SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

SAN DIEGO (KGTV) - At least two former students of a coding bootcamp in downtown San Diego received refunds after a Team 10 story earlier this summer.Sean Calma and Lane, who declined to give his last name, were enrolled at Origin Code Academy. They both said they were promised one-on-one instruction, which they did not receive. Neither had previous coding experience, so they both asked many questions before enrolling."One time, [the instructor] didn't even know what he was looking at on my computer screen. A second time, he was like, I don’t know what that is. Third time, he asked to go ask another instructor," Lane told Team 10 back in June.CEO Jeff Winkler said coding is difficult, but would be willing to talk to the students about getting their money back. During a previous Team 10 interview, he pointed to many satisfied students and dozens of graduates, including one who recently got a job at Facebook.Winkler did not respond to Team 10's request for comment regarding the refunds.Coding bootcamps are regulated by the Bureau for Private Postsecondary Education (BPPE). Origin Code Academy was previously operating without approval. The academy appealed its citation, its fine was reduced, and as of August, it is allowed to operate. SAN DIEGO (KGTV) – At least 10 people were arrested during demonstrations in downtown San Diego Wednesday night that were sparked by the grand jury decision in the Breonna Taylor case.ABC 10News learned there were initially two separate protests planned in the downtown area. Eventually, the two groups joined together.Protesters marched through downtown chanting and holding signs demanding justice for Taylor. The demonstration made its way to San Diego Police Department headquarters on Broadway.Shortly after 10 p.m., SDPD tweeted that there were acts of violence and vandalism and declared the protest outside headquarters “an unlawful assembly.”According to the tweet, the crowd was ordered to disperse or face arrest. SAN DIEGO (KGTV) – Coronavirus hospitalizations in San Diego County have doubled in the past two weeks. As cases continue to soar through the country many hospitals are being pushed to their limits.Nurses at Paradise Valley Hospital have seen some of the worst cases of COVID-19. In a new series of PSA videos, frontline workers like Rochielle Jocson are urging everyone to keep fighting.Jocson spends the night shift in the Emergency Room and Intensive Care Unit treating patients who are struggling to survive.“I get scared honestly,” said Jocson. “I don’t want to bring it home to my family.”For the past eight months, she’s suppressed exhaustion and conquered fear.“Sometimes it’s just not within your hands and you cry it out,” said Jocson. “Let it all out, take a deep breath and do it another day.”But the situation is only getting worse.In a press conference Thursday, Supervisor Nathan Fletcher says the number of COVID-related hospitalizations have doubled in the county over the last two weeks. County hospital beds are now inching towards 80% capacity.Jocson says they’re fully staffed and have enough supplies at Paradise Valley for now, but she knows the virus is unpredictable.“Resources are limited. We don’t know when the supplies are going to last,” said Jocson.She lives through the wrath of COVID every day and knows some people still aren’t listening to the warnings.“It’s heartbreaking to just see people not follow safety precautions,” said Jocson. “It’s like a punch in the gut so-to-speak to us healthcare workers.”She’s hoping to change that with a simple message.“You may be okay but the next person that you’re giving it to, will they be okay?” said Jocson.While the road ahead will still be long, there’s nowhere else she would rather be.“That’s why we keep going when at times we want to give up,” said Jocson. “Because you have that one patient that makes it worth it.”Paradise Valley Hospital tells ABC 10News their ICU is still under capacity. Everyone is always amazed," said Messenger.The view is about to become even more priceless because the Padres aren't expected to open up the stadium to fans when they start the season later this month. Messenger will have one of the only seats in town to watch live baseball."Looking for forward to it. I think people have been isolated and bored. Ready for something positive to happen," said Messenger.In late June, Messenger tweeted a photo of his view of Petco Park, sparking thousands of likes and hundreds of replies."They tell me, 'I'll bring the beer. I'll bring the fish tacos. Do you remember me from first grade? Do you need a new best friend?'" said Messenger.Messenger will be making a lot of new frends. This season, he plans to share his balcony with other baseball fans."This is a unique opportunity, and I'm happy to share it with people who won't get a chance to watch baseball," said Messenger.He hasn't figured out how he'll divvy up the invites. The financial planner says he won't be accepting money, but probably won't turn down food or adult beverages. He's hoping his plans will also benefit the Padres. He counts about a hundred nearby balconies facing the stadium, which could translate into a lot of cheering."Probably going to be one of the few places in the country where we fans can actually watch our team play. Who knows, maybe the Padres could have a home field advantage.
