(KGTV) — The number of troops stationed at the U.S.-Mexico border will decrease from 5,600 to about 4,000 troops and their deployment will be extended into January, according to the Associated Press.The AP, citing U.S. officials speaking on the condition of anonymity, said a formal request submitted by the Department of Homeland Security Friday requested the additional support. The request has yet to be approved by Defense Secretary Jim Mattis, though military officials have been working with DHS to help develop the request, the AP reports.Troops were deployed by President Donald Trump in response to a migrant caravan from Central America. (KGTV) — The coroner's office has identified a teenager killed after a student pulled out a handgun and fired at classmates at a Southern California high school Thursday.Gracie Anne Muehlberger, 15, died from her injuries in the shooting at Saugus High School in Santa Clarita. One other student, a 14-year-old boy, also died at Henry Mayo Hospital in Valencia, but his identity has not been released.Three other students, 14-year-old boy, a 14-year-old girl, and a 15-year-old girl, were injured in the shooting, according to Los Angeles County Sheriff Alex Villanueva. (KGTV) - When it comes to lifting up someone in need and changing lives, it only takes one person to make a difference. Owning a busy auto repair shop in Vista isn’t enough for TJ Crossman. Life hasn’t always been easy for him as a cancer survivor, widower and single dad. Four years ago, Crossman discovered ‘Wheels to Prosper’, a nationwide collective of independently owned auto shops that fix up cars and give them away to people in need. Crossman put out the word on social media and applications came pouring in. “I’ve heard about people with cancer, elderly, homeless and want to live in the car,” Crossman said. Applications came pouring in. “It catches on; it’s infectious,” said Crossman. Last year a car was awarded to 19-year-old Matthew Haynes, a heart transplant recipient who spent months in the hospital. “When I learned i won, it was overwhelming. It was great,” said Haynes. “I loved the stereo, the trunk, the seats; I love the whole car.” Two years ago the Tapia family was selected. Their daughter has a rare genetic disorder and needs to be driven to Rady Children’s Hospital on a regular basis. The family car had broken down and ignited on the side of the road. “When we were blessed with this it was an amazing feeling. I know I broke down and cried,” said Michelle Tapia. Haynes and Tapia are grateful to Crossman, who they describe as thoughtful and caring. “It’s just a blessing that a guy like him is around to give reassurance to those who have lost hope,” said Haynes. 1507

(KGTV) - The start of a new year will bring significant changes to laws for California drivers, including those with a history of driving under the influence. First time and repeat DUI offenders whose violations resulted in injury will be required to use an ignition interlock device for a period between one and two years. The device is the size of a cell phone and wired into a vehicle’s ignition system. In order to start the vehicle, the driver must blow into the device. The user’s blood alcohol level must be below a pre-set low limit, usually .02, according to the Centers for Disease Control. RELATED: Here are the new laws going into effect on California roads in 2019If a measurable amount of alcohol is detected, the ignition interlock enters a brief lock-out period of a few minutes, with a longer lockout for any subsequently failed test. The system is also capable of detecting mouthwash, which will trigger a positive test until the alcohol dissipates from the driver’s mouth, usually within minutes. Once on the road, the devices have ‘running retests’ which require drivers to blow into the locks at random intervals. If the driver fails, the vehicle’s horn will honk or the lights will flash to alert law enforcement to a violation. The devices aren’t cheap for DUI offenders. They must pay between -150 to install, and about -80 per month for monitoring and calibration. The standards for the devices are established by the National Highway Traffic Safety Administration (NHTSA). The CDC has linked ignition interlock devices to lower DUI rates. The agency’s research found repeat offenses dropped about two-thirds due to the locks. Mothers Against Drunk Drivers reports the average drunk driver has driven under the influence 80 times before a first arrest. More than 2 million drunk drivers have had three or more prior convictions, according to MADD. California is one of 31 states to approve the devices. 1941
