URUMQI, May 29 (Xinhua) -- China would spend 120 to 150 billion yuan (17.6 to 22 billion U.S. dollars) on transport infrastructure in its far-western Xinjiang Uygur Autonomous Region over the next five years, the regional government said Saturday.The money will be used to build new roads and renovate old ones to support Xinjiang's "leapfrog development" promised by the central government earlier this month, according to a statement issued after a conference of the Ministry of Transport and Xinjiang's regional government.The paved roads to be built or renovated will reach 75,000 to 80,000 kilometers in the region where there were just 15,000 kilometers of paved roads in place by the end of last year, said Song Airong, a regional Party official.Xinjiang's current 838 kilometers of highways will also be extended to 4,000 kilometers over the next five years, he said.The central government unveiled a policy package last Thursday to support the development of Xinjiang Uygur Autonomous Region, setting a goal that the region should undergo a spurt in development so that by 2015 its per capita gross domestic product could reach the national average.Under the package, fixed asset investment in Xinjiang in the next five years will be more than double the amount in the current five-year plan that ends this year.
BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.

BEIJING, April 7 (Xinhua) -- Chinese President Hu Jintao's upcoming visit to Brazil, Venezuela and Chile will be significant to furthering comprehensive development of China-Latin America relations, a senior Chinese diplomat said on Wednesday.Vice Foreign Minister Li Jinzhang told a press briefing that Hu will pay a state visit to Brazil and attend the second summit of the BRIC countries - Brazil, Russia, India and China - in Brasilia from April 14 to 17, make a state visit to Venezuela from April 17 to 18 and a working visit to Chile on April 18."China and Latin American countries, all as developing countries, share extensive common interests. HAIKOU, April 25 (Xinhua) -- China's fishery administration said on Sunday it had started regular patrols of the South China Sea, sending two vessels to take over from two others currently escorting Chinese fishing boats in the area."China Yuzheng 301 and 302 take over from China Yuzheng 311 and 202, which have been patrolling the sea area of Nansha Islands since April 1," said Wu Zhuang, director of Administration of Fishery and Fishing Harbor Supervision for South China Sea under the Ministry of Agriculture.He said the patrol ships were sent to escort Chinese fishing boats in the South China Sea and reinforce China's fishing rights of the waters around Nansha Islands.The two ships set sail from Sanya, a coastal city in China's Southernmost Island Province of Hainan, on Sunday.China's patrol vessels escort the country's fishing boats and help treat fishermen who fall ill, Wu said.
