After Senate Bill 1421 went into effect on January 1, 2019, California law enforcement agencies are required to make internal reports for officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault available to the public. The 10News database contains files released by the following law enforcement agencies in San Diego County:Carlsbad Police DepartmentChula Vista Police DepartmentCoronado Police DepartmentEl Cajon Police DepartmentEscondido Police DepartmentNational City Police DepartmentLa Mesa Police DepartmentOceanside Police DepartmentSan Diego Harbor Police DepartmentSan Diego Police DepartmentSan Diego County Sheriff’s OfficeSan Diego Unified School District Police DepartmentThis project is focusing on documents related to incidents that have occurred between 2009 and 2019. There may be some documents related to earlier cases included based on their content and those parties involved. We will be continuing to upload documents to this database as they are released. All of the information in this database has been gathered from the police reports or investigation files made public by the law enforcement organization. The information has been summarized and entered based on the following:The race or sex of the individual involved was entered as it was reported by the police agency. The reports did not include information about the race or sex of the law enforcement officer, so this information is not included in the database. The officers involved listed in the database as being involved in the incidents are those listed as the “reporting officer” on the released reports. When classifying “use of force,” we selected all forms of force used as reported in the report or investigative file. The summary of the incident was written by KGTV journalists who reviewed all documents in the case. Not all details are included in the summary. Some of the materials released (including photos, videos, audio files and the reports themselves) can be graphic in nature. We have added notes to files that contain content that may be disturbing or graphic in nature. Please proceed with caution when viewing these materials. If you have any questions about how this database was put together please contact Lynn Walsh at team10@10news.com.Our reporting on these cases and the investigatory process is more complete with your feedback. We encourage you to fill out this form about the Transparency Project if you see any common threads between cases, have more information about a particular case or have questions about how the law enforcement agencies investigate these cases. This project has been supported by the Solutions Journalism Network, a nonprofit organization dedicated to rigorous and compelling reporting about responses to social problems. A woman in Tallahassee, Florida is accused of drawing a gun on another shopper at a Publix grocery store last Sunday after the victim cut in line, the Tallahassee Democrat reported. According to a report of the incident by the Leon County Sheriff's Office obtained by the Tallahassee Democrat, Jessica Mock, 36, was about to check out at the Publix, but had forgotten an item. She left her cart in line to retrieve the item. When she returned, another customer had gotten in line in front of her. After Mock and the other female customer argued, the other woman got in another line. According to the report, the customer told Mock, "I'll meet you outside." Mock responded, "I'll see you outside."Once outside, Mock is accused of pulling a gun out of her waistband on the shopper. Later, the victim drove away and called law enforcement while Mock allegedly followed the woman. That is when police caught up to Mock. Mock denied pulling a gun or intentionally following the woman, but law enforcement did find a firearm. Mock was charged with aggravated assault with a deadly weapon without intent to kill, according to the report given to the Tallahassee Democrat.  1233

According to a database kept by Johns Hopkins, at least 3 million people in the United States are confirmed to have contracted the novel coronavirus since the pandemic reached the country earlier this year. The U.S. surpassed the grim milestone on Wednesday morning. According to the database, more than 131,000 Americans have died of the virus. The U.S. passed the milestone as cases of COVID-19 continue to spike across the country, particularly in southern states. Late June and early July have seen some of the highest daily totals of newly confirmed COVID-19 infections since the pandemic began. Arizona, California, Florida and Texas have seen massive spikes in recent weeks before dropping in recent days — likely due to lack of reporting over the Fourth of July holiday.Hospitalizations linked to the virus across the county have risen slightly in recent weeks and have spiked in states where the virus appears to be spreading quickly.Several states have either paused or rolled back steps to reopen businesses following lockdown-related restrictions in response to rising case numbers. A number of states and cities have also introduced ordinances requiring masks in public places. The U.S. also continues to be among the world leaders in cases per 100,000 people. Only Chile and Peru rank higher, according to Johns Hopkins. U.S. cases account for more than a quarter of all worldwide cases. Around the world, nearly 12 million people have contracted the virus and about 540,000 have died. The U.S.'s total number of cases is almost double that of Brazil — the country with the second-most confirmed cases of the virus. 1634

ALPINE, Calif. (CNS) - San Diego County officials opened an erosion control center in Alpine Thursday to help businesses and homeowners prevent debris flows in the areas burned by the Valley Fire. The center at 2914 Tavern Road will offer free sandbags, fiber rolls and other items to help residents stabilize properties before rains arrive and potentially trigger mudslides and debris flows, county officials said.Starting Thursday, the center will be open to business and property owners from 8 a.m. to 4 p.m. daily Monday through Saturday, and from 9 a.m. to 2 p.m. on Sundays. Appointments are not required this weekend, but will be required starting on Monday.Residents and business owners can schedule an appointment to pick up erosion control materials by calling the county's stormwater hotline at 888-846-0800.Staff will be available to advise on how to protect properties, homes, garages, sheds and other structures. Staff can also visually inspect properties and offer information on best practices to protect structures. As of Wednesday morning, the Valley Fire remained at 17,665 acres and was 90% contained, according to a Cleveland National Forest incident page. The conflagration, which broke out early on the afternoon of Sept. 5 off Spirit Trail and Carveacre Road in Japatul Valley, ultimately destroyed 30 residences and 31 outbuildings, damaged 11 other structures and left three firefighters injured, according to Cal Fire.Jamul resident Jim Grigsby told ABC 10News, “The fire burned down three of my neighbors' houses. And I’m looking out through my window now and it’s kind of sad ... We’ve been through three fires out here, and this is the first time it got this close so we had to get all of this stuff out.”On Thursday, Grigsby went to the erosion center to pick up “fiber coils or swaddle to divert water and use them to fil up the sandbags and build a retaining wall to the gullies on the property." 1934
