SAN DIEGO (CNS) - The county's E. coli outbreak involving children who attended the San Diego County Fair and did not wash their hands after visiting the animal exhibits stands Friday at 11 confirmed or probable cases, one of which was fatal, health officials said.County health officials have tracked E. coli cases related to the fair since June 28, when the Health and Human Service Agency announced that it had received reports of four confirmed or probable cases of the bacteria. The fair shuttered its animal exhibits the same day, after 2-year-old Jedidiah Cabezuela's death was reported, and the fair closed for the year on July 4.RELATED: Health officials report 2 new probable E. coli cases possibly tied to San Diego County Fair animalsAs of Wednesday, the number had increased to 10 confirmed cases and one probable case, all of which involve children ranging in age from 2 to 13. The county did not disclose the age or gender of the four new cases confirmed this week, but said all of the patients visited the fair's animal exhibits and petting zoos.People can avoid contracting the bacteria by thoroughly washing their hands after making contact with animals at places like farms, petting zoos and fair exhibits. Young children, older adults and people with weak immune systems are at particular risk, according to health officials. The HHSA and the California Department of Food and Agriculture collected environmental samples at the fair after the first cases were reported to confirm the bacteria's origin. However, results of the collected samples were not available prior to the fair's closure and have yet to be disclosed.County health officials repeatedly cautioned that more confirmed cases were likely despite the fair's closing due to local doctors intentionally looking for symptoms of the bacteria and its multi-day incubation period. As such, the county has not indicated that the cases are part of a larger, countywide outbreak linked to common causes like contaminated produce. While most people who contract the E. coli bacteria do not develop severe complications, roughly 5 to 10% of those who do can develop a potentially life-threatening kidney infection. Symptoms do not appear for three to four days after contraction and can include severe abdominal cramps, watery or bloody diarrhea and vomiting.Residents should promptly contact their doctor if they believe they have contracted E. coli, according to the county. 2455

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station. The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement. The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first. The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities. When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year. The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925

SAN DIEGO (CNS) - San Diego County and the rest of Southern California will fall under sweeping new health restrictions Sunday evening due to the rapidly increasing number of hospitalizations from the coronavirus, state officials said.A state-mandated "regional stay-at-home" order goes into effect at 11:59 p.m. Sunday evening, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health. The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 19% of its ICU beds available as of Sunday. On Saturday, the county reported 30 new hospitalizations, bringing the total to 4,836. Four more patients were placed in intensive care, bringing the total to 1,065.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. The stay-at-home order will be in place for three weeks and will bar gatherings of people from different households. Regions will be eligible to exit from the order on Dec. 28 if ICU capacity projections for the following month are above or equal to 15%.San Diego County reported 1,703 new cases of COVID-19 and seven additional deaths Sunday. That brings the total number of cases to 92,171 and 1,062 total deaths.County Supervisors Chairman Greg Cox said the three-week stay-at-home order was tough to take."There's no way around it," Cox said during a special Saturday briefing. "It stinks."But in recent weeks, the county has experienced a rise in the number of coronavirus cases, hospitalization rates and the use of ICU beds, Cox said."We know the timing could not be worse," because of the holidays, Cox said. "But we know better days are ahead," he added, referring to the arrival of vaccines.Supervisor Nathan Fletcher said county residents are facing a tough situation."But COVID-19 is a tough virus," Fletcher said. "This is the toughest fight we've had to face during the pandemic. But hope is on the horizon with a vaccination, but it's not here now."Fletcher said the county faced an unprecedented situation."We don't have a choice," Fletcher said. "It is a deadly pandemic that is ravaging our community."San Diego's outgoing Mayor Kevin Faulconer tweeted, "Our small businesses aren't being treated fairly. Restaurants made good faith efforts to comply with COVID rules. Now the rules are changing once again. If the Governor shuts restaurants down, it's only right the state compensates them for the costs incurred moving outdoors."Supervisor Jim Desmond attacked Newsom's approach."This 'regional' approach is absurd," Desmond said in a statement. "We are being lumped into the `Southern California' region with jurisdictions as far as San Luis Obispo and Mono County. And, San Diego County is at 23% capacity, well above the 15% requirement."If you count our available overflow ICU beds then we are at 36% capacity. I was hopeful when the governor announced he was focusing on ICU and hospital capacity, however, he's missed the mark, once again. The governor and state did not consult with San Diego County and unilaterally implemented a regional approach that unfairly puts people out of work. Again, San Diego did not have an opportunity to review and provide input and did not agree to this system."Under the order, the following businesses/recreational facilities will be forced to close:-- indoor and outdoor playgrounds;-- indoor recreational facilities;-- hair salons and barbershops;-- personal care services;-- museums, zoos, and aquariums;-- movie theaters;-- wineries;-- bars, breweries and distilleries;-- family entertainment centers;-- cardrooms and satellite wagering;-- limited services;-- live audience sports; and-- amusement parks.Schools with waivers will be allowed to remain open, along with "critical infrastructure" and retail stores, which will be limited to 20% of capacity. Restaurants will be restricted to takeout and delivery service only. Hotels would be allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences. Some of those restrictions are already in effect in select counties.California has grouped its counties into five regions: The Bay Area, the Greater Sacramento Region, Northern California, the San Joaquin Valley and Southern California. The state reported Sunday that the Bay Area's ICU capacity is at 24.1%, Greater Sacramento at 18.2% and Northern California at 26.5%.The San Joaquin Valley will join the Southern California region in the new shutdown protocol Sunday night, as its ICU capacity dropped to 6.6% on Sunday. It was at 8.6% on Saturday. The state's full stay-at-home order can be read online here. 5023

SAN DIEGO (CNS) - The founder and former CEO of a San Diego startup pleaded guilty Wednesday to a federal wire fraud charge for stealing more than .5 million from his own company.Jeffrey Fildey, 56, of Las Vegas, created GoFormz Inc. -- which provides online mobile forms and reporting products -- and began illegally taking money from the company sometime around late 2015 and continued to do so through August 2017, according to the U.S. Attorney's Office.U.S. Attorney Robert S. Brewer said, Fildey "abused a position of trust to brazenly steal company assets, treating GoFormz Inc. as his own private slush fund."Prosecutors say Fildey obtained loans -- supposedly for the company -- then kept the funds for himself, paid for personal expenditures on company credit cards, received cash advances for himself on company credit cards and took money directly from the company's bank account.A U.S. Attorney's Office statement announcing the plea cited examples that included a 6,250 loan he obtained for the company, which he immediately wired from the firm's bank account to his personal bank account. The U.S. Attorney's Office said GoFormz made payments on the loan while he spent the money on personal expenses. The U.S. Attorney's Office said Fildey took three unauthorized loans on behalf of the company and transferred the funds to his bank account each time, withdrew more than 0,000 in cash from the company's bank account for his personal use and made more than ,600 in unauthorized purchases on the corporate credit card. The company lost ,544,147 as a result, according to the plea agreement.Sentencing is scheduled for Nov. 9. 1658
