GUANGZHOU: Zhuhai in Guangdong Province and the Macao Special Administrative Region (SAR) are under threat from a serious saltwater tide that is likely to worsen over the next two months, the provincial water resource department said Thursday.The saltwater tide arrived in Zhuhai in the first half of November, earlier than the usual saltwater tide season from December to February.Last month, the city's main water source, Pinggang Water Pumping Station, was rendered incapable of pumping qualified fresh water for 171 hours. This seriously affected Zhuhai people's daily lives, and the impact extended throughout the Pearl River Delta.Currently, the whole city has stores of 25 million cu m of fresh water, 7 million cu m less than the same period last year.Director of the Guangdong provincial water resource department Huang Boqing said the department and other relevant organizations would do their best to control the saltwater tides and increase the amount of fresh water.Huang said construction of hydropower stations in the upper reaches of Xijiang and Beijang rivers - two tributaries of the Pearl River - should be slowed down, because they would block a large amount of fresh water and worsen saltwater tides in the river's lower reaches.Other provinces in the river's upper reaches diverted about 10 million cu m of fresh water to Zhuhai from November 20 to December 4.In addition, Zhuhai would complete a large reservoir by next October, and construction of another would begin next year and finish in 2010.However, many individuals are dredging river sands from the Pearl River Delta for profits, causing the riverbed to lower."The riverbed of Beijiang River is 30 percent lower than two decades ago," He Zhibo, a senior engineer of Zhujiang (Pearl River) water resource commission, told China Daily Thursday.The lowered riverbed cannot buffer saltwater tides. And if the river sand dredging continues, all government efforts to stem the tides would be wasted, he said.

BEIJING, March 11 (Xinhua) -- China has published a draft management regulation on lotteries and is asking for the public's opinions.     If officially issued, it would be the country's first national management regulation on lotteries since the country gave the green light to its lottery industry in 1987.     The solicitation of public opinion will last through March 28, and the regulation will be issued later this year. There is no fixed date so far.     "The regulation will enhance supervision of the fast-growing lottery industry and stamp out fraud, which has been on the rise since the country launched its first lottery two decades ago," said a report on the Legislative Affairs Office of the State Council website.     Currently, China has a provisional regulation on the management of lottery distribution and sales. It was issued by the Ministry of Finance in 2002.     According to the proposed draft, carried by the website, no individual, organization or government department could sell lotteries without permission from the State Council. The China Welfare Lottery Administrative Center and the sports lottery administrative center of the China General Administration of Sport, both state-run, are the only two legitimate lottery outlets.     Public hearings will be held along with expert consultation before new lotteries are set up.     The draft requires lottery vendors to keep the identity of lottery winners confidential. It also demands transparency of money taken in and how it is spent on a regular basis.     Lottery funds should cover lottery prizes and management funding for lottery sellers. The rest, should be spent on the improvement of public welfare, according to the draft, quoting that a percentage of the revenue would be decided by State Council financial departments.     Individuals or government departments violating the regulation by selling lotteries unauthorized by the State Council would be fined and face criminal charges. Their illegal gains would be confiscated, it said.     Lotteries have generated huge economic and social returns in China over the past two decades. The country had issued 363 billion yuan (49 billion U.S. dollars) of lottery tickets through 2006. More than a third of the proceeds were spent on public welfare, such as the development of public sports facilities, education and health care for the handicapped.

SHENZHEN: A student at an IT college in Zhuhai, South China's Guangdong Province, ran amok on Tuesday, stabbing six of his classmates, police said Wednesday.One of the victims suffered a deep gash to the neck, which required intensive care treatment, but he is said to be in a stable condition.The 21-year-old attacker, surnamed Chen, was later arrested and is now in custody. He is believed to be suffering from a mental illness, a spokeswoman for the Zhuhai public security bureau told China Daily yesterday.She refused to give any further information, however, as the case is still under investigation.According to a report by the Guangzhou-based Southern Metropolis Daily, the incident happened at about 10:40 am at the start of a new class.Witnesses said Chen pulled out a 15-cm-long fruit knife and "casually" stabbed the two people sitting next to him and in front of him."I saw blood gushing from one boy's throat and another had been stabbed in the right side of his neck," the newspaper quoted one witness, who asked not to be named, as saying.Chen then attacked four other classmates, as they and their teacher attempted to escape the room, the witness said.After the attack, Chen remained in the classroom.A teacher locked the door from the outside and called police, the Guangzhou Daily reported.Police arrived soon after and arrested him.The victims were taken to a nearby hospital. Three of them had been stabbed in the neck while the others had suffered wounds to their arms and wrists, a source from the hospital said.A spokeswoman for the school, surnamed Cui, said the school authorities will issue a formal statement once the police have concluded their investigation.Students and teachers were receiving counseling to help them deal with the incident, she told China Daily.According to the Guangzhou Daily, Chen, who lives in Zhuhai, attacked a classmate while he was at university in Wuhan, in Central China's Hubei Province. He was later expelled.

  

China will gradually sell its planned 1.55 trillion yuan (3.6 billion) in special domestic bonds to finance its overseas investment agency, a senior central bank official was quoted on Monday as saying. The country's stock market has been hit by the bond issue plan, approved by China's parliament on Friday, as investors feared such a move would suck funds from the market. "The plan will be carried out gradually according to its monetary policy," Yi Gang, assistant governor of the People's Bank of China, told the Shanghai Securities News. Yi reiterated the Finance Ministry's view that the bond issue would have only a neutral impact on the domestic economy, the newspaper said. The Finance Ministry indicated on its Web site on Friday that it would issue the bonds directly to the central bank in exchange for part of the .2 trillion in foreign currency reserves under the central bank's control. No specific timetable was given for the sale of the bonds, but the increase in this year's debt ceiling suggests they will all be issued this year.
