B vaccines, given to 350 students on October 5 and 8, weren’t given at the right temperature.The company says its reaching out to students who received them. SAN DIEGO (KGTV) — San Diego Zoo biologists are part of a team of researchers that have rescued the last remaining southwestern pond turtles from an area ravaged by the Bobcat Fire.The researchers spend the last couple of weeks finding and recovering the reptiles from the San Gabriel Mountains. The area, which was scorched by the Bobcat Fire, from Sept. 6 until early November, is now at risk of mudslides and debris flows from rain, which could impact the turtles."Our role as conservationists is to provide refuge and care for wildlife in trouble," said Kim Gray, curator of herpetology and ichthyology, San Diego Zoo Global. "We are happy to make a home for these pond turtles until their home in the mountains can be made safe for them and their offspring."The southwestern pond turtle is now rare in Southern California and faces risks to its survival, including habitat loss, invasive nonnative predators and competitors.Over the two weeks, researchers rescued eight southwestern pond turtles. The turtles will be cared for at the San Diego Zoo until their habitat is made after this year’s rainy season. When their habitat is secure, they will be returned. 1173

SAN DIEGO (KGTV) -- Steele Canyon High School is one of two evacuation sites run by the American Red Cross for people affected by the Valley Fire, but they're not housing people like they normally would. Instead, they're acting as a resource facility for families like the Roberts'."Mine was one of the only houses in the neighborhood that went up," Alana Roberts said. Her weekend was turned upside down when she got word of the Valley Fire, which went from 100 to more than 10,000 acres in less than 48 hours, claimed her home. "I was in Oceanside and we raced to get in and as soon as we were in our truck, cops said 'you need to go now'", Roberts recalled.She was able to gather just a few belongings. "It was me and my husband who went in and grabbed what we could and let animals free. I had chickens and I couldn’t get them all."And now, she's one of the dozens of people seeking relief and a place to sleep at one of American Red Cross' evacuation sites."Someone gave me dog food, food for the kids, and we have the restrooms so we can kind of wash up." These sites typically provide shelter for families seeking relief, this time around, they couldn't."Outdoor sheltering is basically what we’re doing, people are in the lots in their cars and are acquiring hotel vouchers to put people in lodging," said Earl Potts with the American Red Cross. So far, 60 people have received hotel vouchers but last night they ran out, forcing people like Roberts to hunker down in their cars, trailers, and RVs. "We figure the family will stay together, and hunker down together."The Red Cross said as the holiday weekend comes to an end, they're hoping to get at least 200 more rooms available. "We’re able to provide meals at certain times of day and a place to park and sleep which makes it less but more of a priority situation."Alana said she's just thankful her family is safe and is going to return to what's left of her home once they're given the go-ahead."I don’t know if its truly set in. This morning my husband made me coffee and I thought about my brand new coffee maker I got for Christmas. I get camping coffee to drink now, I don't think it's really set in." 2179

SAN DIEGO (KGTV) -- Several men tried to scale the border fence at Border Field State Park Thursday evening.Video shows the men sitting on top of the wall attempting to get over. Border Patrol responded and agents were able to break up the crowd on the Mexico side of the border. Following the incident, the agency said it is willing to add agents in the area as needed. According to Border Patrol officials, about 167 arrests are made per day at the San Diego sector of the border. VIDEO: Migrants climb over border fence at Border Field State ParkEarlier in the week, dozens of migrants were caught on video climbing over the same section of the border fence. During that incident, several people successfully made it over the fence and onto the beach on the U.S. side of the border before being apprehended by agents. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. 1036
