SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. SAN DIEGO (KGTV) — San Diego Fire crews responded to a first-alarm brush fire in an east San Diego neighborhood Saturday.The fire ignited near the 5700 block of Bates Street around 1 p.m. in the Redwood Village neighborhood of east San Diego. Within 15 minutes, crews had stamped out the half-acre fire.No evacuations were ordered, according to SDFD.The cause of the fire wasn't immediately known. 405

SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) - San Diego County Crime Stoppers and police investigators announced Tuesday a reward to find a woman suspected of identity theft and using fraudulent credit cards at Walmart. The woman opened two separate credit card accounts at the Murphy Canyon and Grossmont Center stores Dec. 18, according to the San Diego Police Department’s Economic Crimes Unit. The woman bought ,500 worth of items at each store. Police said the woman also tried to open fraudulent credit accounts at a Marshalls and Target store in Kearny Mesa, but was unsuccessful. The woman later went to a Chase Bank and took nearly ,000 in cash from the bank account of a victim whose identity she stole, police said. The victim’s credit monitoring service notified her of the fraudulent activity. Investigators believe the suspect is using a fake identification card using the victim’s basic information. The victim doesn’t know how the woman obtained her personal data, police said. The suspect, who is white and in her mid 20s to late 30s, was wearing a dark-colored wig while at the bank. She also wore glasses with dark-colored frames. Anyone with information about the woman is asked to call Crime Stoppers at 888-580-8477. 1223
