ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. The beach, though, would reopen to the public Saturday, Giles said.Lifeguards will be posted nearby throughout the weekend as well.SATURDAY PRESS CONFERENCE:Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said. FALLBROOK, Calif. (KGTV) -- A tortoise is recovering after falling 10 feet from a wall Sunday, cracking its shell.The tortoise was found by a good Samaritan after falling from a 10-foot wall while being chased by a dog, according to the County News Center.The 70-pound tortoise was taken to a veterinary hospital where animal services were called.Officials say that’s when they learned it would cost several thousand dollars to fix the 35 to 40-year-old tortoise.“We have a donor-driven Spirit fund that we can use for severe medical cases such as this one,” said County Animal Services Director Dan DeSousa. “This tortoise will get the extensive, aggressive care and long-term observation that he needs to regain his health and hopefully live to a great, old age.”The tortoise underwent surgery Tuesday, where veterinarians put screws into the shell then used ties on the screws to hold the broken pieces together.Veterinarians then used the same paste material that dentures are made from to seal the cracks.For more information or to donate to the Spirit fund, click here. 1098

ESCONDIDO, Calif. (KGTV) -- Video shows a machete attack in Escondido that occurred earlier in February. According to Escondido Police, the attack happened on Maywood Street and Washington Avenue around 10:17 p.m. on February 12. Police say it appears three teenagers walking in the area were confronted with a machete-wielding man. RELATED: Man attacked by machete-wielding suspect in TalmadgeOne of the teens, a 16-year-old suffered cuts to his head and hand, both were non-life threatening, police say. Facebook has suspended 200 apps for possible misuse of user data in the wake of the Cambridge Analytica scandal.Facebook said in a blog post Monday that it has investigated thousands of apps after it emerged that Cambridge Analytica had harvested information on about 87 million users without their knowledge.It did not name the apps that have been suspended but said they would be subject to a more thorough investigation into how they handle user data.Cambridge Analytica, which worked on President Donald Trump's 2016 election campaign, used data collected via an app developed by University of Cambridge psychology professor Aleksandr Kogan. The app offered a personality test, but Facebook users who downloaded it also gave the professor permission to collect data on their location, their friends and content they had "liked."Kogan provided that data to Cambridge Analytica, in a breach of Facebook's rules. Facebook said it asked Cambridge Analytica to delete the data in 2015, but learned in March that this had not happened.Kogan has said he suspects thousands of other developers and data scientists used similar methods to gather information on Facebook users.In response to a backlash that cost the company billions in lost market value, Facebook said it would investigate every app that had access to large amounts of data prior to 2014, when it tightened its controls.Ime Archibong, Facebook's vice president of product partnerships, said in Monday's post that the company will ban any app found to have misused data.
