CHULA VISTA, Calif. (KGTV) – A stretch of Chula Vista’s famed Third Avenue will be closed every Sunday in August to allow for expanded outdoor dining and other activities, all while practicing social distancing.The Third Avenue Village Association announced that Third Avenue will be shut down to traffic from E Street through Center Street starting Sunday, Aug. 2.The cross streets of E Street, Davidson Street, and F Street will be open for vehicle traffic. (KGTV) -- A South Bay family spoke about the frightening moments that took place when a police chase ended in front their home and then turned into a shootout on their driveway Monday afternoon.Mark Yturralde said his son-in-law had the quick thinking and presence of mind to shut the door to prevent a suspect, later identified as David Angulo, from getting into their home on Rutgers Avenue.“I didn’t have time to be kind or nice. I had to shove my wife and granddaughter into a closet, and I told them to stay low, keep quiet, don’t come out until I tell you. I tried to watch from a corner,” said Yturralde.RELATED: Carjacking, pursuit leads to deadly officer-involved shooting in Chula VistaAccording to Chula Vista police, Angulo was a known gang member wanted in connection with at least three shootings in June. Police said Angulo carjacked a pickup truck in an area near Main Street, refused to pull over for officers, and led a pursuit into east Chula Vista.Police said Angulo lost control of the truck and crashed into a car driven by an active-duty military member. While the other driver was seriously injured, Angulo got out of the truck and ran to a family’s driveway.Angulo, according to police, opened fire at officers -- the exchange of gunfire that Yturralde said went on for several minutes. Shots struck and flattened the tires of vehicles parked in the driveway, but none of the bullets penetrated the house.Yturralde and Chula Vista police credited Yturralde’s son-in-law for keeping the incident from turning into a hostage situation, or worse.Angulo was killed during the shootout, and police said an investigation will determine how many shots were fired and who opened fire first. Police will also review officers’ body camera footage.Police promised the investigation findings will be released in a timely manner.The three officers involved in the incident were not injured.Family members said they found five shell casings in their backyard. They told ABC 10News they are grateful to police but also offered their condolences to Angulo’s family, even though he put their family in danger. 2145

CHULA VISTA (CNS) - A woman accused of stealing a car containing two young children from outside a Lincoln Park cell phone store and driving to the U.S.-Mexico border, pleaded not guilty today to kidnapping and child abduction charges.RELATED: Police: Woman arrested after stealing car with kids inside, trying to cross border into Mexico?Leslie Esparanza Saenz, 26, was ordered held without bail pending a review hearing next Wednesday.  The father of the 8-year-old girl and 3-year-old boy parked his gold Hyundai Excel outside the Cricket Wireless shop in the 200 block of Euclid Avenue about 12:15 p.m. Monday and went into the business by himself, leaving the vehicle unlocked and its engine running, according to San Diego police.   Moments later, a woman who appeared to be in her late teens got into the car and drove off to the east on Imperial Avenue with the children still inside, Officer Luis Roman said.Police searched for the stolen car and missing children until shortly before 2 p.m., when the Hyundai arrived at the San Ysidro Port of Entry at the southern terminus of Interstate 5.There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver  - who was later identified as Saenz -- into custody without incident.   Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said.Police have not established a motive for the alleged kidnapping. 1553

The truth is they may not be that far off. Scott Urban, the creator of Reflectacles, says his product helps bounce light back directly to where it came from.“One of my past clients came up to me and asked me to make him a pair of reflective glasses," Urban said.The glasses don't make a person invisible, but can throw off security cameras. One of his biggest concerns is privacy.“You know if you have this concept that you're being filmed and recorded and listened to everywhere you go, you might limit your own personal freedoms," he said.The glasses reflect light into the camera creating a blown out glow.Our reporter found the glasses work really well when it's dark, but in broad sunlight, not so much.Scott's gear got him in a bit of trouble at the neighborhood bar he goes to often. They asked him to take off his glasses. Katrina Arthur, the manager and fourth generation's family owner of Archie's Iowa & Rockwell Tavern, said, “We want to be sure if anything were to happen and go back and look at our security tapes and be able to identify anybody who may have caused an incident."Our reporters also found reflective glasses aren't the only option out there. The ISHU cloak is made by entrepreneur Saif Siddiqui, who feels strongly about privacy as well.“It's just the option of going invisible," Siddiqui said.He sells anti-paparazzi gear. Siddiqui's clothing does nearly the same thing as the glasses — gives back some privacy.“I find it important to give people the option to not be seen," he said.But these option may be short-lived. Security companies are taking notice of this new technology and working to stay ahead of it.“There are ways to make cameras that can see everybody's face, and I suppose it can be a cat and mouse game or I invest in better and better technology to hide my face."Keith Jentoft, is a video surveillance expert with more than 20 years in the business. He believes this type of tech actually does the opposite of what's intended because it sticks out."You're going to be calling yourself out and calling attention to yourself. If you're spending a lot of money to be private, people want to know why," Jentoft said.Scott Urban knows his gear isn't for everyone but says there's something bigger to consider.“Is it ok for you to tell me that my face must be recorded and analyzed everywhere I go?" CHULA VISTA, Calif., (KGTV)- It has been one week since the brutal attack and rape of a young woman at Otay Park. But Chula Vista Police say their investigation is far from over. Now nearby schools are reminding parents to stay vigilant. Chula Vista Police said last Monday, a woman in her 20’s was exercising on the stairs at Otay Park. But on her way down, someone pushed her from behind, knocking her unconscious.The perpetrator then raped her, stole her things, and ran.When she woke up, she managed to flag someone down at the park, who then called 9-1-1.It has been seven days into the investigation. But the Chula Vista police department says the perpetrator is still at large. Detectives are now reviewing and enhancing several pieces of video evidence.They are also waiting to get the results of the victim’s rape kit. Last week, Otay Elementary School Pirincipal, Monica Castillo sent a letter to parents addressing the recent crime that happened next to school property. 1009
